In March of 2012, the State Integrity Investigation published a Corruption Risk Report Card for each state, giving them a grade on 14 different areas relating to government transparency. Based on those grades, the states were then ranked 1-50, with 50 being the worst in government transparency; Maine ranked 46th. This report card prompted my thesis which evaluated government transparency at the state level, with a particular focus on Maine. Based on my research I attempted to answer the following questions: What are the current statutes/regulations regarding conflict of interest for legislative and executive branch officials in Maine? Prior research on a regional leader’s role in the deepening of regional integration assumes that economic power translates directly into political capabilities. Relative political capacity among states is central to the creation and deepening of regional integration since it is this capacity that smoothes out the transition from a closed to an open economy. Should a state have low levels of this capacity but desire openness, it will partner with regional leaders given the leaders’ higher relative political capacity. However, the leaders’ subsidy of a partner’s capacity comes at a price. The leaders would trade political capacity for forming a …

Terrorism feeds on an atmosphere of fear and uncertainty. In order for a terrorist group to achieve its purpose, its activities must be known to a mass audience. Due to the often isolated nature of the conflicts in which they are involved, terrorists groups must attract and maintain the attention of the mass media, through which they access a broader audience and gain salience. This relationship begs the question: will less media attention lead to less terrorism as groups lose their audience and are forced to use legitimate means of enacting change? The problem of nuclear waste disposal has existed since the time of the Manhattan Project in World War II. Although there exist a number of technological hurdles, the main cause that has consistently plagued a solution to nuclear waste has been the politics behind it. This thesis attempts to add to the political literature behind nuclear waste disposal by examining the nuclear waste disposal preferences of members of the United States House and Senate. The Responsibility to Protect (RtoP) concept aimed to clarify the relationship between state sovereignty and humanitarian intervention, and its invocation during the recent intervention in Libya provides an opportunity to assess its impact. This project compares the events of Libya with the war in Bosnia-Herzegovina of the early 1990s, examining the framing of these conflicts as well as the perceived role of other states, the engagement of international organizations with the concept, and the effect on operations during the humanitarian interventions themselves. Peace enforcement—the threat or use of military force to compel belligerent adherence to a civil war settlement—has become increasingly salient in the past decade. Using a hazards analysis of all civil wars and associated third party interventions between 1945 and 2013 in addition to three structured, focused case studies, I argue that peace enforcement operations that 1) utilize the appropriate typological spoiler management strategy and 2) maintain legitimacy and impartiality through close cooperation with UN peacekeepers, are the most successful at catalyzing civil war termination and securing durable peace. In this thesis, I address two puzzles regarding Japan’s security policy: (1) its minimalist military posture despite its economic power during the Cold War and (2) the recent shift from this minimalist security policy to an assertive one marked by a strengthening of its international security role and military. I argue that although many IR scholars, mainly from the realist camp, claim that the formation of the original security policy (puzzle 1) and subsequent transformation (puzzle 2) is driven by the state’s rational response to external conditions in the international security environment, it can more adequately be explained by the …

Widespread participation in the 1980s Solidarity movement by Polish nationals of both genders, varying ideologies, and differing political backgrounds has led to diverse views of the history and narrative of the movement that today is interpreted in differing ways by groups and individuals. To gain a better understanding of how Poles view this unique time period of their history a survey featuring 54 questions was dispatched to and completed by over 121 Polish nationals. This paper seeks to destabilize the silent privilege given to the secured juridical-political position of the citizen as the stable site of enunciation of the problem/solution framework under which the stranger (foreigner, immigrant, refugee) is theoretically located. By means of textual, intertextual, and extratextual readings of Antigone , the paper argues that it is politically and literarily possible to (re)invent her for strangers in the twenty-first century, that is, for those symbolically produced as not-legally locatable and who resignify their ambivalent ontological status between life and death as an alternative sociopolitical location of speech and action in equality with 'others.'
