การศึกษาวิจัยเรื่องปัจจัยที่ส่งผลต่อการตัดสินใจเลือกรับราชการตำแหน่งเจ้าพนักงานปกครอง (ปลัดอำเภอ) กรณีศึกษา ปลัดอำเภอผู้ได้รับการขึ้นบัญชี ปี 2561 และ 2564 เป็นการศึกษาวิจัยเชิงคุณภาพ โดยมีวัตถุประสงค์เพื่อศึกษาทำความเข้าใจปัจจัยที่ส่งผลต่อการรับราชการในตำแหน่งเจ้าพนักงานปกครอง และเพื่อศึกษาทำความเข้าใจทัศนคติของข้าราชการกรมการปกครองในตำแหน่งเจ้าพนักงานปกครอง (ปลัดอำเภอ) ว่ามีลักษณะเป็นอย่างไร ผลการศึกษาความสัมพันธ์ระหว่างปัจจัยเชิงสาเหตุและการตัดสินใจรับราชการในตำแหน่งเจ้าพนักงานปกครอง (ปลัดอำเภอ) ผู้ได้รับการขึ้นบัญชี ปี 2561 และ 2564 พบว่า ปัจจัยที่ส่งผลต่อการเลือกรับราชการในตำแหน่งเจ้าพนักงานปกครอง (ปลัดอำเภอ) ของผู้ได้รับการขึ้นบัญชีปี 2561 และ 2564 คือ ปัจจัยส่วนบุคคลที่ต้องการประกอบอาชีพที่ตอบสนองต่อความต้องการในชีวิตได้ ปัจจัยด้านองค์กร ปัจจัยด้านความก้าวหน้า ปัจจัยด้านสวัสดิการ ปัจจัยด้านความมั่นคงและปัจจัยด้านครอบครัว และข้าราชการตำแหน่งเจ้าพนักงานปกครอง (ปลัดอำเภอ) มีทัศนคติที่ดีต่อตำแหน่ง และยังคงมีความศรัทธาในการทำงานในตำแหน่งดังกล่าวเพื่อช่วยเหลือประชาชนตามที่ได้ตั้งใจไว้

งานวิจัยเรื่องนี้มุ่งตอบคำถามว่า การเลือกปฏิบัติด้วยเหตุแห่งเพศที่ข้าราชการกรมการปกครอง กลุ่มเพศหลากหลาย (LGBTI) ต้องประสบมีลักษณะอย่างไรบ้าง และกระบวนการบริหารทรัพยากรบุคคลของกรมการปกครองมีการคุ้มครองสิทธิของ LGBTI มากน้อยเพียงใด โดยผู้วิจัยใช้กรอบแนวคิดกระบวนการบริหารทรัพยากรบุคคลและสิทธิมนุษยชนของเพศหลากหลายซึ่ง ประกอบด้วย สิทธิที่จะแสดงออกซึ่งอัตลักษณ์ทางเพศ สิทธิที่จะไม่ถูกเลือกปฏิบัติ และสิทธิที่จะไม่ถูกคุกคามทางเพศ โดยงานวิจัยชิ้นนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลปฐมภูมิจากการสัมภาษณ์แบบมีโครงสร้างกับกลุ่มตัวอย่างจำนวน 13 คน ประกอบด้วย ข้าราชการ LGBTI ในส่วนกลางและส่วนภูมิภาค 10 คน และข้าราชการที่ปฏิบัติงานในกองการเจ้าหน้าที่ จำนวน 3 คน งานวิจัยชิ้นนี้ค้นพบว่า ลักษณะของละเมิดสิทธิและการเลือกปฏิบัติต่อข้าราชการ LGBTI ในทางกฎหมายไม่ได้ปรากฏชัด และไม่ได้กีดกันต่อการเข้ามาทำงานที่กรมการปกครอง แต่เนื่องจากกรมการปกครองที่มีภาพลักษณ์ด้านความเข้มแข็งมั่นคงแบบชายแท้ ทำให้ผู้ที่ประสงค์จะแสดงออกไม่ตรงกับเพศกำเนิด โดยเฉพาะเพศกำเนิดชาย ได้รับผลกระทบในหน้าที่การงานตามมาอยู่เสมอ จึงทำให้ข้าราชการ LGBTI ที่ประสงค์จะเติบโตในหน้าที่การงานในระดับสูงตัดสินใจที่จะปกปิดอัตลักษณ์ทางเพศของตนต่อบุคคลอื่น ๆ โดยการละเมิดสิทธิและการเลือกปฏิบัติทางเพศที่ข้าราชการ LGBTI ต้องประสบนั้นมีความซ้อนทับกับกลุ่มข้าราชการเพศหญิงของกรมการปกครองด้วยเช่นกัน นอกจากนี้ ในกระบวนการบริหารทรัพยากรบุคคลของกรมการปกครอง พบว่าขั้นตอนการวางแผนทรัพยากรมนุษย์ และการพ้นสภาพการเป็นบุคคลภาครัฐ ไม่มีผลกระทบต่อข้าราชการ LGBTI แต่ขั้นตอนการสรรหาและคัดเลือก การพัฒนาบุคลากร การใช้ประโยชน์จากบุคลากร และการประเมินผลปฏิบัติงาน ยังไม่มีกระบวนการเพื่อคุ้มครองต่อสิทธิที่จะแสดงออกซึ่งอัตลักษณ์ทางเพศ สิทธิที่จะไม่ถูกเลือกปฏิบัติ และสิทธิที่จะไม่ถูกคุกคามทางเพศ

