Towns In Mind: Urban Plans, Political Culture, And Empire In The Colonial Chesapeake, 1607--1722, Paul Philip Musselwhite
Dissertations, Theses, and Masters Projects
This dissertation charts the contested political and cultural meaning of urbanization in the emerging plantation societies of Virginia and Maryland. Scholars have long asserted that Chesapeake planters' desire for lucre led them to patent huge tracts of land, disperse across the landscape, and completely dismiss urban development. However, through 17 pieces of legislation, colonists, governors, and London administrators actually encouraged towns in the Chesapeake through the seventeenth century. Despite the environmental and agricultural constraints of tidewater tobacco, both colonies wrestled with a perceived need for towns, which consistently appeared to represent the best means to engineer the region's political economy …
Characteristics And Causal Factors Of Claims In Michigan Highway Construction Projects, 2011 Wayne State University
Characteristics And Causal Factors Of Claims In Michigan Highway Construction Projects, Abel K. Sahlool
Wayne State University Dissertations
The US highway system is the largest road network system in the world. MDOT administers about 9,722 route-miles, (28,000 lane-miles) of roadway networks in Michigan. Every year, hundreds of projects worth millions of dollars are let by the State Transportation Agency (STA).
Majority of these projects are successfully completed within the original scope of work, budget, schedule, and without litigation. However; some projects end up in litigation and disputes costing tax payers a great amount of money and the STA a great amount of resources. The number and cost of these construction claims has been substantially increasing in recent years. …
Dynamic Routing On Stochastic Time-Dependent Networks Using Real-Time Information, 2011 Wayne State University
Dynamic Routing On Stochastic Time-Dependent Networks Using Real-Time Information, Ali R. Guner
Wayne State University Dissertations
In just-in-time (JIT) manufacturing environments, on-time delivery is one of the key performance measures for dispatching and routing of freight vehicles. Both the travel time delay and its variability impact the efficiency of JIT logistics operations, that are becoming more and more common in many industries, and in particular, the automotive industry. In this dissertation, we first propose a framework for dynamic routing of a single vehicle on a stochastic time dependent transportation network using real-time information from Intelligent Transportation Systems (ITS). Then, we consider milk-run deliveries with several pickup and delivery destinations subject to time windows under same network …

The physical structure of a city frequently defines how people interact with each other and their environment. This paper examines the use of personas as a user-centred design tool for the re-engineering of a city to promote sustainable behaviour and social inclusion of its citizens (the Eight Eyes of Dublin Project). The research was carried out through the adoption of personas and collaboration with design partners to identify barriers to sustainability, and resulted in recommendations for the future development of Dublin city, Ireland. These recommendations are then compared with the draft Dublin development plan 2011–17 to determine the effectiveness of …

This is the first part of the largerongoing study and this paper …
To Gauge An Understanding Of How Boundaries Are Perceived In Ireland By Landowners, 2011 Technological University Dublin
To Gauge An Understanding Of How Boundaries Are Perceived In Ireland By Landowners, Daragh O'Brien, William Prendergast
Conference Papers
Recent anecdotal evidence from property professionals indicates that there has been a significant increase in boundary disputes in Ireland since the phased publication of the Land Registry digital map in 2005. There is a need to investigate this development in order to confirm or refute this trend and attempt to identify the issues causing these disputes. There is an absence of detailed information on the causes and types of boundary disputes within the Irish Legal system. This project aims to address this lack of information by collecting comprehensive information on a range of case studies over the past 5 years …

The Role Of Health And Physical Activity In The Adoption Of Innovative Land Use Policy: Findings From Surveys Of Local Planners, Jennifer Dill, Deborah A. Howe
Urban Studies and Planning Faculty Publications and Presentations
Background: Research has established that built environments, including street networks, bicycle and pedestrian infrastructure, and land uses, can positively affect the frequency and duration of daily physical activity. Attention is now being given to policy frameworks such as zoning codes that set the standards and expectations for this built environment. Methods: We examined the adoption and implementation of mixed-use and related zoning provisions with specific attention to the role that physical activity serves as a motivation for such policies and to what extent public health agencies influence the adoption process. A sample of planning directors from 53 communities with outstanding …

Planning, Population Loss And Equity In New Orleans After Hurricane Katrina, Renia Ehrenfeucht, Marla Nelson
Renia Ehrenfeucht
Shrinking, slow-growth and fast-growth cities have different opportunities and constraints. This paper uses New Orleans following the severe flood damage from the 2005 hurricanes as a case study to investigate the challenges to developing equitable and effective plans in a city with significant population loss. By addressing four elements that are necessary for effective planning in depopulated areas—strategies for targeted investment and consolidation; alternatives for underused areas; mechanisms to reintegrate abandoned parcels; and plans for infrastructure and service provision—we argue that the lack of effective tools was a pivotal impediment to effective planning.

Blue Moonlight Rising: Evictions, Alternative Accommodation And A Comparative Perspective On Affordable Housing Solutions In Johannesburg, Gerald Dickinson
Gerald S. Dickinson
The City of Johannesburg Metropolitan Municipality v Blue Moonlight Properties 39 (Pty) Ltd and Another (338/10) [2011] ZASCA 47 (30 March 2011) is a welcomed addition to the eviction jurisprudence in South Africa. Courts have jostled for years with the question of whether socio-economic rights should be enforced in the context of adequate housing and evictions. Today, the central questions in comparative constitutional law now deal with how courts should enforce such rights. In other words, what are the remedies for violations of socio-economic rights? The usual proposed remedies are coercive orders aimed at guaranteeing occupiers the denied rights directly, …

Consulting Ethics, William Feighery

An important, if much neglected, arena within the field of tourism studies is the role of tourism scholars as consultants in the development process. For individuals within this field of ‘expert knowledge’ participation in consultancy projects often places them at the heart of complex and competing interests at local, national and international level. Such complexity necessitates ethically informed decisions. In this paper I first explore the evolution of tourism related research and consultancy, before considering the rise of ethics in arenas of professional practice. Further, I consider the Foucauldian construct of ‘technologies of the self’ as potentially offering an ethical …

Racial or ethnic minority groups and low-income communities have poorer health outcomes than others. They are more frequently exposed to multiple environmental hazards and social stressors, including poverty, poor housing quality, and social inequality. Researchers are grappling with how best to characterize the cumulative effects of these hazards and stressors in order to help regulators and decision makers craft more-effective policies to address health and environmental disparities. In this article we synthesize the existing scientific evidence regarding the cumulative health implications of higher rates of exposure to environmental hazards, along with individual biological susceptibility and social vulnerability. We conclude that …

In Or Out Of Mortgage Trouble? A Study Of Bankrupt Homeowners, Melissa B. Jacoby, Daniel T. Mccue, Eric M. Belsky
Melissa B. Jacoby
We examine the determinants of missed payments and foreclosure initiation among a national sample of homeowners who filed for personal bankruptcy in 2007, using a rich dataset from the 2007 Consumer Bankruptcy Project.
Credit access had a significant effect on keeping mortgages current across all of our models: access to, and reliance on, credit cards reduced the chance of missed payments and default, increasing the likelihood that bankruptcy could produce a fresh start. Missed mortgage payments also were associated with a substantial drop in income and with the use of a mortgage broker. The probability of foreclosure initiation was lower …
