In this paper we design a proportional-period optimal controller for allocating CPU to real rate multimedia applications on a general-purpose computer system. We model this computer system problem in to state space form. We design a controller based on dynamic optimization LQR tracking techniques to minimize short term and long term time deviation from the current time stamp and also CPU usage. Preliminary results on an experimental set up are encouraging.

An Evaluation Of Public Construction Contracting Methods For The Public Building Sector In Oregon Using Data Envelopment Analysis, Gerald Herman Williams Jr.
Dissertations and Theses
Since 1976 public agencies in Oregon have been allowed to select construction contractors using a "qualification" based competition instead of the more typical lowest responsible bid or Design-Bid-Build (DBB) basis. Since 1985, at least 136 such selections, commonly known as CM/GC for Construction Manager/General Contractor, have been made. The results of this policy have not previously been analyzed. This research compares these selection methods, seeking to answer the following questions:

This is the first part of a two-part investigation that applies nonstationary time series analysis methods and the St. Venant equations to the problem of understanding juvenile salmonid access to favorable shallow-water habitat in a tidal river. Habitat access is a function of river stage, tidal range, and the distribution of bed elevation. Part 1 models nonstationary tidal properties: species amplitudes and phases and tidal range. Part 2 models low-frequency river stage in the Lower Columbia River and reconstructs historical water levels, using the tidal model from part 1. This is the second part of an investigation that analyzes human alteration of shallow-water habitat (SWH) available to juvenile salmonids in the tidal Lower Columbia River. Part 2 develops a one-dimensional, subtidal river stage model that explains ~90% of the stage variance in the tidal river. This model and the tidal model developed in part 1 (Kukulka and Jay, 2003) uncouple the nonlinear interaction of river tides and river stage by referring both to external forcing by river discharge, ocean tides, and atmospheric pressure. Online markets for transportation services, in the form of Internet sites that dynamically match shipments (shippers? demand) and transportation capacity (carriers? offer) through auction mechanisms are changing the traditional structure of transportation markets. A general framework for the study of carriers? behavior in a sequential auction transportation marketplace is provided. The unique characteristics of these marketplaces and the sources of difficulty in analyzing the behavior of these marketplaces are discussed. Learning and behavior in a sequential Vickrey auction marketplace is analyzed and simulated. Some results and the overall behavioral framework are also discussed.

Spontaneous pulsations similar to the type discovered in 3.51-μm Xe laser oscillators were reported several years ago in 3.39-μm He–Ne lasers, but no numerical interpretation of the He–Ne data has been given. The model for the Xe laser instability is adapted here to the He–Ne system, and the results include direct comparisons between theoretical calculations and published experimental data. Good agreement is obtained for the instability threshold, the pulsation frequencies, and many other features; and unmeasured but potentially useful pulsation characteristics are also readily obtained from the model.

In this paper we explore the use of Priority-progress streaming (PPS) for video surveillance applications. PPS is an adaptive streaming technique for the delivery of continuous media over variable bit-rate channels. It is based on the simple idea of reordering media components within a time window into priority order before transmission. The main concern when using PPS for live video streaming is the time delay introduced by reordering. This paper presents a model of the dynamic behavior of the yellowtail rockfish of the Pacific Coast of the United States. The purpose of the model is to generate endogenously the historical data for fish population, fishing vessels, regulatory parameters, and fish harvest. The model was subjected to a variety of tests to determine its sensitivity to changes in key parameters and initial values, including extreme conditions. Model results indicate that acceptable biological catch and fleet capacity must be adjusted quickly in response to changing conditions, in order to improve fishery sustainability. This paper presents a new approach to reversible cascade evolution based on a 3D cellular automaton. As a research platform we used the ATR's CAMBrain Machine (CBM). Reversible circuits are investigated because they are expected to dissipate much less energy than their irreversible counterparts. One day they will be implemented as nano-scale 3-dimensional chips. A circuit is reversible if the number of its inputs equals the number of its outputs and there is a one-to-one mapping between spaces of input vectors and output vectors. The paper presents a family of new expansions of Boolean functions called Function-driven Linearly Independent (fLI) expansions. On the basis of this expansion a new kind of a canonical representation of Boolean functions is constructed: Function-driven Linearly Independent Binary Decision Diagrams (fLIBDDs). They generalize both Function-driven Shannon Binary Decision Diagrams (fShBDDs) and Linearly Independent Binary Decision Diagram (LIBDDs). The diagrams introduced in the paper, can provide significantly smaller representations of Boolean functions than standard Ordered Binary Decision Diagrams (OBDDs), Ordered Functional Decision Diagrams (OFDDs) and Ordered (Pseudo-) Kronecker Functional Decision Diagrams (OKFDDs) and can be applied to synthesis of reversible …

