Gene editing technology has been one of the breakthrough technologies for life science research. With the application in biomedical research, healthcare, food and agriculture field, related ethical issues are also concerned. This study summarized the research and application progress of gene editing technology involving ethical issues in recent years. Based on sorting out the international discussions, attitudes, and explorations about gene editing ethics issues, after analyzing the current status, discussions, and measures of applications of gene editing technology on human beings in China, we propose five suggestions about the ethical governance system construction of gene editing technology for China.

In the Fourteenth Five-Year Plan of China's central and local governments, it is clearly proposed to develop the future industries. In order to provide decision-making reference for the future industries development plan of China. This paper has analyzed the future industries development plans of major countries in the world. By collecting 22 future industries development plans of 7 countries, including the United States, the United Kingdom, Germany, France, Japan, South Korea and Russia, this paper summarizes the concept, characteristics, significance and evolution trends of global future industries development. the deployment of the future industries of these seven countries are analyzed …

Artificial intelligence (AI) is the core of the fourth industrial revolution, and it has brought challenges to ethics and social governance. On the basis of explaining the current ethical risks of artificial intelligence, the study furtherly analyzes the current consensus on ethics, governance principles, and governance approaches of artificial intelligence. Moreover, the study also proposes to take "co-construction, co-governance and sharing" as the guiding theory to gradually build a multi-dimensional ethical governance system, including education reform, ethical norms, technical supports, legal regulations, and international cooperation.

Proxy war is a common tactic employed by great powers as a safer alternative to direct conflict, especially in the era of nuclear weapons. While proxy war is common, there is a lack of research on the formation of proxy-external state relationships. Previous research has typically examined the phenomena of proxy war through the perspective of the external state power, leaving a gap in the literature. This dissertation fills that gap by assessing the conditions under which armed groups enter into proxy relationships with external states. Measuring The Capacity To Combat Illicit Tobacco Trade In 160 Countries, Valerie Gilbert T. Ulep, Monica Paula Lavares, Ariza Francisco

Background

Illicit trade of tobacco negatively affects countries’ tobacco control efforts. It leads to lower tobacco prices and makes tobacco products more accessible to vulnerable populations. In this study, we constructed an illicit tobacco trade index, which measures the structural and institutional capabilities of 160 countries in addressing illicit tobacco trade. We collected the most recent and best available data on general governance, tobacco control policies, and trade and customs practices.

Results

Singapore, New Zealand, Finland and Sweden lead countries with the most favorable illicit tobacco trade score. We observed a positive relationship between illicit tobacco trade scores and Gross …

The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.
