Bigger Bang, Fewer Bucks? The Productivity Of Public Charter Schools In Eight U.S. Cities, Corey A. Deangelis, Patrick J. Wolf, Larry D. Maloney, Jay F. May

School Choice Demonstration Project

School choice skeptics frequently claim that public charter schools perform no better than traditional public schools (TPS) on standardized test scores. Although a few individual studies of public charter schools have supported that claim, the most comprehensive research reports conclude that, though results vary across states and charter school networks, on average public charter schools have a positive effect on student achievement. Charter school performance appears to be especially strong in cities. Moreover, none of the studies of the relative effectiveness of public charter schools have explicitly considered the funding differences that exist across the two public school sectors. All …

Equity And Inclusion: Expanding The Urban Ecosystem, Tia Brown McNair, Judith A. Ramaley 2018 Association of American Colleges & Universities

Equity And Inclusion: Expanding The Urban Ecosystem, Tia Brown Mcnair, Judith A. Ramaley

Public Administration Faculty Publications and Presentations

As our nation grows ever more diverse, the need to ensure that our educational institutions are truly equitable and inclusive becomes more and more urgent. This sense of urgency plays out across a social and political terrain that threatens the very core of our identity as a nation. Our growing diversity is seen by some as a threat to our national security and as the primary cause behind the displacements and angers being created by the ever growing differences that are dividing our country. Our authors see our growing diversity as a much needed and valued source of energy, creativity …

Employee Financial Wellness Programs: Differences In Reach By Financial Circumstances, Sophia R. Fox-Dichter, Yingying Zeng, Mathieu R. Despard, Ellen Frank-Miller, Geraldine Germain

Social Policy Institute Research

Workplace-based Employee Financial Wellness Programs (EFWPs) aim to strengthen employees’ financial well-being through services such as financial coaching, payroll advances and short-term installment loans, credit counseling, debt management, and online financial management tools. Although EFWPs are a fast-growing part of employee benefit packages, offerings vary widely in service type and delivery method across em-ployers, and little research has assessed their efficacy and reach.1 Our prior research2 indicates significant differences among employees, includ-ing by race/ethnicity3, regarding their awareness, utilization, and self-reported benefits from EFWP services. This brief adds to this research by exam-ining these differences in EFWP reach by employ-ees’ financial …

Pipeline To Failure: Social Inequality And The False Promises Of American Public Schooling, Adia Wilson 2018 The Graduate Center, City University of New York

Pipeline To Failure: Social Inequality And The False Promises Of American Public Schooling, Adia Wilson

Dissertations, Theses, and Capstone Projects

My experience as a New York City public school student was absolutely electrifying, though filled with many trials. While my mother would have preferred to put me in private school, having access to some of the world’s greatest institutions and resources offered unique opportunities and exposures. The performing arts provided me with an outlet to express myself and build skills and confidence. In particular, dance education kept me occupied and disciplined in a large city full of danger. Every so often, I witnessed hostile, or even violent exchanges between students, or students and staff. While some of my schoolmates became …

Bridging Academic And Practice: Benefits, Challenges And Lessons Learnt From Establishing A University Wide Experiential Learning Initiative, Gary Pan, Poh Sun Seow, Grace Koh

Research Collection School Of Accountancy

The scale and complexity of challenges facing the world today are unprecedented. It is paramount that universities identify and equip students with relevant skills to meet the needs of the changing economy. Recognizing this need, Singapore Management University launched a new initiative, SMUX. In this paper we will describe SMU-X which is a paradigm shift focusing on experiential learning as opposed to teaching, characterized by 4 principles: (i) inter-disciplinary content and activities, (ii) project-based learning via an actual problem/issue faced by an organization, (iii) active student mentoring by faculty and industry, and (iv) creating a tripartite learning loop between faculty, …

Massachusetts School Discipline Policy Change: Exclusion, Alternatives, And Inequality In Public District And Charter Schools, Aster Richardson 2018 University of Massachusetts Amherst

Massachusetts School Discipline Policy Change: Exclusion, Alternatives, And Inequality In Public District And Charter Schools, Aster Richardson

School of Public Policy Capstones

School discipline reform is of growing interest to policymakers as ongoing research reveals the negative effects of current school discipline policies. In the U.S., the most popular models of school discipline use exclusionary practice, which includes suspension and expulsion. Studies have shown that exclusionary discipline contributes to undesired social outcomes such as poor academic performance, school drop out, unemployment, and even incarceration. Additionally, exclusionary discipline and its negative consequences disproportionately affect racial minorities and other vulnerable groups of students. Reform of current state policy is a necessary first step toward implementing alternative discipline practice in schools. In 2012 Massachusetts legislature …

Access To Technology And Student Academic Achievement: Empirical Evidence From Nepal, Palista Kharel 2018 University of Massachusetts Amherst

Access To Technology And Student Academic Achievement: Empirical Evidence From Nepal, Palista Kharel

School of Public Policy Capstones

My research explores the linkage between access to technology and student academic achievement in Nepal. I measure access to technology using four proxies: availability of electricity, radio, TV and computer at home. I measure academic achievement using student test scores in the Grade 10 national level examinations.

My results indicate that students with access to electricity, radio, TV and computer at home, have higher average test scores overall. Particularly, access to a computer has the largest positive effect on a student’s academic achievement. Simple OLS regression results suggest that those with access to a computer score 64 points higher than …

It All Starts With Forging Social Ties: Developing School Leadership From The Social Network Perspectives, Yinying Wang

Educational Policy Studies Faculty Publications

School leadership can be developed and strengthened from many approaches, including, but not limited to, transformational, instructional, distributed, and social justice leadership. This article presents an alternative perspective to develop school leadership from the social network perspectives. Drawing upon the growing body of research on social networks in school leadership, this article elucidates the evidence-based school leadership practices from four facets: social ties, network structure, social influence, and school culture. These four facets influence one another as the school leaders emerge, exercise leadership, and build a nurturing school culture through forging social ties, shaping network structure, and gaining social influence.

