The relationship of civic participation to cultural engagement pulls us into an old controversy regarding intrinsic vs. instrumental values of the arts.In this presentation, Stern cites international scholarship—at the cross-section of welfare economics, philosophy, and social welfare—as a way out of this impasse. The Europeans have explored a multi-dimensional approach to social inclusion vs. social exclusion. He points out that viewing the arts and culture as a dimension of social inclusion changes the kinds of policy questions we ask about the sector. EXECUTIVE SUMMARY • Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and restaurants were allowed to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 80 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have …

In this study, the process through which individual differences (i.e., proactive personality, psychological empowerment, and servant leader characteristics at level-1) and contextual differences (i.e., servant leadership characteristics at level-2) are antecedents to proactive work behaviors (i.e., problem prevention, individual innovation, voice, and taking charge) was tested. Results indicated that psychological empowerment partially mediated the relationship between proactive personality and individual innovation. Psychological empowerment fully mediated the relationship between proactive personality and taking charge. Proactive personality was indirectly related to problem prevention, via psychological empowerment. Psychological empowerment was directly related to voice. In addition, servant leader characteristics at level-1 were positively …

Introduction Racial/ethnic minority communities are at increasingly high risk for chronic diseases related to obesity. Access to stores that sell affordable, nutritious food is a prerequisite for adopting a healthful diet. The objective of this study was to evaluate food access, availability, and affordability in 3 nonoverlapping but similar low-income communities in urban Los Angeles, California. Methods Using a community-based participatory research approach, we trained community members to conduct a food assessment to 1) map the number and type of retail food outlets in a defined area and 2) survey a sample of stores to determine whether they sold selected …

This phenomenological study describes the experiences of twelve leadership educators who were teaching leadership in undergraduate leadership development programs in the Midwest. The central research question was: What are the experiences of educators who are teaching leadership to undergraduate students at academic institutions? Teaching leadership was defined as providing developmental opportunities (e.g. formal education, in class instruction, one-on-one, coaching, service learning, individual reflection) to increase both leader and leadership capacity. Educators were defined as individuals who provide developmental opportunities for undergraduates. The validity of self-monitoring personality in work and organizational settings was reexamined. Comparative meta-analyses using both random-effects and fixed-effects models were conducted (349 total samples; N = 75,811) to test the relationship between self-monitoring personality and work-related and demographic correlates, as well as the reliability of the self-monitoring measures. Contributions were made to the literatures of self-monitoring and meta-analysis. Self-monitoring: Results indicated that self-monitoring related to a number of relevant organizational outcomes, including job effectiveness and success, leadership, and ingratiation. Some results ran contrary to the prior meta-analysis (Day, Shleicher, Unckless, & Hiller, 2002). Meaningful differences were found between the …

Although anti-terrorism policy should be based on a normative treatment of risk that incorporates likelihoods of attack, policy makers’ anti-terror decisions may be influenced by the blame they expect from failing to prevent attacks. We show that people’s anti-terror budget priorities before a perceived attack and blame judgments after a perceived attack are associated with the attack’s severity and how upsetting it is but largely independent of its likelihood. We also show that anti-terror budget priorities are influenced by directly highlighting the likelihood of the attack, but because of outcome biases, highlighting the attack’s prior likelihood has no influence on …

While librarians and archivists supported teaching, research and service at Western, they did not directly engage in it. As a result of grassroots efforts undertaken by members of Western’s academic community in the mid-2000s however, the potential contributions of information workers to the teaching, research and service mandate of University began to garner recognition. Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.

This study examines the relationship between citizens, political parties, and local government in Nepal. Specifically, the research focuses on the relationship as it pertains to the decision-making processes in the VDC and DDC in Salleri, Solukhumbu. Through interviews with individuals at the policy level in Kathmandu, officials in Salleri, and residents of Salleri, the research studies this interaction and how it relates to citizen’s individual agency, political parties’ role as a middleman, and local government’s ability to communicate with local residents. This paper seeks to address the relationship between the “clubes deportivos” of Valparaíso and the offices within the city government. Both national and municipal laws address the importance of developing sport within their jurisdictions, along with methods of developing and maintaining relevant institutions. The “clubes deportivos,” while they are a collection of private actors, are widely popular, and appear to be an effective method of achieving the goals that are set out in the municipal laws. The World Bank defines corruption as “the abuse of public power for private benefit.” The definition of corruption can have many permutations, however, and acts of corruption are rarely recorded, thus it is difficult to quantify the level of graft in a town, city, or nation.
