The Role Of Formal And Informal Insurance Mechanisms For Reducing Urban Disaster Risk: A South–North Comparison, 2011 Associate Professor at Lund University Centre for Sustainability Studies (LUCSUS)
The Role Of Formal And Informal Insurance Mechanisms For Reducing Urban Disaster Risk: A South–North Comparison, Christine Wamsler, Nigel Lawson
Christine Wamsler
Climate change and disaster pose a serious and growing risk to sustainable urban development planning, with disasters having quadrupled in the last three decades. The extent of the changing climatic conditions, in combination with growing urbanisation, is making both Southern and Northern institutions and associated social security and governance systems increasingly inadequate in dealing with extreme weather events. This results in an urgent need to discover innovative ways to adapt “outdated” institutional responses and to increase local-level engagement. This paper analyses current risk financing mechanisms at local and institutional levels in both a Southern and a Northern city (San Salvador …
An Innovative Systems Approach For Research On Urban Risk Reduction And Climate Change Adaptation, 2011 Associate Professor at Lund University Centre for Sustainability Studies (LUCSUS)
An Innovative Systems Approach For Research On Urban Risk Reduction And Climate Change Adaptation, Christine Wamsler
Christine Wamsler
This paper presents an innovative research on urban risk reduction and climate change adaptation that combines case studies, grounded theory and systems analysis, which could be used as a template for similar urban and interdisciplinary investigations. This new approach allows theory to be built not only on any specific situation/system, but also on how this situation/system could be improved. Moreover, it allows investigations that cross the traditional boundaries between disciplines and sectors as regards: (a) the methods applied; (b) the research focus; (c) the heterogeneous set of practitioners and experts involved; and (d) the outcomes that are relevant to more …

Judging Women, Stephen J. Choi, G. Mitu Gulati, Mirya R. Holman, Eric A. Posner

Judge Sonia Sotomayor’s assertion that female judges might be better than male judges has generated accusations of sexism and potential bias. An equally controversial claim is that male judges are better than female judges because the latter have benefited from affirmative action. These claims are susceptible to empirical analysis. Primarily using a dataset of all the state high court judges in 1998-2000, we estimate three measures of judicial output: opinion production, outside state citations, and co-partisan disagreements. For many of our tests, we fail to find significant gender effects on judicial performance. Where we do find significant gender effects for …
Gender And Regime Politics In U.S. Cities, 2011 Florida Atlantic University
Gender And Regime Politics In U.S. Cities, Mirya R. Holman
Mirya R Holman
The scholarship on urban politics often focuses on the political economy provided by regimes, or long-term coalitions between local politicians and private actors like the business community. Notably absent from the regime scholarship is any substantial investigation of the role that urban regimes play in the promotion of the interests of women living in urban areas. A comparison of the priorities of urban regimes with the interests of women in politics suggests substantial conflicts. The implications for women serving in urban governance are explored, as are the consequences for urban politics, women in politics, and democracy.
Evaluating Political And Environmental Behavior In The Face Of A Green Crisis: An Experimental Analysis, 2011 Florida Atlantic University
Evaluating Political And Environmental Behavior In The Face Of A Green Crisis: An Experimental Analysis, Mirya R. Holman, Travis G. Coan
Mirya R Holman
Incidents such as the Japanese Nuclear Meltdowns and the British Petroleum oil spill in the Gulf of Mexico remind us that environmental issues can be central to activating political activity and influencing political opinions. While the literature suggesting a relationship between environmental risk and action is extensive, few scholars directly examine the relationship between perceived environmental threat and political behavior, and even fewer adopt research designs appropriate for making causal inferences. Building on a growing literature in political psychology that examines the effects of crises and emotions on political opinions, we examine the relationship between environmental threat and political behavior …
Gender And Power In American Cities: Investigations Of The Effect Of Mayoral Gender On Deliberation, Representation, And Policymaking In U.S. Cities, 2011 Florida Atlantic University
Gender And Power In American Cities: Investigations Of The Effect Of Mayoral Gender On Deliberation, Representation, And Policymaking In U.S. Cities, Mirya R. Holman
Mirya R Holman
The representation of historically marginalized groups in the democratic policy process serves many purposes, including introducing new and differing perspectives to the policymaking process, opening the policymaking process up to disenfranchised groups, and changing the deliberative process of urban policymaking. In this paper, I investigate the effect of gender on policy priorities and policy outcomes of mayors in U.S. cities. Using a combination of interview data and coded city council minutes, I examine the effect of mayoral gender on the discussion of issues of importance to female constituents, the nature of deliberation in city councils, and the engagement of the …
O Direito E A Cidade: O Papel Do Estado Na Organização Espacial Da Região Metropolitana De Belo Horizonte, Rafael De Oliveira Alves, Letícia De Melo Honório

