Since NAFTA, the United States and Canada have initiated programs to address cross-border transportation and anticipated increases in North American trade and travel. In 1999, The United States, through its multi-year transportation authorization act, began the Coordinated Border Infrastructure Program (CBI). This program, focused on border transportation investments, also established federal support for regional, binational planning coalitions. In 2000, U.S. Secretary of Transportation Rodney Slater and Canadian Minister of Transportation David Collenette signed a memorandum of cooperation to collaborate on transportation issues of mutual interest. This quickly led to the formation of the U.S.-Canada Transportation Border Working Group (TBWG) in …

This project focused on dilemmas of political biogeography through a case study of wildlife conservation and management efforts in the transboundary Cascadia region. Our team examined the interface of political science and biogeography, or “political biogeography,” through its manifestations in the evolving opportunities and barriers to regional wildlife conservation in the shared terrestrial ecosystems of British Columbia and Washington. Our research combined content analysis of policy documents and semi-structured stakeholder interviews and questionnaires.

The Confucian school emphasizes family value, moral persuasions, and personal relations. Under Confucianism, there is a free-rider issue in the provision of efforts. Since national officials are chosen through personal relations, they may not be the most capable. The Legalist school emphasizes the usage of incentives and formal institutions. Under the Legalism, the ruler provides strong incentives to local officials which may lead to side effects because some activities are noncontractible. The cold-blood image of the Legalism may alien citizens. There is great interest in the evolution of economic behavior. In typical studies, species are asked to play one of a series of economic games, derived from game theory, and their responses are compared. The advantage of this approach is the relative level of consistency and control that emerges from the games themselves; however, in the typical experiment, procedures and conditions differ widely, particularly between humans and other species. When did overseas trade start to matter for living standards? Traditional real-wage indices suggest that living standards in Europe stagnated before 1800. In this paper, we argue that welfare rose substantially, but surreptitiously, because of an influx of new goods as a result of overseas trade. Colonial luxuries such as tea, coffee, and sugar transformed European diets after the discovery of America and the rounding of the Cape of Good Hope. These goods became household items in many countries by the end of the 18th century. We use three different methods to calculate welfare gains based on price data and …

We introduce banks in a model of money and capital with trading frictions. Banks offer demand deposit contracts and hold primary assets to maximize depositors’ utility. If banks’ operating costs are small, banks reallocate liquidity eliminating idle balances and improving the allocation. At moderate costs, idle balances are reduced but not eliminated. At larger costs, banks are redundant. A central bank policy of paying interest on bank reserves can reverse inflation’s distortionary effects, and increase welfare, but only when costs are small. The threshold levels of banks’ costs increase with inflation, suggesting inflation and banks’ utilization are positively associated.

The welfare cost of anticipated inflation is quantified in a matching model of money calibrated to twenty-three different OECD countries for several sample periods. In most economies, given the common period 1978-1998, a representative agent would give up only a fraction of 1% of consumption to avoid 10% inflation. The welfare cost of inflation varies across countries, from a fraction of 0.1% in Japan, to more than 2% in Australia, reaching 6% with bargaining. The model fits poorly money demand data of several countries, however. The fit generally improves with longer sample periods. The results are fairly robust to variations …

This study initially set out to compare the cross-border flow of people into the U.S. and Canada over the course of one year. The research team at the BPRI chose to look at cross border flow for 2009, finding it to be the most recent comparable year. To begin this research, we set out with several general questions such as “who is crossing?”, “how many?”, “from where?” and “why?” We intended to first collect the quantitative data and then look at how the flow of people reflects or perhaps complicates the border and immigration policies, as well as the values, …

We propose an asymptotic likelihood-based LASSO approach for model selection in regression analysis when data are subject to validation sampling. The method makes use of an initial estimator of the regression coefficients and their asymptotic covariance matrix to form an asymptotic likelihood. This ``working'' objective function facilitates the formulation of the LASSO and the implementation of a fast algorithm. Our method circumvents the need to use a likelihood set-up that requires full distributional assumptions about the data. We show that the resulting estimator is consistent in model selection and that the method has lower prediction errors than a model that …

In this work, we begin with an investigation into the temporal correlation in default risk. We first establish a link between the dynamics of house price changes and the dynamics of default rates in the Gaussian copula framework by specifying a time series model for a common risk factor. We show that the serial correlation propagates from the common risk factor to default rates. In the second essay, we specify a model where the default correlation is stochastic. We find the distribution of expected value of cash flows received by securitized investment vehicles is distorted by the dynamics of default …

This dissertation includes three essays on the application of economics to various aspects of crime and criminal activity. The research presented in this dissertation points out a cause and a consequence of crime as well as the possible influence of a law on criminal activity. The first chapter provides an introduction to the ways that economic reasoning can be used to analyze criminal activity. The second chapter examines individuals' gun carrying activity in the presence of concealed weapon laws. The results suggest that allowing law-abiding individuals to carry concealed handguns is more likely to reduce crime than to increase it. …

This dissertation empirically identifies exogenous changes in monetary policy and estimates their effects on the economy. The framework is the Romer and Romer (2004) quasi-narrative approach to identifying exogenous changes in monetary policy. The first essay replicates the Romer-Romer (RR) “quasi-narrative” measure of shocks and updates them with Greenbook forecasts to 2003. A key result is the quasi-narrative approach is robust to updates and corrections for serial correlation. An alternative, independently formed measure of the intended funds rate from Thornton (2005) is compared to the RR measure. The measures are highly correlated and display slight differences concerning the timing of …
