An Evaluation Of The Community Childcare Subvention Scheme Using Policy Design Theory, Bernie O'Donoghue Hynes, Noirin Hayes

This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. Federal Earmarks In The State Of Georgia, Jeffrey Lazarus

Earmarks have been controversial ever since becoming a prominent part of the congressional spending process. Critics charge that earmarks fund projects with little or no economic value (for instance Ted Stevens’ “Bridge to Nowhere,”) but instead allow Congress members to direct government spending to campaign contributors (the charge leading to a federal investigation of the now-defunct lobbying firm PMA Group). On the other side of the controversy, congressional earmarks do fund a number of community improvements which are very valuable, at least locally. This report examined links between transportation and food access in South Los Angeles and recommends ways to increase access to healthy food through transportation and land use programs and policies. The report is the product of Food Access and Transportation in South Los Angeles project, a collaboration between the Community Redevelopment Agency of the City of Los Angeles (CRA/LA), the Urban & Environmental Policy Institute at Occidental College (UEPI), and Esperanza Community Housing Corporation (Esperanza). The recommendations were developed through research of best practices and policies throughout the country; surveys of food retail stores and mobile food vendors in the project area; mapping of food retail locations and transportation routes in the project area; and the experiences of the project partners in working on food access issues ...

Since the 1950s, despite considerable and long-term tobacco industry and government efforts, attempts to develop a less risky cigarette that reduces harmful ingredients, generally or specifically, have failed. Moreover, even under ideal conditions with adequate scientific testing, the efficacy of purportedly reducing the severe health effects cannot be scientifically verified for up to 20 years after the introduction of a product on the market. A key and central provision in the 2009 U.S. Food and Drug Administration (FDA) legislation is to reduce the risk or harm of cigarettes. Scholars in tobacco control have utilized a social construction approach to test and explain tobacco control policy and advocacy. Some recent tobacco control policy research has contended that Philip Morris's support of the U.S. Food and Drug Administration (FDA) regulation of tobacco (including purportedly reducing the harm of cigarettes) is to obtain the social construction goal of a socially responsible company. This paper investigates the evolving inter-relationship between the PKK and Kurdish Drug Networks (KDNs). To understand the nature of the interaction between these differently motivated organizations, the investigators examined the documented statements of drug investigators, PKK operatives and convicted drug criminals. The PKK-KDN interaction was selected as a case study because it provides important insights into much the broader and highly controversial issue concerning the relationship between criminal and terrorist organizations.
