The National Civics and Citizenship Sample Assessment was conducted in October 2004 with 10,712 Year 6 students from 318 schools and 9,536 Year 10 students from 249 schools. At both year levels, a sample of schools was selected with a probability proportional to size and then a sample of up to two classrooms was selected at random from those schools. The sample design and procedures, the high response rates (more than 90 percent) and the low levels of exclusions ensured that there was very little bias in the sample. The purpose of the International Civic and Citizenship Education Study (ICCS) is to investigate, in a range of countries, the ways in which young people are prepared and consequently ready and able to undertake their roles as citizens. In pursuit of this purpose, the study will report on student achievement, student activities, value beliefs, behavioural intentions and attitudes related to civic and citizenship education. The IEA International Civic and Citizenship Education Study (ICCS): Concept and Design - The purpose of the International Civic and Citizenship Education Study (ICCS) is to investigate the ways in which young people are prepared to undertake their roles as citizens. The article describes how the learning context for civic education is explored in the ICCS survey. It outlines the conceptual framework, the design of the study and the assessment instruments for students, teachers and school principals as well as a national context survey collecting data on the national contexts for civic and citizenship education.

This paper discusses the results achieved by Australia in the initial report on the Programme for International Student Assessment (PISA). The German reaction to a low score for German students is described. Three responses to PISA reading literacy results in Australia are described. These include: pragmatic use of the PISA reading literacy results at a national level; retrieving information from the international study and using it to create a benchmark for reading literacy for fifteen year-olds in Australia; and, using what has been learnt about reading literacy to question, evaluate and perhaps modify the way that reading literacy is taught …

This report presents evaluations of four Australian school-based arts programmes: Arts@Direk (SA), Boys’ Business (NT), Indigenous Music Education Programme (NT), and SCRAYP – Youth Arts with an Edge (Vic). Arts@Direk and SCRAYP provided a focus on drama, while Boys’ Business and Indigenous Music Education Programme (IMEP) concentrated on music. There was a range of ages from Year 4 to Year 10 and a diverse range of backgrounds amongst the participating students. The study investigated the impact of each arts programme on students’ academic progress, engagement with learning and school attendance. As the demands for public accountability increase for the higher education industry, institutions are seeking methods for continuous improvement in order to demonstrate quality within programs and processes, including those provided through online education. Because of the rapid growth of online education programs, institutions are further called upon to demonstrate that quality education is being delivered to students at a distance. This study sought to create such a method to provide institutions offering online education an instrument for assessing quality within their programs: a quality scorecard for the administration of online education programs.