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการรับรู้ของข้าราชการ สคร. ต่อระบบข้าราชการผู้มีผลสัมฤทธิ์สูง และศึกษากระบวนการในการวางแผนกำลังคน การสรรหา และคัดเลือกข้าราชการผู้มีผลสัมฤทธิ์สูงของ สคร. โดยการศึกษาครั้งนี้เป็นการวิจัยแบบผสมด้วยการเก็บรวบรวมข้อมูลจากเอกสาร แบบสอบถาม และการสัมภาษณ์เชิงลึก (In-depth Interview) ผลการศึกษาการรับรู้ของข้าราชการ สคร. ต่อระบบข้าราชการผู้มีผลสัมฤทธิ์สูงในภาพรวม พบว่า ผู้ให้ข้อมูลสำคัญซึ่งเป็นข้าราชการ สคร. มีการรับรู้เกี่ยวกับระบบข้าราชการผู้มีผลสัมฤทธิ์สูงพื้นฐานในระดับดี โดยการรับรู้วัตถุประสงค์ของระบบข้าราชการผู้มีผลสัมฤทธิ์สูงสอดคล้องมากที่สุด และผู้ให้ข้อมูลสำคัญมีการรับรู้สอดคล้องบางส่วน 2 ด้าน ได้แก่ การรับรู้คุณสมบัติของผู้สมัคร และการรับรู้ประโยชน์ของระบบข้าราชการผู้มีผลสัมฤทธิ์สูง ในส่วนผลการศึกษากระบวนการวางแผนกำลังคน การสรรหา และการคัดเลือกข้าราชการผู้มีผลสัมฤทธิ์สูงของ สคร. ผู้ให้ข้อมูลสำคัญซึ่งเป็นเจ้าหน้าที่ที่เกี่ยวข้องกับระบบข้าราชการผู้มีผลสัมฤทธิ์สูง พบว่า การวางแผนกำลังคนของ สคร. ยังขาดการบูรณาการกัน ส่งผลให้การบริหารกำลังคนคุณภาพขาดความชัดเจน การประชาสัมพันธ์ข้อมูลโครงการข้าราชการผู้มีผลสัมฤทธิ์สูงมีเพียงช่องทางเดียวและครั้งเดียวเท่านั้น โดยที่ผ่านมาผู้สมัครเข้าร่วมโครงการข้าราชการผู้มีผลสัมฤทธิ์สูงมาจากการสมัครด้วยตนเองเพียงอย่างเดียว และผู้สมัครเข้าร่วมโครงการข้าราชการผู้มีผลสัมฤทธิ์สูงของ สคร. ล้วนเป็นข้าราชการที่ปฏิบัติงานในสายงานหลัก

การศึกษาประสิทธิผลในการเพิ่มขีดความสามารถของผู้ประกอบการด้านอุตสาหกรรมอัญมณีและเครื่องประดับไทยโดยสถาบันวิจัยและพัฒนาอัญมณีและเครื่องประดับแห่งชาติ (องค์การมหาชน), ศิริณา กาญจนศิริรัตน์

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ก่อให้เกิดประสิทธิผลในการเพิ่มขีดความสามารถของผู้ประกอบการด้านอุตสาหกรรมอัญมณีและเครื่องประดับไทย และแนวทางและข้อเสนอแนะในการปรับปรุงการเพิ่มขีดความสามารถของผู้ประกอบการ เพื่อพัฒนาอุตสาหกรรมอัญมณีและเครื่องประดับของไทยให้เกิดประสิทธิผลมากขึ้น โดยงานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ รวบรวมข้อมูลโดยใช้เครื่องมือสัมภาษณ์เชิงลึกด้วยคำถามแบบกึ่งมีโครงสร้างในการเก็บข้อมูล จากผู้บริหารสถาบันวิจัยและพัฒนาอัญมณีและเครื่องประดับแห่งชาติ (องค์การมหาชน) และผู้ประกอบการที่เกี่ยวข้องกับอุตสาหกรรมอัญมณีและเครื่องประดับไทย ผลการวิจัยพบว่า การเพิ่มขีดความสามารถของผู้ประกอบการด้านอุตสาหกรรมอัญมณีและเครื่องประดับไทยโดยสถาบันวิจัยและพัฒนาอัญมณีและเครื่องประดับแห่งชาติ (องค์การมหาชน) ประกอบด้วย 3 ด้าน ได้แก่ 1) ด้านความรู้ โดยผู้ประกอบการได้รับความรู้จากการอบรมไปดำเนินในธุรกิจทำให้เกิดประสิทธิผลขึ้น ได้แก่ ด้านการผลิตรูปแบบใหม่ การตลาดที่ทันสมัย การสร้างประสบการณ์ที่ดีกับลูกค้า การร่วมมือกับพันธมิตรธุรกิจ การย้ายฐานการผลิต และการทำธุรกิจแบบโปร่งใสและรับผิดชอบต่อสังคม 2) ด้านทักษะ สถาบันฯ มีการอบรมผู้ประกอบการหรือแรงงานเพื่อฝึกทักษะเฉพาะด้าน เพื่อทำให้เกิดความคิดสร้างสรรค์ และแรงบันดาลใจในการผลิตสินค้าในอุตสาหกรรมอัญมณีและเครื่องประดับที่ทันสมัยและเป็นความต้องการของตลาดมากขึ้น และ 3) ด้านทัศนคติ คือผู้ประกอบการให้ความร่วมมือในการเข้าอบรม มีการปรับเปลี่ยน