The Effectiveness And Effects Of Alcohol Regulation: Evidence From India, Dara Lee Luca, Emily Owens, Gunjan Sharma

We provide quasi-experimental evidence on the effects of alcohol regulation on alcohol consumption and associated public health outcomes using detailed individual level and aggregate data from India, where state-level laws regulating the minimum legal drinking age generate substantial variation in the availability of commercially produced alcohol across people of different ages. We find that despite significant law evasion, men who are legally allowed to drink are substantially more likely to consume alcohol. Further, men who are legally allowed to drink are significantly more likely to commit violence against their partners, suggesting a causal channel between alcohol consumption and domestic violence. …

Both smoking addiction and illicit substance abuse are prevalent issues in the United States today. Furthermore, these are issues that have significant impact on women’s health and mental state. Despite research that shows that smoking cessation coupled with substance abuse recovery can decrease likelihood of relapse post-recovery, few substance abuse recovery facilities today offer smoking cessation programming options. Worldwide, the smoking population decreases, leaving hospitality venues to decide how a change in policy affects their revenues. In spite of the ban, bars, pubs, and restaurants in countries with a smoking ban report a consistent level of revenue. Within the United States, there are varying degrees of a smoking ban, with minimal effect on revenue. In Nevada, the Nevada Clean Indoor Air Act’s commencement coincided with the Great Recession, skewing hospitality revenue numbers as tourism dwindled. Behaviorally, nonsmokers are more likely to avoid areas with smoke, whereas smokers are not as affected by nonsmoking areas. Casinos in Las Vegas …

A growing number of countries have legislated smoke-free policies in enclosed public areas and have extended the policies to hospitality facilities. However, some states and countries exempt gaming areas from the smoking law fully or partially. Anti-smoking policy is controversial for a number of reasons, such as smokers’ strong opposition, government ordinance, public health, and economic anxiety. Casino management may worry that a smoking ban policy will result in a significant decline of casino revenue because the break for smoking may interfere with continuing play.

This paper examines the political interdependence of federal and state cigarette tax rates. We develop a lobby group model where a state’s endogenous reaction to a federal cigarette tax hike depends crucially on the political responses of the cigarette producer and anti-smoking lobby groups.

The WHO (2008) report states that although tobacco deaths rarely make headlines, tobacco kills one person globally every six seconds. Tobacco kills a third to a half of all people who use it, on average 15 years prematurely. Today tobacco use causes 1 in 10 deaths among adults worldwide - more than 5 million people a year (Murray and Lopez, 2006). The Irish Office of Tobacco Control’s research has confirmed that initiation into smoking is largely a childhood phenomenon. A variety of magazines are directed at American women. Some emphasize fashion, while others cover child rearing, homemaking, or gardening; still others stress career, coping with multiple women's roles, or feminism. Almost without exception, women's health concerns are periodically addressed by these magazines. Because women are the target audience, I have always assumed that these publications have women's best interests at heart. Is this a realistic assumption? I'm not sure. I also do not know what influence women's magazines have on women's health behavior, but I think it is substantial. If this is so, then shouldn't we hold these publications …
