Economic Impact Of Ethanol Biorefineries In The U.S. Midwest From 2001 To 2015: A Quasi-Experimental Approach, Scott W. Hall

The objective of this dissertation is to analyze the economic impact of newly operational ethanol biorefineries on rural counties in the U.S. Midwest region for the period 2001 to 2015 using a quasi-experimental approach. Rapid growth in the ethanol industry expanded the number of ethanol plants located in the U.S. Midwest from 54 in 2001 to 173 in 2015. Out of the counties with 119 new ethanol biorefineries, 97 counties met the general treatment criteria defined in this dissertation, but only 56 of those counties qualified for the rural treatment criteria. The Emission Trading System (ETS) on greenhouse gas (GHG) is a climate change policy well-known as a market-based mitigation mechanism. However, policymakers have faced strong opposition of many stakeholders and failed to persuade them in the process to introduce the ETS. Objective evidence on ETS impact not only provides information to policymakers but also may help alleviate controversy between stakeholders and policymakers. The Ministry of Environment of the Republic of Korea has been making efforts to improve water quality and the health of the aquatic ecosystems of the inland waters. Establishing water quality standards for point sources and permissible wastewater emission standards to achieve the target environmental standard were part of the efforts. Nevertheless, water quality indexes such as Biochemical Oxygen Demand(BOD) and Chemical Oxygen Demand(COD) has not improved significantly. In 1980, South Korean government built a large scale apartment complex in the Seoul metropolitan area because of consecutive urbanization and rapid industrialization. However, in late 1980, as the housing market surged rapidly, the government constructed several huge new towns. These new towns and urban development projects contributed to stabilizing the housing market, but residents in new towns began to suffer from traffic noise and this became social problems.

This dissertation explores the adoption of Best Management Practices (BMPs) in the Kentucky River watershed. Through a survey of farmers in the Kentucky River watershed, chapter two investigates farmers’ current BMP adoption and their willingness to engage in additional adoption incentivized through a proposed Water Quality Trading (WQT) program. This chapter includes two parts: the first part is to investigate the factors influencing farmers’ current usage of BMPs; the second part is to estimate farmers’ willingness to implement BMPs given different levels of compensation specified in the survey. Why do American states organize as they do for environmental protection? According to Moe (1990), “a positive theory of organizations has two goals: 1) explain where institutions come from and why they take the forms they do, and 2) understand their effects for political and social behavior.” This paper will examine Moe’s question in terms of state environmental agencies: What influences state adoption of a comprehensive environmental structure? The U.S. Environmental Protection Agency’s (EPA) Clean Air Scientific Advisory Committee (CASAC) was created in 1977 under section 109 of the Clean Air Act (CAA). The role of CASAC is to provide technical and scientific advice to the EPA Administrator on National Ambient Air Quality Standards (NAAQS), required under the CAA. The standards themselves and the science upon which the standards are established for the six “criteria” pollutants included in the NAAQS are reviewed periodically by CASAC. The committee also exists to bridge new research developments to current environmental requirements.

The analysis in this paper is designed to find out whether the vehicle use restriction policy issued by Beijing Municipal Government contributed to a change of air quality in 2014. I analyze both Chinese data and data collected by the U.S. Embassy in Beijing in order to determine whether the type of data used makes a difference to the findings.

This case study evaluates government communication practices at Superfund sites. I describe agency communication practices in Superfund communities, paying particular attention to the U.S. Environmental Protection Agency's
Seven Cardinal Rules of Risk Communication and its role as a model for federal agencies engaged at these sites. Situating the study within a theoretical milieu that includes sensemaking and symbolic interactionism, I examine whether current practices deepen divisions among stakeholders, reducing the possibility for communicative convergence.

Kentucky’s Department for Environmental Protection’s Division of Compliance Assistance has the Environmental Compliance Assistance Program (CAP). CAP is a relatively new program that has had little to no evaluation and measurement. However, with limited state resources to be distributed to departments, it is imperative that programs be able to justify their existence. People often discuss the need to educate local officials about the environment, but little research has been done to support that need. The need to educate this group is based primarily on anecdotal evidence—green partnerships getting underway in Louisville and Lexington and similar efforts in other municipalities that are supported by local officials. Some believe that if you educate local officials about the environment they will become environmentally responsible citizens who promote and support more progressive environmental policies.

The 1990 Clean Air Act Amendments (CAAA) established, in section 507, the Small Business Stationary Source Technical and Environmental Compliance Assistance Program (SBTCP). SBTCPs under the CAAA are designed to provide small stationary air pollution sources with technical and compliance assistance, develop tools and disseminate information, communicate requirements under the Act, and assist small businesses with pollution prevention.
In Kentucky, the compliance and technical assistance program is known as the Kentucky Business Environmental Assistance Program (KBEAP).
