This document is an environmental assessment (EA) of the proposal to modify A.V. Watkins Dam under the Safety of Dams (SOD) Act of 1978 (Public Law 95-578, as amended). The proposed SOD modifications would correct safety deficiencies of the dam without affecting the purpose or benefits of the dam. Specifically, the embankment and foundation of the dam need to be repaired. The repairs are needed to restore the reservoir to full function and to incorporate state-of-the-art defensive measures of controlling seepage within the foundation and embankment. NatureServe, in cooperation with The Nature Conservancy and the U.S. National Park Service, developed this Invasive Species Assessment Protocol as a tool for assessing, categorizing, and listing non-native invasive vascular plants according to their impact on native species and natural biodiversity in a large geographical area such as a nation, state, province, or ecological region. This protocol is designed to make the process of assessing and listing invasive plants objective and systematic, and to incorporate scientific documentation of the information used to determine each species’ rank. One of the decisions made in the 1985 Bighorn National Forest Land and Resource Management Plan (Forest Plan) was that timber sale offerings would be made. The Caribou timber sale was proposed in order to implement that Forest Plan allocation decision. This report documents findings from an instream flow assessment conducted by the U.S. Bureau of Land Management (BLM) on Beaver Dam Wash in Mohave County, Arizona. The assessment, which focused on resources located at the mouth of Beaver Dam Wash from 1991 through 1994, provides a scientific basis for relating flowdependent resources to streamflow levels. Natural resource values, methods of data collection and analysis, and flow requirements are presented in this report.

The Shoshone National Forest proposes to issue Term Grazing Permits that will authorize the grazing of livestock on 36 grazing allotments located within the Forest. Permits will be issued for a period of up to 10 years. Part 3 (Special Terms and Conditions) of each permit would contain site specific livestock and rangeland management requirements designed to mitigate existing resource conflicts and implement Forest Plan standards and guidelines specific to each allotment.

The study area, referred to as the headquarters area, incorporates the area from the south entrance station north to the Zion Canyon bridge. This includes the visitor center, the Watchman and South campgrounds, the amphitheaters, the nature center, the Oak Creek, Watchman, and Pine Creek residential areas, and the Oak Creek maintenance area. The study area encompasses approximately 325 acres. It includes a development zone (107 acres) and a natural zone (218 acres), and is surrounded by a proposed wilderness subzone.

In addition, segments of the public strive for protection for all wildlife; this protection can create localized conflicts between human and wildlife activities.
