This Essay, which will appear in Across the Great Divide: New Perspectives on the Financial Crisis, a Brookings Institution and Hoover Institution book, begins with a brief overview of concerns raised by the Lehman Brothers bankruptcy about the adequacy of our existing architecture for resolving the financial distress of systemically important financial institutions. The principal takeaway of the first section is that Title II as enacted left most of these issues unanswered. By contrast, the FDIC’s new single point of entry strategy, which is introduced in the second section, can be seen as addressing nearly all of them. The …

The over-exploitation of African elephants for their ivory has led to a dangerous decline in their overall population. As a result, they were granted protection under the CITES international trade agreement and given an Appendix I listing, which completely bans their international trade. I investigate the following question: under what circumstances is the limited trade allowed under the CITES ivory trade ban an effective strategy to stall the illicit trafficking of elephant ivory? Using Kenya and Zimbabwe as case studies, the feasibility of the preservationist and utilitarian viewpoints on elephant conservation are explored. This paper argues that the CITES ban …

The House Energy and Commerce Committee has begun a process to review and update the Communications Act of 1934, last revised in any material way in 1996. As the Committee begins the review process, this paper responds to questions posed by the Committee that all relate, in fundamental ways, to the question: "What should a modern Communications Act look like?"

With the demise of the Colombian cartels in the late 1980s, a new business paradigm has emerged in Colombia and other Latin American countries. Throughout the last several decades, numerous political, social, and economic factors have aided in the emergence and growth of this new illicit venture. A relatively new concept, corporate environmentalism refers to the action corporations are taking to become more conscience of their environmental impacts. Using a case study of the company Patagonia, the dual motivations that exist for it and other companies to adopt more environmentally friendly policies are used to argue that environmental responsibility in business is possible. These motivations are values and beliefs held by those inside a company and financial gains found in corporate sustainability. To respond to the high imported food prices in their domestic markets, net food importing countries in the Communauté Financière Africaine (CFA) zone[1] are adjusting their import tariffs and homologate domestic prices of imported commodities such as rice, wheat, maize, and sugar. This research uses a multivariate specification of error correction model (VECM) of estimation to investigate the link between food imports, world price index of rice, wheat, maize and sugar, real effective exchange rates, domestic food production, GDP, and trade openness in the short and long run. the factory collapse at Rana Plaza in Bangladesh is a painful reminder that labor issues in the apparel industry are abundant and troubling. Catholic Colleges and Universities (CCUs) are confronted with the reality that many apparel manufacturers can operate in stark contrast to the vision of economic justice found in Catholic social thought (CST). In response, activists on CCU campuses have demanded that CCUs boycott apparel manufacturers that they believe to be in violation of their school’s values. The knowledge commons research framework is applied to a case of commons governance grounded in research in modern astronomy. The case, Galaxy Zoo, is a leading example of at least three different contemporary phenomena. In the first place Galaxy Zoo is a global citizen science project, in which volunteer non-scientists have been recruited to participate in large-scale data analysis via the Internet. Today, to perceive the link between society and environment does not require that we engage in an effort of great abstraction. This paper studies the impact of the inception of Independent Regulatory Agencies (IRAs) on the investment decisions of a sample of European publicly traded regulated firms. We investigate the impact of governments’ political influence on corporate investment and control for residual state ownership. We account for the measurement error in formal independence of IRAs by exploiting cross-country heterogeneity in the quality of political, financial and social institutions. Our results show that regulatory independence has a positive impact on firm investment, but, notwithstanding the presence of IRAs, political interference in the regulatory functions persists and is detrimental to firms’ investment.