Voices From The Margins: Service Providers Perspectives On Empowering Refugee Women, Deidra Ann Coleman 2018 Loyola University Chicago

Voices From The Margins: Service Providers Perspectives On Empowering Refugee Women, Deidra Ann Coleman

Master's Theses

Refugee women face considerable challenges while fleeing their countries, and attempting to adjust to their new lives in their host country. As a result of being both a woman, and a member of a marginalized group, refugee women tend to suffer disproportionately during displacement and and resettlement (UNHCR, 2015). They are more likely to be discriminated due their gender and ethnicity, and to lack the necessary community supports and resources needed to overcome barriers they encounter. In response to the refugee crisis, service organizations have emphasized empowerment as a key way to improve the lives of refugee women. While there …

Union Busted: Understanding The Relationship Between Democrats, Republicans, And Teachers’ Unions, Roman Motley

Master's Theses

There is an almost symbiotic relationship between the Democratic Party and labor unions. Labor unions emerged as the largest donors and staunchest organizers for Democrats. This is all especially true for teachers’ unions. The American Federation of Teachers and the National Education Association represent the largest organizational donors to the Democratic Party. Democrats on the national stage compete fiercely for these two organization’s endorsement. So, if teachers’ unions represent such an important donor and organizing base for Democrats how can we explain Democratic politics on education? Race to the Top was highly unpopular with unions and supported by Democrats. Liberal …

Evaluating The Impact Of State Policies On Charter School Success, Leah Byers 2018 University of Kentucky

Evaluating The Impact Of State Policies On Charter School Success, Leah Byers

MPA/MPP/MPFM Capstone Projects

Since their inception in 1991, charter schools have become a widely-adopted school choice policy intended to increase educational outcomes through competition and innovation. The details of how states structure their charter school laws are diverse across states, which raises the question of whether certain law parameters are better than others at attracting and maintaining high-quality charter schools.

Charter schools are designed around the basis of market accountability; they must attract students in order to remain in operation. The threat of closure is an incentive built into the charter model that is intended to increase school performance. For this reason, I …

Higher Education In Tajikistan: Institutional Landscape And Key Policy Developments, Alan J. Deyoung, Zumrad Kataeva, Dilrabo Jonbekova

Educational Policy Studies and Evaluation Faculty Publications

Higher education in Tajikistan has undergone substantial changes over the past 25 years as a result of both its internal crises and those social and economic transition challenges seen throughout the Newly Independent States (NIS). HEIs in the country have also shown eagerness to change and grow as they move toward world education space. In this chapter, we examine the evolution of the Tajik system of higher education from the Soviet time through independence (1991–2015) in terms of growth, emerging landscape and diversification, and key policy developments and issues. We analyze these changes in the context of relevant economic, social …

Examining Jordanians' Attitudes Towards Five Types Of Developmental Disabilities, Najah Zaaeed, Mohammad Mohammad, Peter Gleason, Khaled A. Bahjri, Naomi Modeste

Public Health, Food Studies, and Nutrition

Background: The diagnosis and reported rates of persons with developmental disabilities (PWDDs) in Jordan is steadily increasing. Although initiatives have been implemented to improve the lives of PWDDs, attitudes towards PWDDs hinder successful inclusion in the Jordanian society.

Objectives: To examine the relationship between Jordanians socio-economic status and attitudes towards persons with developmental disabilities: autism, blindness, cerebral palsy, Down syndrome and muscular dystrophy.

Methods: Jordanians (N=259), ages 18-65 were recruited for this convergent parallel, mixed-methods study. Participants completed the modified 40-item Community Living Attitude Scale-developmental disability (CLAS-DD) and the modified Intellectual Disability Literacy Scale consisting of five vignettes, representing each …

Public Policies Involving Pregnant And Parenting Secondary Students From Perspectives Of Educators, Tomecole Hilliard-Carlton 2018 Walden University

Public Policies Involving Pregnant And Parenting Secondary Students From Perspectives Of Educators, Tomecole Hilliard-Carlton

Walden Dissertations and Doctoral Studies

Despite a significant drop in the number of pregnant adolescents and reforms to fight

gender discrimination under Title IX, teen pregnancy and risk factors including poverty,

stigma, and substance abuse, which may lead to different negative outcomes, such as

depression, social isolation, and lowered self-esteem remain a persistent problem in the

United States. Due to these factors, pregnant and parenting teens have been noted to drop

out of high school prematurely. Using incrementalism as a theoretical framework, the

purpose of this qualitative exploratory case study was to explore and describe Title IX

compliance and local policies and practices of educators …

Access Or Exclusion? An Analysis Of State Reproductive Rights And Comprehensive Sex Education, Sam Gilbert 2018 Eastern Illinois University

Access Or Exclusion? An Analysis Of State Reproductive Rights And Comprehensive Sex Education, Sam Gilbert

Undergraduate Honors Theses

In 2009, Colorado successfully decreased their abortion rate among minors and at-risk teenagers through a privately-funded trial. This outcome was realized by offering affordable, accessible, and comprehensive reproductive healthcare options, specifically long-acting reversible contraception, to young women. Reproductive rights is an issue at the forefront of political discussion, often a determining factor for party identification. The controversy of reproductive rights--in particular, abortion--leads to a higher reliance on hear-say, instead of peer-reviewed literature, statistics, and legislation. In order to gain a well-balanced understanding of abortion politics, I compare three Midwestern states--Illinois, Indiana, and Minnesota--to determine their respective policy successes and shortcomings. …
