A lack of land use controls on sexually oriented businesses contributes to the unique configuration of Portland, Oregon's strip clubs: nearly fifty clubs are distributed throughout the city's neighborhoods. Considered a locally unwanted land use (LULU) by many, these strip clubs are regulated by a variety of formal and informal social processes in the absence of zoning. This qualitative study explores drivers and constraints shaping the spatial configuration of Portland's strip club industry as well as influences on land use conflict at strip club sites and working conditions for women who work as exotic dancers in the clubs. Public and private actors have suggested using the community land trust (CLT) model as a remedy for a number of housing related issues. This is based primarily upon the documented successes of CLT homeownership programs. Some caution that the growth of CLTs and the increased use of the CLT model beyond homeownership may stretch organizations beyond their capacity or force them to consider how to provide stewardship and community control. This thesis examines the spatial variation in bicycle commuting across New Orleans. It identifies where in the city bicycle commuting is most and least prevalent. It also explores factors that are promoting and discouraging utilitarian bicycling. A review of existing literature on variables found to influence transportation bicycling is conducted, and a survey is disseminated to residents across the city to determine some of the motivations for and obstacles to transportation bicycling locally. Additionally, case studies are compiled pertaining to two neighborhoods falling on opposite ends of the bike-commute spectrum. The Diffusion of Geospatial Technologies among Louisiana Assessors The diffusion of geospatial technologies, including Geographic Information Systems and Computer Aided Mass Appraisal Systems, among Louisiana Assessors has been slowed by limited resources, a lack of communication and slow innovation decision processes. This theory supports the theories and research on the diffusion of innovation developed by Dr. Everett M. Rogers in his book entitled the Diffusion of Innovations. The data collected from several online surveys of Louisiana Assessors between 2007 and 2013 was compared to identify factors that spurred or impeded the adoption of geospatial technologies among assessment offices.

This research investigates the uses and perceptions of the population of the East Carrollton Area in New Orleans so as to evaluate the possible outcomes of urban design intervention and policy changes. Using GIS, field notes, structured interviews and a population survey, this research evaluates how much the built environment influences the uses of the neighborhood open space. Subsequently, it evaluates how the neighborhood open space is perceived as a place as opposed to a transportation infrastructure.

The 2010 BP Deepwater Horizon oil spill in the Gulf of Mexico awakened communities to the increased risk of large-scale damage along their coastlines presented by new technology in deep water drilling. Normal accident theory and high reliability theory offer a framework through which to view the 2010 spill that features predictive criteria linked to a qualitative assessment of risk presented by technology and organizations. The 2010 spill took place in a sociotechnical system that can be described as complex and tightly coupled, and therefore prone to normal accidents. The widespread development of gated communities has generated much concern over urban fragmentation and social segregation. The social division and segregation between residents inside and outside urban enclaves exist not only in their residential spaces, but also in their values, social relations, and daily lives. In this study, it is argued that sociospatial segregation research should pay more attention to individuals' actual usage of urban space in their daily lives. By examining the activity space of the residents from different types of neighborhoods, a spatiotemporal approach to studying sociospatial segregation in Beijing, China is described. Oregon is one of the few states that currently charge a commercial truck weight-mile tax (WMT). This research serves to evaluate ancillary applications for a system developed by the Oregon Department of Transportation (ODOT) to simplify WMT collection. The data collection system developed by ODOT – Truck Road Use Electronics (TRUE) - includes a smart phone application with a Global Positioning System (GPS) device and microprocessor. The TRUE data has enormous advantages over commercial truck GPS data used in previous research due to its level of disaggregation and its potential to differentiate between vehicle and commodity types. This presentation analyzes ethical consumption practices in alternative markets with a sector-specific focus evaluation of indicators and impacts. The paper reviews qualitative research conducted on Portland’s artisan economy with a focus on the independent or do-it-yourself (DIY) craft sector and presents follow up methods. General findings demonstrate ways market perceptions of sector participants reveal value-driven practices, illustrate impacts on production (through the role of place), and highlight impacts of market practices on producer accountability and consumer choices. Specific findings indicate drivers of the DIY market include integrity of production and consumption, communitarian values, minimal concern about competition, and attitudes of …

Children’s snacking habits are influenced by their immediate food environments. Increasingly, findings show that factors such as corner stores near schools are related to obesity. This study was conducted in preparation for a larger, community-based participatory research project to create "healthy snacking zones” near schools in a rural Oregon county. The objective was to assess healthy snack availability in stores located within a half mile radius of high- and low-income elementary and middle schools in Portland, Oregon. This poster presents the results of a survey of North American jurisdictions with known installations of bicycle-specific traffic signals and a review of available engineering guidance. Surveys were sent to agencies in 21 jurisdictions (19 in the United States and two in Canada) that requested detailed engineering aspects of the signal design such as placement, mounting height, lens diameter, backplate color, type of actuation, interval times, use of louvers, and performance. The Portland-Vancouver Urban Long Term Research Area (ULTRA-Ex) is a multidisciplinary project aimed at understanding the feedbacks between human and natural systems in urban settings. The ULTRA-Ex project is seeking to answer the overarching question: How do human governance and biophysical systems respond interactively to both press and pulse disturbances in urban socio-ecological systems?

This presentation provides early observations and findings from the PV ULTRA-Ex project.
