A growing body of research suggests that correctional officers (COs) die by suicide at a significantly higher rate compared to the general population and some other public safety personnel. Despite what is known about this phenomenon, an understanding of the risk factors driving the high rate of suicide among this population remains unclear. The victim-offender overlap challenges the common view that victims and offenders are separately labeled by recognizing that both groups have experienced significant childhood trauma, physical, emotional, and psychological abuse, neglect, and other adverse childhood experiences (ACEs). The transfer of youth between juvenile courts and adult courts is one of the most consequential decisions made in the American legal system, as it will influence the youth’s legal outcomes, developmental trajectories, and long-term well-being. Advances in adolescent brain science show that there are many factors associated with youthful offending, including developmental immaturity, susceptibility to external influences, and ongoing neurobiological development—all of which are related to age, rather than being fixed criminal traits. This study examined the experiences of Black students who graduated with degrees in criminal justice within the last five years, as well as professors serving criminal justice programs. In this study, Black students are defined as those who identify as Black or African American, and the research focused on a criminal justice higher education institution’s educational program in the Northeast. Regulatory Innovation Through Authority: An Analysis Of India’S Central Consumer Protection Authority’S Functioning (2020–2025), Gaurav Pathak, Mohit Yadav, Anush Ganesh

International Journal on Consumer Law and Practice

This article presents the first comprehensive empirical analysis of India’s Central Consumer Protection Authority (CCPA), since its establishment in 2020, based on an examination of 165 orders across 118 cases through 2025. The study fills a critical research gap by systematically analysing CCPA’s enforcement patterns, procedural efficiency, and regulatory evolution. The unique dataset reveals that CCPA has fundamentally transformed India’s consumer protection landscape through a distinctive dual approach that combines reactive enforcement with proactive regulation. Breaking Point: Exploring Side Bets, Support, And Pension Investment As Predictors Of Turnover Intention In Urban Policing, Kenneth M. Quick, Kevin T. Wolff

Guided by Becker’s side-bet theory, this study examines turnover intentions among officers in the New York City Police Department by assessing pension investment and affective commitment as accumulated organizational “side bets,” alongside job satisfaction, perceived organizational support, and workplace conditions. Data was drawn from an online survey of 1,454 officers. Population weights based on gender, race/ethnicity, and rank were applied to improve representativeness. Weighted multinomial logistic regression models examined predictors of turnover intention, while second-difference tests of average marginal effects (AMEs) assessed whether workplace factors operated differently across tenure groups. This study examines the relationship between risk and protective factors and gun carrying among Black male youth using both individual-level and population-averaged effects. Grounded in the risk and protective factors framework and the ecological systems model, the study explores how protective factors at the individual, peer, school, and community levels influence gun carrying at a single point in time and over time. "Does gender inequality impact the careers of female law enforcement officers in the Southeast Missouri region? Using a qualitative single instrumental case study, seven cis-gendered female law enforcement officers who were employed at local law enforcement agencies within the Southeast Missouri region were interviewed to investigate the central research question. Four themes emerged from the data that illustrated their experiences: sexual exploitation and harassment, a lack of work-life balance, the presence of gender stereotypes, and patriarchal hierarchy and male dominance in the workplace. Restorative justice has gained growing attention within criminal justice reform as a practical alternative to approaches centered only on punishment. It emphasizes accountability, dialogue, and community reintegration, offering a different way to understand how change in behavior takes place. This systematic review examined quantitative evidence from 34 studies, selected from an initial pool of 112 records identified through databases such as Google Scholar, ProQuest, JSTOR, and institutional repositories. The studies assessed a range of interventions, including victim-offender mediation, diversion programs, community conferencing, and in-prison initiatives, which allowed comparison across different settings and populations. Examining Whether The Relationships Between Specific Psychiatric Diagnoses And Both Adolescent Suicide And Reoffending Are Moderated By Sex, Michael T. Baglivio, Katherine Jackowski, Brooke Neupaver, Grayson Black, Bailee Perry, Kevin T. Wolff

The current study examines the relationships between specific psychiatric diagnoses and both adolescent suicide and reoffending, the implications of adverse childhood experiences on these outcomes, and assesses whether these relationships are moderated by sex. Using a multilayer multiyear statewide sample of 6,515 adolescents who completed juvenile justice residential placements, logistic regression and moderation models were used to examine these relationships. Findings demonstrate that the rate of suicidal ideation was 2.5 times higher for female youth, while the recidivism rate was 1.7 times higher for males. Psychiatric diagnoses prevalence ranged from 65.9% for conduct disorder to less than 1% for personality …

This study examines how probation and parole (P&P) officers perceive fairness within their organizations and how these perceptions relate to job satisfaction, organizational commitment, and emotional exhaustion. Organizational justice research has been conducted primarily in business and policing contexts, with limited attention to whether established measurement models accurately capture fairness in community corrections. Because P&P officers operate within hybrid roles characterized by discretion, sustained supervisory relationships, and bureaucratic constraint, fairness perceptions in this setting may not align cleanly with existing dimensional frameworks.