มีการศึกษาความรู้เพิ่มมากขึ้นเพื่อให้ธุรกิจของตนเองประสบความสำเร็จมากขึ้น และมีผลตอบแทนที่ดี โดยการดำเนินงานของสถาบันฯ ทำให้เกิดประสิทธิผลตามพันธกิจในการพัฒนาความสามารถของผู้ประกอบการด้านอุตสาหกรรมอัญมณีและเครื่องประดับไทย อย่างไรก็ตามสถาบันฯ ยังจำเป็นต้องมีการกำหนดแนวทางการจัดหาวัตถุดิบจากประเทศต่าง ๆ สู่ประเทศไทยอย่างต่อเนื่องและสม่ำเสมอเพื่อช่วยเหลือ แก้ไขความท้าทายข้อจำกัดที่ประเทศไทยไม่มีวัตถุดิบที่ใช้ในการผลิตอัญมณีและเครื่องประดับ และเพื่อประสิทธิผลในการเพิ่มขีดความสามารถของผู้ประกอบการด้านอุตสาหกรรมอัญมณีและเครื่องประดับไทยยิ่งขึ้นไป สถาบันฯ ควรมีการพิจารณาจัดทำแผนแม่บทหรือแผนระยะยาวร่วมกันระหว่างภาครัฐ และเอกชนที่เกี่ยวข้อง เพื่อส่งเสริมให้อุตสาหกรรมอัญมณีและเครื่องประดับไทยประสบความสำเร็จในการเตรียมบุคลากรของประเทศให้มีความพร้อมในการเข้าสู่ภาคอุตสาหกรรมการผลิตอัญมณีและเครื่องประดับในทุกระดับ ทั้งในด้านการบริหารจัดการ การออกแบบ วิศวกรรมการผลิต ทั้งในระดับอุดมศึกษา อาชีวศึกษา และแรงงานฝีมือในระดับต่าง ๆ

การศึกษาวิจัยในครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาการนำนโยบายส่งเสริมการท่องเที่ยวเมืองรองไปปฏิบัติในจังหวัดราชบุรี เพื่อวิเคราะห์ถึงปัญหาและอุปสรรคที่ส่งผลต่อการนำนโยบายส่งเสริมการท่องเที่ยวเมืองรองไปปฏิบัติในจังหวัดราชบุรี และเพื่อเสนอแนะแนวทางในการดำเนินนโยบายส่งเสริมการท่องเที่ยวเมืองรองในอนาคต ผลการศึกษาพบว่า การนำนโยบายส่งเสริมการท่องเที่ยวเมืองรองไปปฏิบัติในจังหวัดราชบุรี ขับเคลื่อนผ่านนโยบายของรัฐบาลที่มุ่งหวังให้เกิดการกระจายรายได้เข้าสู่เมืองรอง 55 จังหวัด โดยการนำนโยบายส่งเสริมการท่องเที่ยวเมืองรองไปปฏิบัติในจังหวัดราชบุรี มี 2 หน่วยงานที่เกี่ยวข้องคือ กรมการพัฒนาชุมชนจังหวัดราชบุรีและการท่องเที่ยวแห่งประเทศไทยจังหวัดราชุบรี โดยกรมการพัฒนาชุมชนจังหวัดราชบุรีจะดำเนินการส่งเสริมการท่องเที่ยวเมืองรองผ่านโครงการชุมชนท่องเที่ยว OTOP นวัตวิถี โดยที่กรมการพัฒนาชุมชนจังหวัดราชบุรีจะเข้าไปเตรียมความพร้อมให้กับชุมชนผ่านการนำความรู้แนวทางต่างๆในการพัฒนาชุมชนให้กลายเป็นแหล่งท่องเที่ยวเพื่อรองรับนักท่องเที่ยวและช่วยพัฒนาผลิตภัณฑ์ของชุมชนให้มีเอกลักษณ์และได้มาตรฐานมานำเสนอนักท่องเที่ยวเพื่อให้เกิดการสร้างรายได้ให้แก่คนในชุมชน และมีการท่องเที่ยวแห่งประเทศไทยจังหวัดราชบุรีเป็นกระบอกเสียงในการประชาสัมพันธ์แหล่งท่องเที่ยวต่างๆ โดยเน้นที่การเชื่อมโยงแหล่งท่องเที่ยวหลักในจังหวัดราชบุรีกับแหล่งท่องเที่ยวชุมชน OTOP นวัตวิถี ผ่านการสร้างเส้นทางการท่องเที่ยว การทำคลิปวีดิโอ เพื่อประชาสัมพันธ์ให้แก่นักท่องเที่ยวเพื่อให้เกิดการกระจายรายได้เข้าสู่ชุมชนได้มากยิ่งขึ้น โดยผลการศึกษาด้านปัญหาและอุปสรรคในการนำนโยบายส่งเสริมการท่องเที่ยวเมืองรองไปปฏิบัติในจังหวัดราชบุรีคือการที่นโยบายส่งเสริมการท่องเที่ยวเมืองรองนั้นเป็นนโยบายที่มีลักษณะมองในภาพรวมของประเทศ ปัญหาด้านการสื่อสารจากส่วนกลางกับส่วนภูมิภาคไม่เพียงพอและปัญหาด้านทรัพยากรที่ไม่เพียงพอ ผลการศึกษาในประเด็นข้อเสนอแนะแนวทางในการดำเนินนโยบายส่งเสริมการท่องเที่ยวเมืองรองในอนาคต พบว่าควรจัดให้มียุทธศาสตร์การท่องเที่ยวเมืองรองแยกจังหวัดให้ชัดเจนและเป็นรูปธรรม ควรกำหนดบทบาทของหน่วยงานให้ชัดเจน และควรมีการอบรมความรู้เกี่ยวกับนโยบายส่งเสริมการท่องเที่ยวเมืองรองเพิ่มมากขึ้น

