“Aboriginal economic development” differs from other forms of development by emphasizing aboriginal values and community involvement. Joint ventures, while providing business advantages, may not be able to contribute to aboriginal economic development. This paper examines two joint ventures in the interior of British Columbia to examine their ability or inability to contribute the extra dimensions of development desired by aboriginal communities. The AED framework examines business structure; profitability; employment; aboriginal capacity in education, experience, and finance; preservation of traditional values, culture and language; control of forest management over traditional territory; and community support. As debates on reform of global environmental governance intensify, the future of the United Nations Environment Programme (UNEP) has come into acute political focus. Many argue that the organization has faltered in its role as the UN's leading agency for the environment. In this article, I use historical institutional analysis in combination with current international relations and management theory to explain UNEP's creation and evolution. Having described how the creators of UNEP envisioned the nascent organization, I analyze its subsequent performance, identifying the key factors that have shaped its record. Abstract

In this study, Miller re-analyzed acoustic bat data collected from June-August 2003 that was part of a baseline inventory of bat species in three national parks in the Lake Superior region. While the original study presented base-line data on the presence/absence of bat species in these parks, this reanalysis provides estimates of relative abundance and temporal activity of the identified species. Using a suite of recently developed acoustic analysis tools, Miller created species specific filters. This allowed parsing of calls from non-fragmented sequences and differentiate between two species, Myotis septentrionalis and Myotis lucifugus, that were combined into a …

Federal conservation policy has seen a new development recently: the use of the Clean Water Act (CWA) as a tool for regulating ballast water discharges from ships and, thereby, for preventing biological invasions caused by the discharge of nonindigenous organisms in ballast. Some outcomes of this new method for regulating ballast water discharge are obvious, others are much less so. Superimposing CWA regulatory authority on an already existing system of U.S. ballast law and regulation is likely to change the politics of ballast regulation. The Last Days of Shishmaref chronicles the lives of several families who live in the eponymous village in northwest Alaska as the effects of global warming begin to decimate their surroundings. This beautifully filmed and meditative documentary focuses on the lives of the Inupiaq Eskimo villagers and does not overtly politicize the often volatile issue of the causes of global warming. The film is more concerned with the effects of climate change rather than the causes.

As environmental concerns mount alongside increasing auto dependence, research has been devoted to understanding the number of automobiles households own. The 2000 US census public use micro sample is used to demonstrate the importance of preference formation in auto ownership by studying auto ownership among recent movers. Using a multinomial probit model, the paper demonstrates that residents in the US transit cities who moved from major metropolitan areas are more likely to own fewer vehicles than counterparts who moved from smaller metropolitan areas and non-metropolitan areas. Are Profits From Subdivision Development Higher In Areas With More Regulations? A Case Study Of South Kingstown, Rhode Island And Some Implications For Land Use Planning, Rayman Mohamed

Little is known about the relationship between regulations and profits from residential subdivision development. This article presents data that for the first time determines profits from subdivision development in a heavily-regulated market. This study found an average profit, measured by internal rates of return, of 29 percent, comfortably above what scholars consider normal. Profits decreased as time increased to complete the subdivision. Profits also decreased because of delays due to regulations and voluntary delays by developers. These results suggest that implementing smart growth policies may be challenging in more-regulated areas and easier in less-regulated areas. The findings suggest that higher …

Based on a definition of “abductive insight” and a critical discussion of G. Schurz’s (2008) distinction of eleven “patterns of abduction” that he organizes in four groups, I suggest an even more comprehensive classification that distinguishes 15 forms in an alternative structure. These forms are organized, on the one hand, with regard to what is abductively inferred—singular facts; types; laws; theoretical models; or representation systems—and, on the other, with regard to the question whether the abductive procedure is selective or creative (including a distinction between “psychologically creative,” as in school learning, or “historically creative”). There are many reasons to suspect that benefit-cost analysis applied to environmental policies will result in policy decisions that will reject those environmental policies. The important question, of course, is whether those rejections are based on proper science. The present paper explores sources of bias in the methods used to evaluate environmental policy in the United States, although most of the arguments translate immediately to decision-making in other countries. The taxonomic identity of the historical and current wolf (Canis lupus L., 1758 or Canis lycaon Schreber, 1775 or their hybrids) population in Minnesota (MN) and the Great Lakes region has been, and continues to be, controversial. So too does its legal status under the U.S. Endangered Species Act. This review summarizes the morphological and genetic information about that population and concludes that historically the MN population consisted of a gray wolf (C. lupus) in the west and an eastern type (Canis lupus lycaon or C. lycaon) in the east with intergrades or hybrids between …
