School Choice Demonstration Project

Eliminating the Louisiana Scholarship Program (LSP) was proposed as a way to improve the financial situation of the Louisiana Department of Education budget in the current fiscal environment. A study released by the School Choice Demonstration Project (SCDP) found that the net fiscal impact on the Louisiana Department of Education budget would likely be an overall cost increase. In this study, we consider the effects that the removal or reduction of the program would have on individual districts. Districts would receive additional revenue from the state for affected students, but districts would also incur additional costs to educate these students. …

The United Nations Office for Disarmament Affairs (UNODA), the United Nations Mine Action Service (UNMAS) and the Geneva International Centre for Humanitarian Demining (GICHD) jointly hosted an informal one day meeting to examine the humanitarian and developmental impact of anti-vehicle mines/mines other than antipersonnel mines (MOTAPM), discuss possible solutions and highlight the need for the international community to move forward and take specific action.

This is a chapter from the new book The Vigilante Echo. Previous chapters have made clear that some vigilantism can be morally justified where the government has failed in its promise under the social contract to protect and to do justice. But this chapter explains how even moral vigilante action can be problematic for the larger society. Vigilantes may try to do the right thing but are likely to lack the training and professional neutrality of police. They may be successful, but only on pushing the crime problem to an adjacent neighborhood. Because their open lawbreaking may seem admirable …

The real danger of the vigilante impulse is not of hordes of citizens, frustrated by the system’s doctrines of disillusionment, rising up to take the law into their own hands. Frustration can spark a vigilante impulse but such classic aggressive vigilantism is not the typical response. More common is the expression of disillusionment in less brazen ways, by a more surreptitious undermining and distortion of the operation of the criminal justice system.

1. Addressing Communities of Concentrated Poverty as Well as Individuals in Poverty—The negative effects of poverty are exacerbated for individuals who live in communities of concentrated poverty. The rise of globally-oriented state ownership has emerged as a crucial issue across political, economic, and legal planes during the past decade. Contrary to the traditional approach where state ownership is viewed primarily through trade law, antitrust law, and corporate law, this article discusses the proliferating state shareholder power in relation to international human rights law. In particular, the article interrogates three recent U.N. human rights governance instruments by using narratives that highlight perils, potential, and specialty of state ownership in the emerging business and human rights agenda.
