Emp And Geomagnetic Storm Protection Of Critical Infrastructure, George H. Baker III 2012 James Madison University

Emp And Geomagnetic Storm Protection Of Critical Infrastructure, George H. Baker Iii

George H Baker

EMP and solar storm wide geographic coverage and ubiquitous system effects beg the question of “Where to begin?” with protection efforts. Thus, in addressing these “wide area electromagnetic (EM) effects,” we must be clever in deciding where to invest limited resources. Based on simple risk analysis, the electric power and communication infrastructures emerge as the highest priority for EM protection. Programs focused on these highest risk infrastructures will go a long way in lessoning societal impact. Given the national scope of the effects, such programs must be coordinated at the national level but implemented at local level. Because wide-area EM …

Carl Schmitt's Critique Of Liberalism And The European Union, Kyle S. Herman 2012 University of San Francisco

Carl Schmitt's Critique Of Liberalism And The European Union, Kyle S. Herman

Dr. Kyle S. Herman

I invoke Carl Schmitt's Critique of Liberalism outlined in "The Concept of the Political" to better understand the European Union (EU) as a governmental institution. It is my contention that the EU is a liberal institution, with the sole intent to drive economic policy while ignoring identity, similar to what Schmitt rails against in his critique of liberalism. For that reason I demonstrate how the EU fits well into the mold Schmitt laid out to identify liberal politics. Therefore I use Schmitt's critique as both a starting point for defining the European Union and, by superimposing his critique onto the …

Occupy Wall Street: A Movement In The Making, Hannah G. Kaneck 2012 Trinity College

Occupy Wall Street: A Movement In The Making, Hannah G. Kaneck

Senior Theses and Projects

It has changed the landscape of America in just the last eight months. Cries of “We are the 99%” fill the air. People are angry. Many will argue for years to come what the occupation has actually done for American society, politics and culture. It is clear though that things are changing. A precipice has been reached and it does not seem that those truly devoted to changing the system will back away quietly. Over the last 28 weeks I have read countless articles and interviews of occupiers from all over the world who have converged on Zuccotti Park in …

The Full Cost Of Renewables: Managing Wind Integration Costs In California, William Savage 2012 Pomona College

The Full Cost Of Renewables: Managing Wind Integration Costs In California, William Savage

Pomona Senior Theses

Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.

Exploring German And American Modes Of Pedagogical And Institutional Sustainability: Forging A Way Into The Future, Lindon N. Pronto 2012 Pitzer College

Exploring German And American Modes Of Pedagogical And Institutional Sustainability: Forging A Way Into The Future, Lindon N. Pronto

Pitzer Senior Theses

Rooted deep in Germany's past is its modern socio-political grounding for environmental respect and sustainability. This translates into individual and collective action and extends equally to the economic and policy realm as it does to educational institutions. This thesis evaluates research conducted in Germany with a view to what best approaches are transferable to the United States liberal arts setting. Furthermore, exemplary American models of institutional sustainability and environmental education are explored and combined with those from abroad to produce a blueprint and action plan fitting for the American college and university.

What Is Influencing Renewable Energy Infrastructure Deployment? A Multi-State Study Of U.S. Wind Generation Deployment Efforts, Laurence D. Helwig 2012 University of Nevada, Las Vegas

What Is Influencing Renewable Energy Infrastructure Deployment? A Multi-State Study Of U.S. Wind Generation Deployment Efforts, Laurence D. Helwig

Graduate Research Symposium (GCUA) (2010 - 2017)

Recent research has determined what influences the adoption of state renewable energy policy instruments. At present, nearly all of the U.S. states have deployed or have begun to deploy infrastructure that derives energy from renewable resources. This multiple U.S. State study represents an effort to determine the factors that are influencing the wind renewable energy infrastructure deployment efforts in thirty-eight U.S. states that have widely varying wind power potential capacities, different capacities of wind generation infrastructure deployed and varying Renewable Portfolio Standard (RPS) policy goals. This study utilizes the internal determinants and regional diffusion theoretical models of government policy innovation …

A Maine Guide For Developing Community Wind Projects, Rick Harbison 2012 University of Southern Maine, Muskie School of Public Service

A Maine Guide For Developing Community Wind Projects, Rick Harbison

Muskie School Capstones and Dissertations

In recent decades, wind power has emerged as one of the fastest-growing sources of energy in the United States. By the end of 2011, 46,919 megawatts (MW) of wind power had been installed across the country.1 A number of factors have driven this growth, chief among them are: technological innovation, increasing public support for renewable energy, and state and federal policies that encourage wind development.

