At the most recent State Board of Education meeting, State Education Commissioner Tom Kimbrell addressed the need for more monitoring of charter schools to ensure that these schools meet their stated goals, including the types of students they intend to serve and the scope of the schools’ curricula. Additionally, he noted that the current process for reviewing applications for charter schools is inadequate, and acknowledged the need for a more systematic review process. In an attempt to gauge the educational progress of the nation and each state, Education Week has published state report cards since 1997 in its annual Quality Counts series. The 14th annual report - Quality Counts 2010 - was released in January. Four of the six categories (Chance for Success, School Finance, The Teaching Profession, and Standards, Assessment and Accountability) were updated to reflect the most current (2010) data. Arkansas received the highest possible grade (A) in the Standards, Assessments & Accountability category, receiving perfect scores in the subcategories for Standards and School Accountability. This paper shows in an economy with search on credit and labor markets that a financial multiplier raises the elasticity of labor market tightness to productivity shocks, and that this multiplier is an increasing function of total financial costs in the economy.

Within this paper we consider our results of using the Social Science Research Network (SSRN) over a period of 18 months to distribute our working papers to the research community. Our experiences have been quite positive, with SSRN serving as a platform both to inform our colleagues about our research as well as inform us about related research (through email and telephoned conversations of colleagues who discovered our paper on SSRN). Responding To Stakeholders’ Critical Needs- The Integrative Model Of Stakeholders’ Management (Imsm), Grace S. Thomson

Organizations are increasingly required to enhance their accountability to diverse internal and external stakeholders (Burrows, 1999). Knowing and understanding stakeholders’ expectations increases the ability of an organization to effectively respond to those expectations. Stakeholder relationship management is critical for corporate sustainability (Perrini & Tencati, 2006) or “capacity of a firm to continue operating over a long period of time” (p. 296). Organizations may benefit from developing collaborative interactions with their stakeholders, integrating their values and views into the formulation and implementation of organizational goals and objectives (Merrick, Parnell, Barnett & Garcia, 2005; Susniene & Vanagas, 2006).

This document contains a proposal of an Integrative Model of Stakeholders’ Needs Management (IMSM) that addresses the following components: (1) identification of organization’ stakeholders, (2) analysis of stakeholders’ needs, stakes and influence, (3) assessment and prioritization of stakeholders’ needs, (4) dialogical or consensus-building process, (5) Integration of stakeholders’ needs to organizational strategy, (6) integrated information and reporting system, and (7) continual organizational learning and growth. The conceptual framework underlying the discussion in this document was extracted from both seminal work (Argyris & Schon, 1978; Freeman, 1984; Burrows, 1999; Mitroff, 1983) and contemporary studies on stakeholders’ needs management (Friedman and Miles, 2002; Kaplan & Norton, 2001; Perrini & Tencati, 2006; Susniene & Vanagas, 2006).

The Last Days Of Shismaref, Thomas A. Ipri

The Last Days of Shishmaref chronicles the lives of several families who live in the eponymous village in northwest Alaska as the effects of global warming begin to decimate their surroundings. This beautifully filmed and meditative documentary focuses on the lives of the Inupiaq Eskimo villagers and does not overtly politicize the often volatile issue of the causes of global warming. The film is more concerned with the effects of climate change rather than the causes.

Debra Anderson’s Split Estate highlights the more damning aspects of this oddity by documenting how oil and gas companies are setting up shop on home
owner’s land. In some instances, oil rigs are constructing within 100 feet of people’s homes.

Selling Goods Of Unknown Quality: Forward Versus Spot Auctions, Isa E. Hafalir, Hadi Yektas

We consider an environment where the sale can take place so early that both the seller and the potential buyers have the same uncertainty about the quality of the good. We present a simple model that allows the seller to put the good for sale before or after this uncertainty is resolved, , namely via forward auction or spot auction, respectively. We solve for the equilibrium of these two auctions and then compare the resulting revenues. We also consider the revenue implications of the insurance in forward auctions.