Las Vegas is an international tourist destination that welcomes millions of visitors each year. Allegiant Stadium, located in Las Vegas, is an NFL venue south of the Strip that hosts a wide variety of events. The aim of this study was to explore the impact of events on the environmental backcloth within a 10-minute walking distance from the stadium. Calls for service (CFS) and proactive police enforcement were measured and compared across event days and non-event days from 2022 to 2024. 41 men and women incarcerated in the Québec provincial prison system were asked why they enrolled in educational activities. Relying on self-determination theory’s to describe and categorize their motivations, we found that most respondents had extrinsic motivations to participate in educational activities and that only three respondents could be described as intrinsically motivated. Respondents joined programmes to escape boredom, to receive financial compensation or to receive some other benefits; not for the pleasure of learning. This capstone paper examines how public administrators and human resource management (HRM) practices in Michigan local law enforcement agencies can influence the adoption of a guardian-oriented approach to policing. Using a qualitative case study method and document analysis, this study integrates peer-reviewed literature on guardian and warrior policing models with public administration and HRM frameworks. This capstone project addresses barriers to record clearing services that impact recidivism and reentry outcomes in California. Individuals with criminal records often face challenges in securing employment, housing, and stability, increasing the likelihood of continued justice system involvement. Institutions of higher education play a critical role in regulating student behavior; however, existing research has given limited attention to how students themselves interpret conduct addressed through campus disciplinary systems. The present study examined how college students differentiate institutional misconduct from crime in university settings and whether those judgments are associated with perceptions of institutional legitimacy. Trauma‑informed care (TIC) has become an important framework for understanding and responding to the needs of incarcerated individuals, who experience disproportionately high rates of childhood adversity, interpersonal violence, and systemic trauma. Experiential learning has become an increasingly important component of undergraduate education, particularly in fields that demand high levels of professional judgment, empathy, and technical skills. This thesis examines how the Western Michigan University (WMU) Cold Case Program (CCP), in partnership with the Michigan State Police, serves as a model of experiential learning that both enriches students’ academic experiences and contributes to real-world investigative work. Pre-adjudication detention involves confining juveniles while they await a hearing, aimed at ensuring court appearance and upholding public safety. However, the use of pre-adjudication detention has expanded significantly, which has raised concerns regarding the impact on juvenile justice outcomes. This study reviews established peer-reviewed research and observational data from internships to evaluate how this type of detention influences legal outcomes and juvenile development. The research findings demonstrate that detention is associated with harsher dispositions, higher recidivism rates, and long-term consequences. The prominent issue of racial disparities in arrest in the criminal justice system is well documented. One proposed mechanism for addressing these disparities in the criminal justice system is the emergence of progressive prosecutors. Progressive prosecutors are vastly different than traditional prosecution through the approach to their roles in the criminal justice system. Traditional prosecutors prioritize convictions and punishment, often seeking maximum sentences for defendants and relying on the traditional model of tough-on-crime policies. "Sexual assault (SA) remains a pervasive issue in the United States, marked by low reporting rates, inconsistent investigations, and limited convictions. In response, researchers and practitioners have promoted a range of best practices aimed at improving law enforcement and prosecutorial responses. This qualitative study draws on interviews with 13 law enforcement agencies and 12 prosecutors' offices to explore how recommended practices—such as victim advocacy, specialized units, interagency collaboration, and case reviews—are interpreted and operationalized in the field. When Disaster Strikes Y’All Street: A Study On Cross-Sector Collaboration In Protecting U.S. Financial Critical Infrastructure, Rachael A. Zerr, John Friedlander

This exploratory research examines public-private collaboration between corporate security leaders and local emergency responders in the North Texas financial corridor known as “Y’all Street.” Using perception-based survey data from senior representatives in the private and public sectors, the paper evaluates partnership strength, preparedness activities, information sharing, and operational coordination. Findings indicate that collaborative practices such as facility tours, joint exercises, and emergency planning are present, but that partnership maturity remains uneven and is not yet fully standardized across the corridor.
