In 1999 the City of Portland (City) began to require that stormwater management facilities (SMF) be built when private property is newly developed or redeveloped (City Code Chapter 17.38). Proper maintenance and upkeep of SMFs is essential to ensuring they function appropriately. The City's Maintenance Inspection Program (MIP) is tasked with inspecting stormwater management facilities on private properties in order to ensure that they are being properly operated and maintained and to meet provisions of the City's NPDES Municipal Separated Storm Sewer System (MS4) permit.

In this project, I analyzed the status and trends of water quality data describing fecal bacteria (E. coli) and DO in the Amazon and Coyote Creek watersheds of the Southern Willamette Valley, Oregon. I also examined TMDL implementation plans produced by DMAs, determined if and how implementation activities corresponded to changes in water quality, compared management and planning of DMAs in the watersheds, discussed aspects of the current TMDL, and compared state regulations and standards in other states. I concluded by making management recommendations to better facilitate future status and trend analysis.

Western painted turtles (Chrysemys picta belli) are found occupying Fairview Creek Headwaters (FCH) in Gresham, Oregon. This urban stream contains a large wetland with an adjacent butte, all managed by the City of Gresham. This management plan addresses the preferred habitat and population of turtles at the site. A habitat delineation of the site revealed specific locations where habitat improvements could take place as well as areas of already beneficial habitat. Two site plans were prepared showing areas of the site that could be enhanced with nesting habitat as well as additional aquatic habitat and basking habitat. A habitat study …

Housing development beyond the urban fringe (i.e., exurban development) is one of the fastest growing forms of land-use change in the United States. Exurban development's attraction to natural and recreational amenities has raised concerns for conservation and represents a potential threat to wildlife. Although forest-dependent species have been found particularly sensitive to low housing densities, it is unclear how the spatial distribution of houses affects forest birds. As research and study abroad programs span the globe, faculty and staff travel regularly to professional meetings. Colleges compete for prospective students and offer state-of-the-art technology, entertainment, food services, and other high-impact facilities. The focus of the work addresses the overarching operational context of the biofuel sector in Ireland and the role of different actors in shaping and resolving inconsistencies in policy outlook and practice. Temperate forests are an important carbon sink, yet there is uncertainty regarding land-use history effects on biomass accumulation and carbon storage potential in secondary forests. Wastewater treatment plants are a major source of contaminants of emerging concern, as these facilities are the main receptors of these products via household, commercial, and industrial drains, and transport via stormwater runoff. Biosolids are composed of numerous constituents, with a number of environmentally persistent and potentially toxic contaminants of emerging concern identified as present in large concentrations. Organisms and ecological groups accumulate evidence to make decisions. Classic experiments and theoretical studies have explored this process when the correct choice is fixed during each trial. However, we live in a constantly changing world. What effect does such impermanence have on classical results about decision making? To address this question we use sequential analysis to derive a tractable model of evidence accumulation when the correct option changes in time. Our analysis shows that ideal observers discount prior evidence at a rate determined by the volatility of the environment, and the dynamics of evidence accumulation is governed by the information …

Afghanistan has a need for increased access to energy to enable development. In this paper we analyze the potential for large-scale grid-connected solar photovoltaic (PV) and wind power plants in two of Afghanistan's most populous provinces (Balkh and Herat) to meet a large fraction of growing electricity demand. The results presented here represent the first quantitative analysis of potential capacity factors and energy yields of power plants in the country using measured wind speed and typical solar radiation data. Rock asphalt (bitumen-saturated sandstone) was produced from the Big Clifty Sandstone near Tar Hill and Big Clifty in northeastern Grayson County, and at Summit in adjacent Hardin County, from 1889 to 1940. Noncommercial amounts of oil were distilled from Big Clifty rock asphalt before 1930. Resource assessments conducted throughout the area during the mid-1920's described substantial rock-asphalt deposits. Later assessments in 1951, 1965, and the early 1980's, however, overlooked the northeastern Grayson County area. A new evaluation in 2015 estimated that the historically developed area between Clifty Creek and meeting Creek, and between the Summit Fault and Eveleigh Fault Zone, …

Heavy-oil and bitumen resources in western Kentucky are present in the Upper Mississippian Big Clifty and Hardinsburg Sandstones and Lower Pennsylvanian Kyrock and Bee Spring Sandstone Members of the Caseyville Formation in a belt extending from Logan County on the south to Breckinridge and Hardin Counties on the north.

Net oil-saturated intervals in the tar sands range from 2.5 to 4.7 m thick, largely in downthrown fault blocks in and bounding the Rough Creek Graben. Records from 1,500 wells, analysis of reservoir properties from 3,769 plugs from 135 coreholes, and bulk volume of hydrocarbon calculated in 139 surface samples were …

In the central United States, earthquake sources that are not well defined, long earthquake recurrence intervals, and uncertain ground-motion attenuation models have contributed to an overstatement of seismic hazard for the New Madrid Seismic Zone on the national seismic hazard maps published by the U.S. Geological Survey. A series of informal interviews in western Kentucky with local businesspersons, public officials, and other professionals in occupations associated with seismic-hazard mitigation discussed seismic-mitigation policies in relation to depressed local economy. Forests are more frequently being managed to store and sequester carbon for the purposes of climate change mitigation. Generally, this practice involves long-term conservation of intact mature forests and/or reductions in the frequency and intensity of timber harvests. However, incorporating the influence of forest surface albedo often suggests that long rotation lengths may not always be optimal in mitigating climate change in forests characterized by frequent snowfall. To address this, we investigated trade-offs between three ecosystem services: carbon storage, albedo-related radiative forcing, and timber provisioning.
