The purpose of the present study was to determine if critical thinking skills, a key component of basic communication course pedagogy, can be assessed through students’ use of preemptive argumentation. Persuasive speech outlines were coded to determine if preemptive argumentation was present in students’ speeches and to determine the quality of preemptive argumentation. The results indicated that the majority of outlines contained preemptive argumentation. However, of those speeches containing preemptive argumentation, the majority of outlines employed low-quality preemptive argumentation. Effective public speaking skills are essential for a successful life. The authors provide an overall assessment of the basic public speaking course by examining fifteen student attributes divided into three categories (course engagement characteristics, dispositions, and demographics) hypothesized to affect learning and public speaking skill development in the basic course. A four-step hierarchical multiple regression tested two research questions (N = 709). Course engagement characteristics improved students’ public-speaking grade averages, but dispositions did not. Universities continue to rely heavily on graduate teaching assistants (GTAs) to teach many of their entry level courses, with limited research emphasizing student perceptions of GTAs. With this in mind, the purpose of this investigation was to assess the combined influence of instructor status (GTA vs. Professor) and sex on student perceptions of teacher credibility and confirmation behaviors across time. Results from the repeated measures analysis indicated interaction effects for instructor sex and time, whereby female instructors (regardless of their status) were perceived to have higher levels of character, trustworthiness, and perceived caring. A need for successful collaborative strategies is an enduring problem in natural resource management. Several qualities of “successful” partnerships have been identified but few empirical studies have tested these claims against the information sharing structure of “unsuccessful” partnerships. This paper examines the ego networks of members in a partnership that has not successfully reached its goals as an illustration of the ways in which external ties relate to attitudes and relationships within a partnership. Many governments are devolving power to elected local councils, hoping to improve service delivery and citizen representation by bringing officials closer to the people. While these decentralization reforms hold the promise of improved governance, they also present national and sub-national leaders with a complex array of options about how to structure newly empowered local political institutions. The article presents the curriculum for training community corrections professionals on how to deal with low-level/low-risk sex offenders, with emphasis on the role of various agencies in the collaborative response system. The role of probation and parole officers as the sex offender's external conscience is explained as well as the duties of law enforcement officers in responding to sex offenses. Jail staff may become involved by being court staff, prison staff and treatment staff.

Residential energy use has been envisioned in varied ways, each highlighting different factors and capturing a partial truth. This paper outlines assumptions of core theories about household energy use. It gives an abbreviated list of major empirical findings framed by these theories. It then identifies a new set of "blind spots" created by overly-simple reliance on models and by data shortcomings that in combination may block development of a more sophisticated understanding of energy use. The first draft of a mine action strategy in Iraq was formulated in 2004 in line with the urgent requirement to structure and organize mine action in Iraq in order to support national development priorities in line with the National Development Strategy (NDS).

This booklet describes a number of work relief projects operating in Milwaukee County in the 1930s with lasting positive impacts on the county. Highlights include construction of the Village of Greendale by the WPA and Resettlement Authority, support for health department inoculations of children, introduction of hot lunch programs for rural school children, construction of the Milwaukee water filtration plant, toy loan projects, and development of one of the finest park systems in the nation.

The number of Milwaukee County residents receiving unemployment insurance because of layoffs has tripled over the last three years, as workers remain on UI while seeking out retraining and searching for new employment. As of March 2010 over 50,000 workers were receiving UI payments instead of pay checks. Connecticut Transit (Cttransit) Fuel Cell Transit Bus: Third Evaluation Report And Appendices, K. Chandler, L. Eudy

This report describes operations at Connecticut Transit (CTTRANSIT) in Hartford for one prototype fuel cell bus and three newer diesel buses operating from the same location. The prototype fuel cell bus was manufactured by Van Hool and ISE Corp. and features an electric hybrid drive system with a UTC Power PureMotion 120 Fuel Cell Power System and ZEBRA batteries for energy storage. The fuel cell bus started operation in April 2007, and evaluation results through October 2009 are provided in this report.
