This report presents the findings of the review of the DGTTF-funded project, System for Monitoring and Evaluation of Democratic Governance in Paraguay. The project took place over 15 months from March 2008 to June 2009 with a DGTTF grant of $100,000 to cover the costs of the preparation and publication of the baseline governance assessment framework. This review assesses the extent to which the project was innovative and catalytic in the Paraguayan context. It considers what has made the project succeed or fail, and why. Greenleaf's 'Best Test' Of Servant Leadership: A Multilevel Analysis, Robert W. Hayden

This study empirically tests Robert Greenleaf’s (1970) seminal articulation of servant leadership. The four personal outcomes he theorized (health, wisdom, freedom-autonomy, and service orientation) were tested against established dimensions of servant leadership. All correlations were significant and positive. Using multilevel analysis, the predictive strength of these servant leadership dimensions were assessed at two levels within an organization, and explained. Implications and future direction of research were discussed.

Aboriginal Policy Research Consortium International (APRCi)

Increasing community and political concern about excessive alcohol consumption and related harms in Australia has prompted calls for the introduction of tighter regulatory controls. From an evidence-based, research perspective, measures which increase alcohol prices and taxes, in particular, are considered most effective for reducing alcohol consumption and related harms. Accordingly, this report presents a review of pricing and taxation policy levers that have been considered and/or implemented nationally

and internationally. These policies include: alcohol taxation and differential price by beverage; special/additional taxation on alcopops; minimum pricing; and bans on price discounts and promotions. Industry response to these policy initiatives is …

In the early Cold War arena, international pressure on the United States to live according to its ideological rhetoric enabled the Truman Administration to set a precedent for federal engagement in domestic civil rights reform. As the United States led the march to institutionalise human rights as the standard of moral legitimacy in the global arena, the country’s grisly record of racial oppression and violence invited foreign and domestic criticism alike. Take Me Out Of The Ball Game: The Efficacy Of Public Subsidies In The Success Of Professional Sports Stadiums, Jonah Chodosh

CMC Senior Theses

This paper weights the relative advantages of multiple factors that lead to the success of professional sports stadiums in major markets, though a discussion of the arguments for and against public subsidies towards these projects. Using a logit statistical model, the paper determines that the two factors determining the highest likelihood of venue success include multiple tenants and access to mass transit. The analysis demonstrates that public subsidies towards stadiums don’t generate sufficient economic returns, and that successful stadiums can be created without using taxpayer funds.

In an effort to make sense of the work/life balance quandary, this article discusses preliminary results of a broader research project (D‘Agostino and Levine 2009) empirically examining the utilization of work/life practices by women in state-level government in the United States.. The purpose of this research is to examine whether women‘s utilization of work/life practices contributes to their career progression. Therefore, the central research question examines, what is the impact of work/life utilization practices on women’s career progression? There are roughly 1,500 immigrants from Mexico and Central America currently working on farms in Vermont, helping to sustain approximately half of all milk produced in the state. But the lack of adequate visa-to-work options leaves these individuals without proper documentation to be in the US. As such, they are vulnerable to exploitation by their employers, susceptible to harassment from the communities in which they live, and under constant threat of deportation by federal immigration agents. Identity Crisis: Searching For Personal Responsibility, Justice, And Community In The Real Estate Market Crash, Thomas Bryer

The author introduces the reader to his own and, to a different extent, society’s identity crisis in the context of the real estate market crash. Through personal reflection and analysis of federal policies, four challenges are observed: (1) lack of community focus, (2) neglect of certain populations, (3) unambiguous devotion to encouraging personal responsibility, and (4) no clear statement of moral commitment. Policy and institutional changes are suggested to better address these challenges.

Regulations.gov is an award winning government website that has democratized the rulemaking process by making it easier for citizens to search, read, and comment on proposed rules advanced by federal agencies. Submitted comments from three cases are analyzed; cases come from the Department of Health and Human Services, Environmental Protection Agency, and National Oceanic and Atmospheric Administration. The issues in each are classified as low salience/high complexity, high salience/high complexity, and high salience/low complexity, respectively. Collaborative governance is increasingly becoming a topic for scholarly research, practitioner skill development, and a component of graduate programs in public administration. This article documents a service learning project in a graduate level Masters in Public Administration class on cross-sector governance. The article begins with a brief review of literature on university-community relations and, specifically, the civic mission of institutions of higher education and the role of service learning in public administration programs. Change has been an integral part of the American education system since the 1830s (Lucas, 1999) when universities began preparing students to teach. Over the past 20 years, changes including federal mandates (Disabilities Education Act, 1990; No Child Left Behind, 2003) and increasing diversity in school populations require a responding sensitivity from classroom teachers. In the midst of challenges that these changes present, teachers are increasingly asked to do more.