We call for psychologists to expand their thinking on fair and just public safety by engaging with the “Abolition Democracy” framework that Du Bois (1935) articulated as the need to dissolve slavery while simultaneously taking affirmative steps to rid its toxic consequences from the body politic. Because the legacies of slavery continue to produce disparities in public safety in the U.S, both harming Black people and the institutions that could keep them safe, psychologists must take seriously questions of history and structure in addition to immediate situations. Objectives: In October 2021, APA passed a resolution addressing ways psychologists could work to dismantle systemic racism in criminal legal systems. The present report, developed to inform APA’s policy resolution, details the scope of the problem and offers recommendations for policy and psychologists to address the issue by advancing related science and practice. Specifically, it acknowledges the roots of modern-day racial and ethnic disparities in rates of criminalization and punishment for people of color as compared to White people. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. Women have historically been excluded in formal peace processes. While structural changes have pushed for women’s participation in peace negotiations, we locate the shift from women’s exclusion to women’s inclusion as enacted in the discursive patterns of talk. Using positioning theory as a discursive lens, we looked at how women’s inclusion was facilitated in the peace negotiations between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) that reached the landmark Philippine peace accord of 2014. Political polarization impeded public support for policies to reduce the spread of COVID-19, much as polarization hinders responses to other contemporary challenges. Unlike previous theory and research that focused on the United States, the present research examined the effects of political elite cues and affective polarization on support for policies to manage the COVID-19 pandemic in seven countries (n = 12,955): Brazil, Israel, Italy, South Korea, Sweden, the United Kingdom, and the United States. Across countries, cues from political elites polarized public attitudes toward COVID-19 policies. As highlighted by its history, the association between hemp and marijuana has proven to be a barrier to success for industrial hemp production for decades. Once a prevalent agricultural crop in the United States, prohibitive legislation discouraged its production and formally made hemp an illegal crop in 1970. Consequently, hemp and its