The team found that mid to long term planning was insufficient to meet the changing context of the country. There team felt that there was a clear lack of congruence between mine action strategies and the countrywide priorities and strategic direction. The team believes that there is currently too much emphasis placed on creating a functional national mine action structure to the detriment to mid to long term planning for actual clearance activities in the country. Elements of both projects can be seen as very successful. Overall, the UNMAS project was more successful, whereas UNDP's ANBP was seen as increasingly under-performing, and became less relevant, during this funding period. However, the work of ANBP's Implementing Partners (IPs), and in particular the HALO Trust's village level Weapons & Ammunition Disposal (WAD) programme, initially funded by ANBP, is seen as highly successful.

Since the anti-personnel mine-ban treaty was adopted in September 1997, mine action has helped an ever-increasing number of civilians reclaim their lives and restore their livelihoods. The treaty has helped mobilize the international community’s response to landmines and their impact on people. The first draft of a mine action strategy in Iraq was formulated in 2004 in line with the urgent requirement to structure and organize mine action in Iraq in order to support national development priorities in line with the National Development Strategy (NDS).

There was a time when accessing pornographic and obscene materials was much more difficult than it is today. Prosecuted in 1868, Regina v. Hicklin was the first known obscenity case tried under the Obscene Publications Act in Great Britain. The United States Supreme Court first addressed obscenity in the 1957 case of Roth v. United States and grappled with setting standards or creating criteria by which obscenity could be defined. In the 1960s, multiple proposals for federal legislation to crack down on obscenity were offered. The authoritarian embrace of civil society challenges the conventional wisdom that civil society is closely linked to democracy. To better understand the lives of adolescents in rural Ethiopia, researchers conducted a survey of adolescents in Amhara Region. The study found that many girls experienced early, unwanted arranged marriages, resulting in early unwanted sexual initiation and pregnancy, as well as social isolation in new marital homes. Based on the findings of this study, the Population Council and the Ethiopian Ministry of Youth and Sports created a program to support girls who are married early, with a view to increasing their social networks, improving their ability to protect themselves from HIV/AIDS, and supporting their reproductive health. This policy brief documents the participation of youth in Andhra Pradesh, India in civil society, the extent to which they uphold secular attitudes, and their perceptions about and participation in political processes. Data drawn from the Youth in India: Situation and Needs study call for actions to promote youth participation, particularly the participation of young women, in civil society and political life. Special attention must be paid to developing community-level programs for young women, large proportions of whom had not participated in civil society. The authors describe how the Competitive Skills Scholarship Program, administered by the Maine Department of Labor, aims both to meet the needs of Maine employers through improved access to a skilled labor force and to improve job prospects for low-income Mainers by providing access to educa­tion, training, and support. They note that many currently unemployed workers do not have the skills or experience to take advantage of the new job opportunities that are likely to arise, and that there is a demonstrated correlation between higher levels of education and training and both higher income and reduced unemployment. Many international law scholars have begun to argue that the modern world is experiencing a “decline of citizenship,” and that citizenship is no longer an important normative category. On the contrary, this paper argues that citizenship remains an important category and, consequently, one that implicates considerations of justice. I articulate and defend a “civic” notion of citizenship, one based explicitly on political values rather than shared demographic features like nationality, race, or culture. The state has long attempted to regulate sexual activity by channeling sex into various forms of state-supported intimacy. Although commentators and legal scholars of diverse political perspectives generally believe such regulation is declining, the freedom to engage in diverse sexual activities has not been established as a matter of law. Instead, courts have extended legal protection to consensual sexual acts only to the extent such acts support other state interests, most often marriage and procreation. Although Lawrence v. Texas altered some aspects of that vision, it reinscribed others by suggesting that sexual activity should be protected from state interference only …
