The time constrained pickup and delivery problem (PDPTW) is a problem of finding a set of routes for a fleet of vehicles in order to satisfy a set of transportation requests. Each request represents a user-specified pickup and delivery location. The PDPTW may be used to model many problems in logistics and public transportation. The location routing problem (LRP) is an extension of the vehicle routing problem where the solution identifies the optimal location of the depots and provides the vehicle schedules and distribution routes. Many of the major programs of the DoD are experiencing cost growth. This research developed an empirical model in order to explain cost overruns. This thesis sought to discover relationships between cost overruns and factors that originate from the political nature of the defense acquisition process. The model describes how the political and legislative balances of power between the parties of the Congress, the change of the purchase habits of the DoD from production to service contracts, and the spreading of defense manufacturing capacity across the U.S are related to cost overruns. The Air Force supply chain includes parts required to build, fix, or maintain aircraft delivered to the warfighter to carry out missions. Industry has shown that following Collaborative Planning, Forecasting, and Replenishment (CPFR) concepts, particularly reducing inventory through accurate demand forecasts, has increased profits in part by lowering the holding costs of inventory and increasing sales. This is analogous to the Air Force increasing aircraft availability. There is scant evidence that demand forecasts generated at any level in the Air Force are shared with the intent of coordinating replenishment. Software spending is increasing within the DoD, NASA, and other technologically advanced organizations, with significant effects on program budgets. Cost estimators must have the best tools available. However, many current models are problematic due to inaccuracy and unavailability of the input parameters, the technical expertise and expense required to operate them, and the difficulty in explaining their outputs. Two databases were analyzed: 60 NASA/JPL software projects and 116 projects from the International Software Benchmarking and Standards Group database. One of the most critical aspects of a PKI system is how well it implements Key Management. Leaders initiate policies not only to improve the success of their organizations, but to influence employee performance, whereby employee attitudes toward a policy objective can influence their resulting behaviors. One group of employees, Air Force officers, experienced a policy change in 2005 that discontinued the use of academic degrees as criteria for officer promotions. With this change, there is a concern that the number of Air Force officers with graduate degrees might decrease. The U.S. Air Force uses a variety of human resource practices to manage nearly 350,000 personnel worldwide. Programs already in place, such as enlistment bonuses, base of preference selection, and voluntary retraining, are some of the methods currently utilized to retain Air Force personnel. One program, the Noncommissioned Officer Retraining Program (NCORP), allows for the movement of mid- to senior-level enlisted members to critically manned career fields. In recent years, this program has not met its quota of volunteers and has relied on involuntary retrainees to fill training slots. In coordination with USCENTCOM, USTRANSCOM, and the DLA, AMC implements the pure pallet program to improve warfighter support. The cornerstone of the pure pallet program rests upon the consolidation of materiel early in the supply-chain by constructing end-user specific pallets. This research utilized a web-based survey to measure the perceptions of the air transportation specialists and logistics readiness officers who are implementing the program on behalf of the Air Force. The primary purpose of the research was to evaluate whether there was a significant difference in housing values of those affected by the noise of USAF aircraft. The secondary purpose was to evaluate whether there was a significant difference in housing values located near USAF bases with and without aircraft noise and to evaluate whether type of aircraft changed the results created by the aircraft noise. The Department of Defense's (DoD) achievement of its mission is dependent in large part on the skills and expertise of its civilian workforce. DoD's civilian workforce develops policy, provides intelligence, manages finances, and acquires and maintains weapon systems, to name a few areas of work. During its downsizing in the early 1990s, DoD did not focus on reshaping the civilian workforce in a strategic manner. Skyrocketing fuel prices have stressed the Department of Defense's budget in recent years. In 2001 the DoD spent $4.7 Billion on fuel with the Air Force consuming $2.7 Billion. These figures have grown over due to these increases as well as the increased flying ours to support the Global War On Terror. In fact, the Fiscal Year 2007 budget has already been increased by $1.1 billion, or 1% of the total budget, to accommodate the increased price of fuel. Two decades ago, Aerospace Medical Technicians received robust skills sustainment training through exposure to multifaceted patient treatment environments. Available training environments included inpatient care, outpatient care, and emergency services. This diverse training environment made possible through large operating budgets and an extraordinary infrastructure could not last. Organizational factors have been linked to successful corporate entrepreneurship. The Corporate Entrepreneurship Assessment Instrument (CEAI) is an instrument that attempts to measure the effectiveness of the key internal organizational factors, or climate, that influence innovative activities and behaviors. This research explored an asymmetrical concept of personnel management, specifically whether status, rank, is an artificial barrier to employing qualified enlisted personnel in some company grade officer duties. The issue of what antecedents of organizational citizenship behavior (OCB) and psychological contracts (PC) employees form with their organization has also been of interest as they have many implications on an employee's extra-role behavior, specifically OCBs. This research investigates the relationship between types of PCs (a) relational and (b) transactional and the propensity to perform (a) altruism and (b) compliance OCB. Furthermore, the influence of organizational culture (OC) dimensions (a) internal orientation and (b) external orientation on this relationship was explored. Maintenance data collection is an integral part of flightline aircraft maintenance. Historically, this data was input via traditional keyboard data entry methods at a computer terminal. These terminals are typically located in the aircraft maintenance unit (AMU) facility, away from where the actual maintenance is being performed. In contrast to the traditional approach, the Point-of-Maintenance system (POMX) seeks to reduce the data entry burden while increasing data accuracy through the use of E-Tools such as ruggedized laptop computers and handheld portable maintenance aids (PMAs).