While the predominant model for wind development in the United States—and Maine—has been large-scale commercial wind farms, a small but growing sector of wind development, known as “community wind,” is beginning to gain a foothold. …

Reducing Operating Costs By Optimizing Space In Facilities, Jared J. Maline 2012 Air Force Institute of Technology

Reducing Operating Costs By Optimizing Space In Facilities, Jared J. Maline

Theses and Dissertations

Facility maintenance and sustainment costs can represent a large portion of a company's or government's expenditures. The U.S. Government has a pressing need to reduce these costs and meet energy efficiency goals while remaining fiscally responsible. Research has shown that the government currently has little to no optimization standards or means of integrating such requirements into a decision making model. This is despite the fact that the data necessary to make educated decisions are already being collected through asset management and geospatial activities. This paper utilizes the Air Force's facility portfolio as a case study to better understand the problems …

Danish Wind Energy Innovation, Kyle S. Herman 2012 University of San Francisco

Danish Wind Energy Innovation, Kyle S. Herman

Dr. Kyle S. Herman

This article compares the exceptional Danish wind energy innovation system with the system employed by the US government. The underlying assumption about innovation systems in the US is that they are technologically driven, and past technological advances can be built upon leading to break-through innovations. However in Denmark, innovation was driven from citizens and relied on no break-through technologies, but rather a piecemeal process of collective, smaller innovations. For wind energy, this process was far more successful than the technologically driven innovation system in the US.

A Socio-Political Analysis Of Policies And Incentives Applicable To Community Wind In Oregon, Yao Yin 2012 University of Illinois at Urbana-Champaign

A Socio-Political Analysis Of Policies And Incentives Applicable To Community Wind In Oregon, Yao Yin

Yao Yin

As a new type of ownership structure, community owned wind projects are becoming more and more important in today's wind energy generation in the U.S. Unlike traditional large wind farms, community wind features local ownership and small-scale generation capacity. The goal of this paper is to identify policies, incentives, and regulations in place that are applicable to community wind projects in Oregon by interviewing project representatives and governmental officials and to depict the Oregon context from strategic, tactical, and operational perspectives for researchers, farmers, private businesses, government entities, and others who are interested in learning about the community wind in …

Hard Choices: Japan's Post-Fukushima Energy Policy In The 21st Century, Paul Scalise

Paul J. Scalise

As Japan raucously debates the future of nuclear power and renewable energy in both the National Diet and the courtroom of public opinion, some observers have wondered in which direction Japan's once "quiet politics" of national energy policy, in which highly organized interest groups dominated the policy process in arenas shielded from public view, would take the country now that energy has become a "high salience issue" (Culpepper 2011). Can Japan achieve a nuclear-free society without risk of rolling blackouts? Are energy security and environmental sustainability fundamentally compatible or mutually exclusive? Is economic efficiency still possible in an energy market …

Managing The Future Energy Policy For Ireland: Examining The Role Of Nuclear Power, Declan Lynch, Angela Wright

Dept. of Organisation & Professional Development Publications

This study assesses the attitudes and opinions of Irish people towards the use of nuclear power, and specifically examines the concept that Ireland should use nuclear power to generate electricity in the future. Currently, Ireland has a prohibition on nuclear power, with little debate or discussion on same, and with scant amounts of information published on the subject as it relates to Ireland. Conversely, from an international perspective, there is a significant volume of literature available covering all aspects of nuclear power, generated from over 50 years of nuclear power operations. Nuclear power technology is perceived as being a relatively …
