This paper discusses the approach adopted to carry out a techno-economic foresight on the creative content industries, within the European Perspectives on the Information Society project. The novelty of the methodology lies in the mix of tools used, the embedding in an adaptive foresight framework and the implementation of a real-time Delphi which lead to interesting methodological lessons. The project succeeded in defining scenarios for the creative content industries, offering distinct trajectories and raising different policy challenges. “Aboriginal economic development” differs from other forms of development by emphasizing aboriginal values and community involvement. Joint ventures, while providing business advantages, may not be able to contribute to aboriginal economic development. This paper examines two joint ventures in the interior of British Columbia to examine their ability or inability to contribute the extra dimensions of development desired by aboriginal communities. The AED framework examines business structure; profitability; employment; aboriginal capacity in education, experience, and finance; preservation of traditional values, culture and language; control of forest management over traditional territory; and community support. Since the shootings at Virginia Tech, academic institutions and police departments have dedicated substantial resources to alleviating concerns regarding campus safety. The incident in Blacksburg and the similar tragedy at Northern Illinois University have brought renewed attention to the prevention of violence at colleges and universities.
Campus professionals must assess the risk posed by known individuals, as well as by anonymous writers of threatening communications. The authors offer threat assessment and management strategies to address the increased demands faced by campus law enforcement, mental health, and administration officials who assess and manage threats, perhaps several simultaneously.

As debates on reform of global environmental governance intensify, the future of the United Nations Environment Programme (UNEP) has come into acute political focus. Many argue that the organization has faltered in its role as the UN's leading agency for the environment. In this article, I use historical institutional analysis in combination with current international relations and management theory to explain UNEP's creation and evolution. Having described how the creators of UNEP envisioned the nascent organization, I analyze its subsequent performance, identifying the key factors that have shaped its record. This report contains the findings of the survey: “Examining the Perceptions of Career and Technical Education (CTE) in Nebraska.” The purpose of the survey was to measure the perceptions of Nebraska Educators regarding CTE in Nebraska. The results of the study are intended to inform standards revisions in Nebraska Career Education. The survey was administered to Administrators, Math and Science Teachers, Counselors and CTE Instructors in Nebraska during November and December, 2009. Over 1,000 Nebraska Educators participated in the survey. The relatively large sample size allows for multiple comparisons to be made of various groups of educators in the state. …

Abstract
In this study, Miller re-analyzed acoustic bat data collected from June-August 2003 that was part of a baseline inventory of bat species in three national parks in the Lake Superior region. While the original study presented base-line data on the presence/absence of bat species in these parks, this reanalysis provides estimates of relative abundance and temporal activity of the identified species. Using a suite of recently developed acoustic analysis tools, Miller created species specific filters. This allowed parsing of calls from non-fragmented sequences and differentiate between two species, Myotis septentrionalis and Myotis lucifugus, that were combined into a …

To mitigate the threat that terrorists smuggle weapons of mass destruction into the United States through maritime containers, the U.S. Bureau of Customs and Border Protection (CBP) inspects containers upon entry to domestic ports. Inspection-driven congestion is costly, and CBP provides incentives to firms to improve security upstream in the supply chain, thereby reducing the inspection burden at U.S. ports. We perform an economic analysis of this incentive program, called Customs-Trade Partnership Against Terrorism (C-TPAT), modeling in a game-theoretic framework the strategic interaction between CBP, trading firms, and terrorists. A critical element to the success of new propulsion technologies that enable reductions in fuel use is the integration of component thermal management technologies within a viable vehicle package. Vehicle operation requires vehicle thermal management systems capable of balancing the needs of multiple vehicle systems that may require heat for operation, require cooling to reject heat, or require operation within specified temperature ranges. Electrifying transportation can reduce or eliminate dependence on foreign fuels, emission of green house gases, and emission of pollutants. One challenge is finding a pathway for vehicles that gains wide market acceptance to achieve a meaningful benefit. This paper evaluates several approaches aimed at making plug-in electric vehicles (EV) and plug-in hybrid electric vehicles (PHEVs) cost-effective including opportunity charging, replacing the battery over the vehicle life, improving battery life, reducing battery cost, and providing electric power directly to the vehicle during a portion of its travel. The debate over expanding health insurance coverage has captivated the United States, especially during 2009. While much of the debate and many public forums have been driven by emotion, a new data source from the U.S. Census Bureau can add more factual information regarding the current state of U.S. health insurance coverage. While a limited amount of health insurance coverage data existed previously, new data from the Census Bureau’s annual American Community Survey (ACS) greatly expands the level and detail of relevant information. Despite the availability of extensive research documenting the need for greater coordination between mine action and development organisations, concrete guidance for practitioners and policy-makers on how to link mine action with development has been lacking.