This paper presents a cellular-automatic model of a reversible regular structure called Davio lattice. Regular circuits are investigated because of the requirement of future (nano-) technologies where long wires should be avoided. Reversibility is a valuable feature because it means much lower energy dissipation. This article is Part 2 of a set of papers addressing mixing in a highly stratified estuary. In Part 2, turbulence and mean flow measurements are together used to understand the role of mixing in the overall dynamics of the system. Estimates of the partition of energy dissipation between bed-generated and internal mixing suggest that internal mixing accounts for about two thirds of the total turbulent kinetic energy (TKE) produced in the salt-wedge reach of the Columbia River estuary during the neap-tide, moderate river-flow observation period. This article is Part I of a set of papers addressing mixing in a highly stratified estuary. Measurements of interfacial turbulence were made in Columbia River estuary under conditions of moderate river flow and neap tides. A flux correlation method was used to determine buoyancy fluxes, and fits to theoretical velocity and temperature variance spectra were used to measure turbulent kinetic and potential energy dissipation rates. At the measurement site in the interior of the estuary, mixing along the top of the salt wedge is found to occur only on ebb, during periods when the internal Froude number is supercritical. …

This paper presents a new approach to decomposition of fuzzy functions. A tutorial background on fuzzy logic representations is first given to emphasize next the simplicity and generality of this new approach. Ashenhurst-like decomposition of fuzzy functions was discussed in [3] but it was not suitable for programming and was not programmed. In our approach, fuzzy functions are converted to multiple-valued functions and decomposed using an mv decomposer. Then the decomposed multiple-valued functions are converted back to fuzzy functions. A reversible gate maps each output vector into a unique input vector and vice versa. The importance of reversible logic lies in the technological necessity that most "near-future" and all long-term future technologies will have to use reversible gates in order to reduce power. In this paper, a new generalized k*k reversible gate family is proposed. A synthesis method for multi-output (factorized) ESOP using cascades of the new gate family is presented. Estuarine turbidity maxima (ETM) retain suspended particulate matter (SPM) through advection, settling, aggregation and non-linearities in bed processes. This contribution defines for the first time a parameter space descriptive of ETM water-column particle trapping processes through a scaling analysis of the local and integral SPM balances. In the absence of long-term deposition, there are five primary parameters for the large particles or aggregates that are typically trapped. We present a multi-class suspended particulate matter (SPM) calibration for use with in situ water sample SPM concentration data and backscatter (or transmission) from one or more acoustic and optical sensors. The output of this calibration is high-resolution SPM concentration data in several discrete settling velocity (Ws) classes. Separately for each sensor, the calibration involves three steps: (1) a calibration of backscatter to total SPM concentration; (2) a decomposition of resulting concentration data into several Wsclasses, utilizing a dynamical vertical SPM profile model; and (3) a sensor bias calibration where water sample concentration data are used to correct for the …

We describe a computer model of intracranial pressure (ICP) dynamics that evaluates clinical treatment options for elevated ICP during traumatic brain injury (TBI). The model uses fluid volumes as primary state variables and explicitly models fluid flows as well as the resistance, compliance, and pressure associated with each intra - and extracranial compartment (arteries and arterioles, capillary bed, veins, venous sinus, ventricles, and brain parenchyma). A new approach to synthesis of permutation class of quantum logic circuits has been proposed in this paper. This approach produces better results than the previous approaches based on classical reversible logic and can be easier tuned to any particular quantum technology such as nuclear magnetic resonance (NMR). First we synthesize a library of permutation (pseudobinary) gates using a Computer-Aided-Design approach that links evolutionary and combinatorics approaches with human experience and creativity. In this paper, we examine the DVD encoding process and the implications this process has video modeling and network traffic analysis. We have assembled a system that allows us to extract the video data from the DVDs as they were encoded for distribution. Analyzing the resulting video trace data, we describe how DVD encodings have evolved over time. In addition, our findings show that the underlying video content is fundamentally different than those produced by basic consumer video capture boards. We demonstrate how this affects current video modeling proposals and their affect on network traffic characterization. This research is based …

The Upper Spokane River system under consideration is located in the Northeastern part of Washington State and runs from the Stateline with Idaho, River mile (RM) 96.0, downstream to Long Lake dam at RM 32.5. Figure 1 shows the river system and an outline the boundaries of the City of Spokane.

This paper explores the use of Data Envelopment Analysis as a tool to evaluate the efficiency of building construction projects in Oregon where the inputs, including, "reported information" available prior to pricing and contractor selection is imprecise or at least, cannot be entirely or accurately captured by exogenous measures. This work builds on prior work in the field that evaluated missing, imprecise or non-existent information in DEA models and has broad application to the service sector of the economy where information is the prime input in the system.
