An Evaluation Of The Potential Impact Of Community Oriented Policing In Latin America, Gabriella A. Ippolito

This thesis examines the potential impact of community oriented policing in Latin America through a series of case studies from Brazil, Mexico, Chile, Colombia and El Salvador dating from the early 1990’s to the present. They are analyzed through a typology that organizes community oriented policing strategies according to costliness to the police. Costliness is defined as the amount of power that the police have to renounce to the community to implement a certain strategy. Romania is undergoing a severe crisis. The country is confronted with a transnational issue of dramatic proportions. Romania has become what experts in the sex trafficking field call “a global center for human trafficking” (Batstone, Romania a Global Center for Human Trafficking, 2011, February 17th). It is a source, transit, and destination country for women, children, and even men subjected to sex trafficking. The Sinaloa drug cartel of Mexico poses perhaps the greatest threat to the citizens of the United States of America. The history of this organization, an analysis of its leaders and its current methods of operating, offer a clearer picture of its decision-making power structure. The two-branched structure that the Sinaloa cartel utilizes includes compartmentalization and extensive corruption within and outside of Mexico.
