Examining The Impact Of Institutional Racism In Black Residentially Segregated Communities, Brandi Blessett, Vanessa Littleton

This article examines the impact of public policies in inner city communities. Using Ferguson, MO as an exemplar, the authors offer a contextual analysis of a community recently in the spotlight for the killing of an unarmed black man by a law enforcement officer. Through the lens of the social determinants of health, we examine “place” as a powerful determinant of health and community outcomes. We consider the implications of public policies and the subsequent impact on social and economic context. When law enforcement officers, regardless of race and ethnicity, are exposed to messages of Black violence, these perceptions of danger can become deadly. In 2014, the Michael Brown case in Ferguson, Missouri elevated this concern; but, there were many other cases previously publicized in the media such as Amadou Diallo, and Sean Bell. Using a content analysis of news reports from 1994 to summer 2015, this paper offers an assessment of media influence in the construction of public perceptions of Black dangerousness that seems to impact Black male and law enforcement interactions that become deadly for the former. This is a policy review presentation that shows there are areas for improvement and recommendations to implement in the professional and academic sides of law enforcement using the lens of a current officer involved shooting that generated a lot of publicity. The recommendations would require a partnership between formal education providers, continuing education providers and practitioners.

As public opinion about institutionalization and individuals with disabilities began to change the state worked to create programs to allow individuals with disabilities to live in their own communities. These Home and Community Based Services are funded through Medicaid waiver programs such as section 21 and 29.

As we endeavor to make The Journal a forum of information and ideas for the conventional weapons destruction community, we look at the threat improvised explosive devices (IED) pose in countries around the world. Increasingly, humanitarian organizations are widening their scope to account for the prevalence of IEDs. The need for clear communication across humanitarian mine action and counter-IED (C-IED) operational lines is evident.

This paper examines if, how and to which degree, the Hiroshima Peace Memorial Museum in Nakajima District of Hiroshima, Japan and the Information Center under the Field of Stelae in Berlin, Germany, transform a Culture of Violence and a Culture of Neutrality into a Culture of Peace. I analyzed sponsors, mission statements, exhibits, topographical and architectural designs, and geographical factors as a reflection of the degree of these selected museums’ contribution to the cultural transformation. Planning For A Medical Surge Incident: Is Rehabilitation The Missing Link?, Mary Kay Vonderschmidt

This study explores planning considerations for patients needing rehabilitative care in the event of mass casualty incidents, in particular, patient surge. While planning for a patient surge usually considers prehospital and hospital care, the final step for many disaster patients, rehabilitation is often overlooked. Rehabilitative care begins in the hospital, before discharge, with the consultation of a physician specialist. By including early physiatrist care there are documented decreases in hospital length of stay, fewer medical complications and better functional outcomes.

The Massachusetts Maritime Economy is comprised of 5,555 establishments that employ 90,482 workers, pay $3.4 billion in total wages, and account for $6.4 billion in gross state product. These businesses are a significant economic driver in Massachusetts, representing 2.6 percent of the Commonwealth’s direct employment and 1.3 percent of its direct gross state product.

Congress is currently considering options to significantly reduce federal funding for the Medicaid expansion and the Marketplace subsidies implemented under the Affordable Care Act (ACA). Separately, the Health Centers Fund, which currently accounts for 70% of all federal health center grant funding, is set to expire in September 2017. These potential changes in federal funding could have a dramatic impact on health centers and the communities they serve. The purpose of this brief is to simulate the potential combined impact of these major changes in federal funding that will directly affect community health centers.
