In an era of accelerating technological change, military organizations must rapidly develop and field new capabilities to maintain battlefield superiority. Traditional defense acquisition processes, optimized for peacetime oversight and risk avoidance, now take four times longer than in the 1950s, threatening to undermine military effectiveness against rapidly modernizing adversaries. This paper examines how the United States Special Operations Command (USSOCOM) has pioneered a fundamentally different acquisition approach that delivers new capabilities in months rather than the decades typical of conventional programs.
Through extensive interviews with senior acquisition leaders, this analysis identifies three core elements of USSOCOM’s success: a mission-centric culture …

Unsafe pilgrimage is defined a religious journey that may have life risks. From the outbreak of COVID-19, for instance, many people were infected and died, but despite the severe conditions all over the world including Iran, one of the most famous and biggest pilgrimage events was held in Mashhad, Iran. This study tries to explore the causes and motivations of unsafe pilgrimage over the period when COVID-19 was a threat. This study examines the influence of managerial attitudes and dynamic capabilities on e-marketing adoption among Small and Medium Tourism Enterprises (SMTEs) in Zanzibar. Grounded in the Decomposed Theory of Planned Behaviour (DTPB) and Dynamic Capabilities Theory (DCT), the study tests the effects of perceived ease of use, perceived usefulness, compatibility, and perceived security on e-marketing adoption, with dynamic capabilities examined as a moderating factor. This research article explains the ethical principles of the conflict in Tigray based on the Just War Theory. By using the descriptive qualitative methodology, this research article draws data from secondary sources which includes; academic journals, news reports, as well as international legal instruments to analyze the moral trajectory of the conflict. This research begins with jus ad bellum, to assess Ethiopia’s government justification in declaring conflict within Tigray. The accelerating convergence of artificial intelligence (AI), the Internet of Things (IoT), cloud computing, blockchain, and quantum computing has fundamentally transformed the global threat landscape, introducing cybersecurity challenges of unprecedented complexity and scale. This systematic literature review synthesizes findings from peer-reviewed publications, institutional reports, and regulatory documents published primarily between 2020 and 2025 to provide an integrated analysis of contemporary cybersecurity challenges across five key emerging technology domains. K-12 educational institutions face an ongoing challenge in protecting endpoints when budgets and staffing prevent the implementation of standard security best practices. Technology directors routinely make difficult decisions about administrative rights, software controls, and security tooling, but they lack frameworks designed for the constraints and priorities specific to educational environments. This paper develops a security architecture decision framework tailored for K-12 endpoint protection. The framework integrates five weighting dimensions to help technology directors evaluate competing architectural choices. This paper argues that modern warfare operates through an ethical infrastructure that enables, rather than restrains, the use of violence. Contrary to the common assumption that moral frameworks such as Just War Theory function as safeguards against harm, the historical record shows that ethical language, humanitarian rhetoric, and democratic narratives serve as mechanisms to legitimize intervention, manufacture consent, and naturalize civilian suffering. This literature and cultural study highlights the generation of children of indigenous immigrants and the relationship with their indigenous identity and culture. This unique experience is complex and encapsulates issues such as indigenous cultural survival, homogeneity, globalization, and lack of cultural identity. Exploring the Totonac community in La Chaca, Veracruz in Mexico, allows for a deeper explanation of this experience. Speakers of Totonac and other indigenous languages often migrate to countries such as the United States and carry such cultural ties with them. This thesis evaluates whether the Russo Ukrainian war represents a revolution in military affairs (RMA) by testing Stephen Biddle’s "modern system" theory of battlefield outcomes against recent combat operations. Applying Biddle’s formal model to the 2023 Ukrainian offensive in Zaporizhia, the thesis finds that the offensive's failure conforms closely to Biddle’s causal logic, with force employment variables drawn from 20th century combat sufficient to account for the outcome. Biddle's model in military power argues that force employment has explained victory and defeat since World War I, rather than technology or numerical preponderance alone. This thesis investigates how divergent institutional objectives influence leader development in two organizational contexts: U.S. Marine Corps officer training and corporate leadership development programs. The study draws on organizational socialization theory, institutional theory, and stress inoculation research. It contends that leadership formation is shaped by the missions, values, and structural demands unique to each institution. This paper analyzes the use of gendered perfume marketing in the West. Drawing upon the work of Joe Schwartz, Sarah Evrett, and others, I examine the history of this phenomenon and the politics keeping the perfume market segregated by gender. How long has perfume existed? Has it always been so strict on who wears what fragrance? My results found that perfume has only been gendered since the Victorian era, dispelling the myth that gendered fragrance is the only way to market perfume. As cyberthreats to critical infrastructure remain prevalent, national response mechanisms must evolve beyond the technical domain to incorporate legal, communicative, strategic, and cross-sector coordination. This work explores Locked Shields, an annual exercise conducted by NATO's Cooperative Cyber Defence Centre of Excellence, as a pedagogical and conceptual framework for simulating whole-of-government responses to cyber incidents. This research examined how Artificial intelligence (AI) has been embedded in project-based work, particularly in finance and software industries, where it enables efficiency and assists in complex decision-making. However, these innovations introduce significant ethical, privacy, and governance risks that traditional project risk management frameworks fail to adequately address. This study assesses whether cobalt transport capacity in sub-Saharan Africa is sufficient to support projected battery electric vehicle (BEV) demand under the Paris Accord. Using open-source data from ArcGIS, the Highway Capacity Manual, and the World Bank, the analysis applies a simplified linear programming approach to estimate the maximum throughput of the primary transport corridor connecting the Democratic Republic of the Congo to the Port of Durban. The model identifies significant constraints along the Rutenga-to-Beitbridge segment, reducing network capacity to an estimated 42,494 tons of ore per day. Abstract -As children increasingly engage with digital platforms, the need for effective cybersecurity education has become urgent. This systematic review synthesizes 81 studies published between 2017 and 2024 to examine global curricula research focus and topics, pedagogical approaches and assessment methods, and key challenges in elementary cybersecurity education. The findings reveal six major thematic categories: student awareness, parental mediation, teacher engagement, curriculum design, community and policy support, and pedagogical innovation. Among instructional strategies, game-based learning and narrative storytelling emerge as the most frequently explored. Despite this growth, major gaps remain in curriculum consistency, teacher preparation, assessment rigor, and stakeholder coordination. …

