Extended Commentary: Military Service Without The Common Rule, Harwood R. Garland II. 2018 University of North Georgia

Extended Commentary: Military Service Without The Common Rule, Harwood R. Garland Ii.

International Social Science Review

The Common Rule does not mention military service members, and hence does not protect them as a vulnerable class of people. Other laws offer protection in relations to clinical research on U.S. military service members, but they are far from the straightforward.

Many Americans may not know that it was Dwight D. Eisenhower who in 1954 issued the official proclamation celebrating the service of all veterans by designating Nov. 11, formerly known as Armistice Day, in honor of our vets. Eisenhower, of course, was supreme commander of Allied Forces in Europe during World War II and commander in chief as the 34th president of the United States.

In Ike’s words, “on that day let us solemnly remember the sacrifices of all those who fought so valiantly, on the seas, in the air, and on foreign shores, to preserve our heritage of ...

BACKGROUND: Access to mental health care is challenging. The Veterans Health Administration (VHA) has been addressing these challenges through technological innovations including the implementation of Clinical Video Telehealth, two-way interactive and synchronous videoconferencing between a provider and a patient, and an electronic patient portal and personal health record, My HealtheVet.

OBJECTIVE: This study aimed to describe early adoption and use of My HealtheVet and Clinical Video Telehealth among VHA users with mental health diagnoses.

METHODS: We conducted a retrospective, cross-sectional analysis of early My HealtheVet adoption and Clinical Video Telehealth engagement among veterans with one or more mental health diagnoses ...

Mackinder And The Arctic's Emerging Geopolitics: Recommendations For The U.S. And Its Nato Allies, Bert Chapman

Libraries Faculty and Staff Presentations

This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. It concludes by stressing that the Arctic can no longer be viewed as a region immune from international conflict and presents recommendations for the U.S ...

Command Climate And Ethical Behavior: Perspectives From The Commandant's Of The Marine Corps, Brian Kerl 2018 University of San Diego

Command Climate And Ethical Behavior: Perspectives From The Commandant's Of The Marine Corps, Brian Kerl

Dissertations

Marine Corps commanding officers today face challenges aggravated by the wars in Iraq and Afghanistan, strategic uncertainty, and societal changes that carry over to the military such as women serving in infantry roles and the use of social media. These challenges are exacerbated by the stressors unique to the military such as lengthy separations from loved ones and multiple relocation moves, which underscore the significance of command climate and its influence on ethical behavior. Importantly, the consequences of a command climate not focused on ethics may negatively affect combat readiness and warfighting effectiveness. To date, however, little scholarly work, if ...

The Operational And Administrative Militaries, Mark P. Nevitt 2018 University of Pennsylvania Law School

The Operational And Administrative Militaries, Mark P. Nevitt

Faculty Scholarship at Penn Law

This Article offers a new way of thinking about the military. The U.S. military’s existing legal architecture arose from tragedy: in response to operational military failures in Vietnam, the 1980 failed Iranian hostage rescue attempt and other military misadventures, Congress revamped the Department of Defense (DoD)’s organization. The resulting law, the Goldwater-Nichols Act, formed two militaries within the DoD that endure to this day. These two militaries – the operational military and the administrative military – were once opaque to the outside observer but have emerged from the shadows in light of recent conflicts. The operational military remains the ...

This strategy entails understanding the users and their ...
