From Disaster To Sustainability: The Story Of The Pacific Groundfish, Matthew Richards

This paper reviews the circumstances that led to the collapse of the Pacific groundfish fishery and the steps that fishery managers took to curb over-harvesting and bring the fishery back to sustainability. Fishery managers utilized various management tools such as a vessel buyback program, regulatory mechanisms, and market strategies to improve the available data on the fishery, improve safety for fishermen, and reduce harvest rates and overcapitalization. By employing a diverse range of measures, managers developed a system by with they successfully balanced conservation objectives and minimized adverse impacts to fishing communities. Golden dorado (Salminus brasiliensis, Cuvier, 1816) is increasing in popularity as a target for recreational anglers practicing catch-and-release (C&R) in northern Argentina and bordering countries. However, to date no research has looked at the potential social and ecological implications of growth in this recreational fishery. The first manuscript of this thesis assessed the consequences of C&R on golden dorado captured by anglers on the Juramento River in Salta, Argentina. This evaluation examined physical injury, physiological stress, reflex impairment, and short term post-release behavior to develop a clear set of evidence-based best practices for C&R. Patagonian toothfish (Dissostichus eleginoides) occur on the continental shelves and shelf breaks of southern South America and the Southern Ocean. Stock structure, critical to good fisheries management, can be inferred from growth differences between areas, but available growth data are compromised by inconsistencies in age estimation methods, sampling and sample sizes, and techniques used to derive estimates. I asked the scientific question: how is growth in Patagonian toothfish structured spatially within the Southern Ocean? I developed a multi-stage randomized design to sample fish caught by commercial longline, and an age estimation methodology. Because toothfish are difficult to age, …