This study examines U.S. maritime transportation readiness in the Indo-Pacific, highlighting fleet age, mariner shortages, shipyard decline, and port vulnerabilities. It also considers contested logistics and technological threats. Recommendations include fleet recapitalization, mariner pipeline growth, port diversification, and defensive upgrades. The study concludes that secure sea line assumptions are outdated and calls for greater resilience, with follow-on efficiency analysis proposed for ports and ships.

Readiness Spares Packages (RSP) are critical to deployed operations. Future demands of the Air Force require squadrons to operate in different climate environments from home stations. RSPs can sustain aircraft maintenance operations for up to 30 days. Currently, failure rates of parts within the RSP are assumed to be constant. This research aims to explore whether there is a difference in F-15 RSP failure rates when Koeppen climate classifications are taken into effect. After the World War II, Japan has been adopting a pacifist Constitution and established the Japan Self-Defense Forces (JSDF) for narrow self-defense operations. The JSDF are restricted from having offensive military weapons. However, Japan’s pacifism and restrained security policy have been evolving recently, especially during the term of Prime Minister Shinzo Abe (2012-2020). The latest example is Japan’s plan to enable forward defense and counterstrike. This paper explores the transformation of Japan’s military through the revolution of military affairs (RMA) concept. The findings suggest evolutionary transformation of Japan’s military rather than revolutionary. The factors explored include international and domestic factors. …
