Like many other controversial social issues, same-sex marriage has followed the ebb and flow of the political stream for almost 30 years in the United States. What pulled this policy issue out of the policy stream and placed it front and center in the public's mind were the actions of a handful of local officials who, in the winter of 2004, acted against the status quo and instituted public policies in favor of same-sex marriage. When faced with an international security crisis, the policymakers of great powers are forced into difficult circumstances in a short period of time. The states that embroil the great powers in these crises force upon those policymakers tough decisions in regards to finding an acceptable resolution to the crisis. The decision making process must be quick, as excessive deliberations could have negative effects on the outcome of the crisis. The size of armed forces holds significant meaning for belligerents in civil war. Given that a large size of forces advantages an armed group in fight with the opponent, it should seek to expand the size of the forces as long as it can exercise close control over and have enough resources to manage them. Civil war involves the government and rebels, both of whom compete for the domestic popular support and recruits and often have areas where each of them can exclusively exert influence over civilians (i.e., the stronghold). The economic reforms in China, Vietnam and Laos have not been carried out without a series of corresponding political reforms being conducted throughout. While significant political reforms to democratize the general political system have not been seen, there is a trend towards liberalization of the legislature through the legislative reforms. This paper compares the legislative reforms in China, Vietnam and Laos, examining the rationales behind the reforms, how these socialist countries' legislatures are structured through reforms, what functions they are performing, and assessing the relationship between legislature, state, and the ruling single party. The goal of this dissertation is to analyze the kinds of ethical challenges soldiers encounter during counterinsurgency operations, what decision making processes or values they use to resolve these challenges, and how military institutions and culture influence soldiers' ethical reasoning. The first part of the dissertation is an assessment of various theories of applied ethics and how these can be used by soldiers during counterinsurgency operations. Although the Religious Right has largely dominated the discourse on religion and politics in America, recent political changes suggest that there may be new opportunities for Christian groups with a social justice perspective to shape policy debates. Using qualitative case studies that include interviews and framing analysis, this project examines how these organizations have adapted to a changing political environment, and the ways they have successfully engaged diverse faith communities in grassroots action. More specifically, it examines how factors such as organizational goals and identities, as well as political factors, have shaped the framing, collaborative, and mobilization strategies of progressive …
