In February 2021, Victoria Jackson and Matt Saenz of the Center on Budget and Policy Priorities published a report titled, “States Can Choose Better Path for Funding Higher Education Funding in COVID-19 Recession.” The report presents data on changes in state spending for higher education, and tuition costs for all 50 states between 2008 and 2019. This fact sheet explores data on higher education budget cuts and changing tuition costs for four-year institutions and community colleges in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah).

The Human Rights Campaign (HRC) and Equality Federation Institute compiled a 2020 Municipal Equality Index (MEI) that creates a scorecard measuring inclusivity and livability for members of Lesbian Gay Bisexual Trans Queer Intersex and Asexual (LGBTQIA+) communities who live and work in major U.S. cities and municipalities. For the purposes of this fact sheet, data for 10 Nevada municipalities are examined and ranked.

The COVID-19 pandemic has disrupted virtually every part of the U.S. economy in the past year, and wreaked havoc on people’s daily lives. Housing markets are no exception. Millions of renters have fallen behind on their rent, fearing eviction while accumulating debts they cannot pay. At the same time, prices for owner-occupied housing have soared while the inventory of for-sale homes has plummeted. In this brief, we analyze several measures of housing distress from 2007 to 2019 for six metro areas, chosen based on their housing and labor market characteristics. The judicialization of politics has been an ongoing and expanding global phenomenon for decades. In Kenya, the record number of cases brought before courts prior to and following the 2017 elections is evidence of the continued growth and spread of the judicialization of politics, and more specifically elections; it is also the result of Kenya’s 2010 Constitution, which introduced a new form of governance, expanded the number of elective seats and mandated judicial and electoral reforms. Assessing treatment integrity is essential to understanding how well school-based interventions are delivered. The assessment of treatment integrity is especially challenging for interventions that provide one-on-one peer support over the phone. To address this gap, we explored treatment integrity approaches used for the Parent Connectors program, which provides parent-to-parent support via weekly phone calls to families of students receiving special education services for emotional and behavioral disturbance. Our multi-dimensional approach to assessing treatment integrity includes the consideration of dose, adherence, quality of service delivery, participant responsiveness to the intervention and program differentiation. This dissertation examines the factors associated with the diffusion of state constitutional victims' rights amendments across the United States in the twenty-year period of 1982 to 2001 to understand the impact of the federal government on state constitutional change. Because each branch of the federal government took prominent actions in the area of victims' rights on the national policy stage during this era, it is important to know whether these actions influenced policy change at the state level. To foster a more welcoming, inclusive, and effective arts and culture community in the metropolitan Denver area, the Bonfils- Stanton Foundation seeks to promote promising practices in diversity, equity, and inclusion (DEI) among nonprofit arts organizations. The foundation partnered with a researcher to explore how local organizations are implementing such practices and to learn how it could best support these efforts.

This article summarizes the findings of a qualitative survey of leaders from 10 Denver arts and culture nonprofits and discusses them within the context of a review of literature on diversity efforts among other arts organizations in North America. …

Chinese foundations flourished in the 21st century, and empirical studies emerged to address multiple aspects of their activities and relations with the government. Yet there has been little research synthetically reviewing their development and operation. As a result, we often lack the knowledge of the context in which these organizations interact with state and society.

Over the course of 12 years, the Blue Shield of California Foundation committed nearly $20 million to growing a pool of community health center leaders who were prepared to be effective agents of change in their organizations and in the safety net field. This signature investment, the Clinic Leadership Institute, was implemented in partnership with the Healthforce Center at University of California, San Francisco, in anticipation of a generation of California health center leaders beginning to transition into retirement.

Across the globe, foundations grapple with how to tackle complex, cross-sector societal problems. A major effort by the California Health Care Foundation to reduce opioid-related morbidity and mortality, launched just as opioid use was becoming understood as a problem that could reach epidemic proportions, presents an instructive case study of impact.

Starting in 2015, the foundation placed several “big bets” on initiatives aimed at stopping overdose deaths and preventing new addiction. That early investment had dramatic returns, laying the groundwork for scaling pilot projects statewide as hundreds of millions of dollars in government funding became available to address the crisis. …

Planned communities of practice can be an effective means to spread and create knowledge. This article explores the degree to which communities of practice can be initiated by funders, and presents the lessons learned and outcomes achieved from the long-term commitment to this concept by the McKnight Foundation's Collaborative Crop Research Program.

This article provides a novel contribution to the literature by showing that a funder can initiate, support, and participate in a community of practice comprised of its grantees, which can succeed in sharing and creating knowledge. A Mission To Improve Health: Lessons From Missouri’S Expanding Coverage Initiative, Anna Saltzman, Shayla Spilker, Megan Klenke-Isgriggs

To support the implementation of the Affordable Care Act, in 2013 Missouri Foundation for Health launched the Expanding Coverage Initiative. The fiveyear effort sought to reduce Missouri’s uninsured rate from 13% to less than 5% by developing a broad-based state coalition and employing a three-pronged approach of awareness building and outreach, enrollment assistance, and increasing health literacy.

While the initiative did not achieve its rate-reduction goal, the rate of uninsured Missourians dropped to 9% during the ECI’s time frame, a decrease on par with the national average despite the fact that at the time Missouri was one of 17 states …