myriad applications remained underutilized by the United States for over forty years. Travel behavior and the factors which drive it in small and rural communities has been historically understudied in transportation research. By understanding these factors and behaviors, a clearer picture of these regions can be drawn so that meaningful change towards greenhouse gas reductions can be realized. My research aims to examine barriers to making sustainable travel behavior changes such as using multi-modal transportation, reducing overall amounts of travel, or moving to locations closer to necessary services. This thesis brings together two studies of local food systems in Vermont and New England. The first study focuses on the experience of Vermont local food businesses during the Covid-19 pandemic by combining two surveys conducted in the first half of 2021: one of foodservice operations that procure food locally and one of Vermont farms that sell directly to consumers. Container liner shipping is the primary mode of moving manufactured products across continents. Partly due to inherent uncertainties at sea and ports, the liner shipping industry has long had a notorious reputation of schedule delays and unreliable on-time performance. This paper formulates a new approach to incorporate schedule reliability targets in liner shipping timetable design, to balance bunker consumption, time taken for the voyage, and schedule delays. This paper evaluates the impacts of migration flows and transportation infrastructure on the spatial transmission of COVID-19 in China. Prefectures with larger bilateral migration flows and shorter travel distances with Hubei, the epicenter of the outbreak, experienced a wider spread of COVID-19. In addition, richer prefectures with higher incomes were better able to contain the virus at the early stages of community transmission. Using a spatial general equilibrium model, we show that around 28% of the infections outside Hubei province can be explained by the rapid development in transportation infrastructure and the liberalization of migration restrictions in the recent decade.

Mass rapid transit (MRT) PPPs have proliferated in the past two decades. This chapter provides a framework to categorise and understand alternative PPP designs. As MRT systems are inherently large, unprofitable and risky projects, PPP design is critical to project success and sustainability. We study the experiences of MRT PPPs in London, Hong Kong, Singapore and Beijing to understand factors underlying success and failure and to arrive at policy recommendations for PPPs. Policymakers need to have additional governance improvement and risk mitigation measures in place when tied supply chains are utilised.
