An Analysis Of The Incidence Of Recruiter Irregularites, Paul Heaton 2009 Rand Corporation

An Analysis Of The Incidence Of Recruiter Irregularites, Paul Heaton

Paul Heaton

We examine the prevalence and consequences of irregularities by military recruiters. Recruiter irregularities are uncommon — using the services' data for tracking allegations between 2007–2009, we document about 1 allegation per 1,000 applicants. Between 1 to 3 percent of the recruiter workforce is involved in substantiated allegations in a given year, with concealment or falsification representing the most common form of irregularity. Exploring Army contract data, we compare the characteristics of those signing contracts at the end of the recruiting month — when recruiters are under the greatest pressure to meet their monthly recruiting quotas — with those signed earlier in ...

The Polarized Presidency: Depth And Breadth Of Public Partisanship, Brian Newman, Emerson Siegle 2009 Pepperdine University

The Polarized Presidency: Depth And Breadth Of Public Partisanship, Brian Newman, Emerson Siegle

Brian Newman

This essay examines the extent of partisan polarization in the public's views of the president from 1972 to 2008, extending earlier studies by placing the George W. Bush administration in historical context and exploring the depth and breadth of polarization. The authors find that the party gap in presidential approval has grown significantly over time. Moreover, more inpartisans strongly approve of the president and more outpartisans strongly disapprove. In addition, polarization has become broader as assessments of economic conditions, the president's handling of foreign relations, perceptions of the ideological difference between the president and citizens, and views of ...

Microfinance offers a means for reaching the poor who are left out of the formal financial sector. A fundamentally new way is needed to create a scalable and sustainable business model to meet this unmet need: a catalytic innovation. Our study focused on Swayam Krishi Sangam (SKS), an archetype of a catalytic innovator. The insights gained from our 3-year longitudinal study led to the proposed framework for a catalytic innovator encompassing five factors: customer focus on the poor and social entrepreneurship for the social mission. operational innovation, information technology, human capital management for scaling, and financial sustainability.

Performance Appraisal System In The Turkish National Police: The Case Of Ankara Police Department, Serdar Gul, Osman Dolu, Cemil Dogutas

Serdar Kenan Gul

This study examines the performance appraisal system and particularly the problem of the ‘secret appraisal system’ in the Turkish National Police. Using a survey conducted at the Ankara Police Department in 2001, this study explores the raters’ and the ratees’ opinions about the existing performance appraisal system. Multivariate regression analyses show that district captains and lieutenants, in contrast to non‐ranking police officers, are less concerned about the secret appraisal system because these ranks are in the position of rating their subordinates. More educated officers and female officers are more likely to be concerned about the secret appraisal system because ...