A Meta-Analysis Of Global Urban Land Expansion, Karen C. Seto, Michail Fragkias, Burak Güneralp, Michael K. Reilly
Michail Fragkias
The conversion of Earth's land surface to urban uses is one of the most irreversible human impacts on the global biosphere. It drives the loss of farmland, affects local climate, fragments habitats, and threatens biodiversity. Here we present a meta-analysis of 326 studies that have used remotely sensed images to map urban land conversion. We report a worldwide observed increase in urban land area of 58,000 km2 from 1970 to 2000. India, China, and Africa have experienced the highest rates of urban land expansion, and the largest change in total urban extent has occurred in North America. Across all regions …
Metropolitan Growth Policies And New Housing Supply: Evidence From Australia's Capital Cities, 2011 San Jose State University
Metropolitan Growth Policies And New Housing Supply: Evidence From Australia's Capital Cities, Ralph B. Mclaughlin
Ralph B. McLaughlin
This paper empirically examines the relationship between house price change, metropolitan growth policies, and new housing supply in Australia's five major capital cities. Our hypothesis suggests capital cities with tighter regulations on new development will have fewer housing starts and price elasticities than those in less- regulated markets. The empirical procedure used in this paper utilises the Urban Growth Model of Housing Supply developed in Mayer and Somerville (2000a and 2000b) and employed in Zabel and Patterson (2006) by using quarterly data on housing approvals and house prices from 1996-2010. Data on metropolitan growth policies in Australia is borrowed from …
Understanding Household Preferences For Alternative-Fuel Vehicles Technologies, 2011 San Jose State University
Understanding Household Preferences For Alternative-Fuel Vehicles Technologies, Hilary Nixon, J. D. Saphores
Hilary Nixon
This report explores consumer preferences among four different alternative-fuel vehicles (AFVs): hybrid electric vehicles (HEVs), compressed natural gas (CNG) vehicles, hydrogen fuel cell (HFC) vehicles, and electric vehicles (EVs). Although researchers have been interested in understanding consumer preferences for AFVs for more than three decades, it is important to update our estimates of the trade-offs people are willing to make between cost, environmental performance, vehicle range, and refueling convenience. We conducted a nationwide, Internet-based survey to assess consumer preferences for AFVs. Respondents participated in a stated-preference ranking exercise in which they ranked a series of five vehicles (four AFVs and …

Local Actions, National Frameworks: A Dual-Scale Comparison Of Climate Adaptation Planning On Two Continents, Elisabeth M. Hamin, Nicole Gurran
Elisabeth M. Hamin
This study explores emerging approaches to local climate change adaptation planning in the United States and Australia, and seeks to explain why some local authorities have begun to take action despite weak national and state level directives. We compare strategic documents from 13 local authorities across the two nations, representing the “first generation” of adaptation plans. Our focus is on potential explanations for early engagement in adaptation planning – size, location and risk level of the municipality, the existence of national or state mandates and access to supra local resources or support. We also explore the nature and type of …

This study examined the perceptions of professionals and parents of children with autism regarding quality indicators of successful educational practices in Northeast Ohio and compared this information to current literature trends. The study used questionnaires and interviews to look at these topics and compare them to the perceptions of stakeholders. Results indicate that stakeholder perceptions are similar to those promoted in the literature. Parents and professionals perceived methodology based interventions that are individualized and delivered by highly trained and qualified personnel to be the most important components of an educational program for students with autism. Barriers to delivering these services …

Across the past two decades, public officials have debated and social scientists have studied the importance of tourist amenities in attracting and retaining human capital. Few studies, however, have examined the relationship between tourist amenities and the migration of educated workers. Information of this nature is needed by public officials considering the best use of tax dollars to attract human capital and advance local economies. This dissertation addresses this need an analysis of the relationship between built amenities and the migration of educated workers. This study's focus was on the importance of built amenities such as sports facilities, museums, and …

The importance of knowledge creation in economic development has been enormously emphasized in recent years. Inventions are the first step for innovations that leads to further economic growth. Moreover, when new ideas are created endogenously from within a regional system, rather than from outside, they may lead to internally-generated economic growth and development. Accordingly, this study aims to understand 'the process of generating creative ideas' for endogenous regional economic growth. On the basis of data that reflects the perspectives of actual inventors, the researcher adopted both qualitative and quantitative research methods. The qualitative methods were oriented toward phenomenology and were …

As a result of the unprecedented retirement wave within the federal government, federal agencies are aggressively recruiting young professionals that have been categorized as Generation Y. However, there is currently a lack of systematic research that has been conducted on this new cohort of employees particularly, within the federal government. A lot of the available information that pertains to Generation Y can be classified as pop journalism, as opposed to scholarly research. Furthermore, many federal leaders are utilizing this information along with outdated traditional management assumptions about employee motivation to design and develop their public organizations. This tenuous approach can …

In today's economic climate, state public institutions of higher education face challenges on multiple fronts. This applies particularly to state funding as it relates to the financing of the mission of the institutions. The purpose of this quantitative study was to examine the effectiveness of allocating state resources to state public institutions of higher education by comparing results from performance funding states to non-performance funding states. The focus was to determine whether the change to the performance funding methodology delivered the desired external accountability and institutional improvement in state public higher education. The research question guiding this study was: To …
