Examining Violent And Property Crimes In The Provinces Of Turkey For The Years Of 2000 And 2007, Mus Ekrem
Theses and Dissertations
This dissertation explores the relationship between social, economical, and demographic variables and reported violent and property crime incidents in the provinces of Turkey between 2000 and 2007. The data on violent and property crimes comes from Turkish National Police. All other variables are secondary data gathered from open sources and Turkstat. The research is one of the first studies to examine this relationship in Turkey. The findings of the study suggest that family disruption rate and gross domestic product were significantly related to the violent crime rate while family disruption rate, gross domestic product, population, population density, and urbanization rate …

Adaptive Foresight In The Creative Content Industries: Anticipating Value Chain Transformations And Need For Policy Action, Fabienne Abadie, Michael Friedewald, Matthias Weber

This paper discusses the approach adopted to carry out a techno-economic foresight on the creative content industries, within the European Perspectives on the Information Society project. The novelty of the methodology lies in the mix of tools used, the embedding in an adaptive foresight framework and the implementation of a real-time Delphi which lead to interesting methodological lessons. The project succeeded in defining scenarios for the creative content industries, offering distinct trajectories and raising different policy challenges. The impact of the foresight on policy was limited, as it did not lead to direct policy measures, nevertheless, it confirmed some issues …

The Use Of Joint Ventures To Accomplish Aboriginal Economic Development: Two Examples From British Columbia, Jeremy Boyd, Ronald Trosper
Aboriginal Policy Research Consortium International (APRCi)
“Aboriginal economic development” differs from other forms of development by emphasizing aboriginal values and community involvement. Joint ventures, while providing business advantages, may not be able to contribute to aboriginal economic development. This paper examines two joint ventures in the interior of British Columbia to examine their ability or inability to contribute the extra dimensions of development desired by aboriginal communities. The AED framework examines business structure; profitability; employment; aboriginal capacity in education, experience, and finance; preservation of traditional values, culture and language; control of forest management over traditional territory; and community support. Established in the context of unresolved land …

Campus Safety: Assessing And Managing Threats, Mario Scalora, Andre Simons, Shawn Vanslyke
Mario Scalora Publications
Since the shootings at Virginia Tech, academic institutions and police departments have dedicated substantial resources to alleviating concerns regarding campus safety. The incident in Blacksburg and the similar tragedy at Northern Illinois University have brought renewed attention to the prevention of violence at colleges and universities.
Campus professionals must assess the risk posed by known individuals, as well as by anonymous writers of threatening communications. The authors offer threat assessment and management strategies to address the increased demands faced by campus law enforcement, mental health, and administration officials who assess and manage threats, perhaps several simultaneously.

As debates on reform of global environmental governance intensify, the future of the United Nations Environment Programme (UNEP) has come into acute political focus. Many argue that the organization has faltered in its role as the UN's leading agency for the environment. In this article, I use historical institutional analysis in combination with current international relations and management theory to explain UNEP's creation and evolution. Having described how the creators of UNEP envisioned the nascent organization, I analyze its subsequent performance, identifying the key factors that have shaped its record. I argue that the original vision for UNEP was ambitious …

Green Building In The Pacific Northwest: Next Steps For An Emerging Trend, Susan G. Mason, Anthony Marker, Rebecca Mirsky

This report provides an understanding of why green building is important to our communities, a brief look at the emergence of green building standards, research evidence on the perceived pros and cons of green building, and original research on green building in the Pacific Northwest. The original research is an analysis of perspectives voiced in conversations, focus groups and surveys with both members of the construction industry and local government on the barriers and incentives to green building in their local communities. As nearly 500 construction industry members and just over 300 local governments participated in the research, this report …

Revised Relative Abundance Estimates And Temporal Activity Of Bats At Three Great Lakes National Parks Based On Acoustic Data, Bruce W. Miller
U.S. National Park Service Publications and Papers
Abstract
In this study, Miller re-analyzed acoustic bat data collected from June-August 2003 that was part of a baseline inventory of bat species in three national parks in the Lake Superior region. While the original study presented base-line data on the presence/absence of bat species in these parks, this reanalysis provides estimates of relative abundance and temporal activity of the identified species. Using a suite of recently developed acoustic analysis tools, Miller created species specific filters. This allowed parsing of calls from non-fragmented sequences and differentiate between two species, Myotis septentrionalis and Myotis lucifugus, that were combined into a …

To mitigate the threat that terrorists smuggle weapons of mass destruction into the United States through maritime containers, the U.S. Bureau of Customs and Border Protection (CBP) inspects containers upon entry to domestic ports. Inspection-driven congestion is costly, and CBP provides incentives to firms to improve security upstream in the supply chain, thereby reducing the inspection burden at U.S. ports. We perform an economic analysis of this incentive program, called Customs-Trade Partnership Against Terrorism (C-TPAT), modeling in a game-theoretic framework the strategic interaction between CBP, trading firms, and terrorists. Our equilibrium results highlight the possibility that a properly run program …
