Monitoring the status and trends of our natural resources is the only way we can assess whether the actions that have been implemented are making a difference. The impetus for this resource condition monitoring program (RCM) was the recognition that our monitoring networks, baseline data and data management systems were inadequate to enable quantitative reporting to government, and the community, on the difference their investments in natural resource management were making. It was considered that making a significant investment in raising our ability to report would be a long-lasting legacy of value to the state.

The climate trend of the Antarctic interior remains unclear relative to the rest of the globe because of a lack of long-term weather records. Recent studies by other authors utilizing sparse available records, satellite data, and models have estimated a significant warming trend in the near-surface air temperature in West Antarctica and weak and poorly constrained warming trend in East Antarctica for the past 50 years. The Arctic is changing rapidly with dramatic local and global effect. To understand that change requires understanding the Arctic as a system. Models of different processes and at various scales are necessary tools for analyzing and understanding the Arctic system. Models are extremely diverse, yet they all require quality data. Through a series of case studies, augmented with ethnographic observation around the International Polar Year, this thesis examines how modelers assess, acquire, and prepare data for their models. On the Greenland Ice Sheet (GIS), the effect of the melt season’s changing supraglacial lakes on outlet glacier discharge is not well understood. It is known that many supraglacial lakes drain rapidly during each melt season. Earth's climate has been changing rapidly, particularly in the Arctic; however, the Arctic is poorly understood due to spatially and temporally sparse observations. Arctic conditions prove difficult to obtain good quality, long-duration field measurements. Current studies utilize model-observation hybrid datasets (i.e., reanalyses); hence, the accuracy of processes represented in these datasets is important. In this study, meteorological parameters, turbulent fluxes, cloud properties, radiative fluxes, and the surface energy budget from ERA-40, ERA-Interim, NCEP/DOE, and JRA-25 reanalyses are compared to SHEBA observations. The Shoreline Management Model is a GIS spatial model that determines appropriate shoreline best management practices using available spatial data and decision tree logic. Available shoreline conditions used in the model include the presence or absence of tidal marshes, beaches, and forested riparian buffers, bank vegetation cover, bank height, wave exposure (fetch), nearshore water depth, and proximity of coastal development to the shoreline. Kentucky gets approximately 95 percent of its electricity from coal-fired power plants, which produce significant amounts of carbon dioxide (CO2). In 2005, Kentucky coal-fired plants vented 102.8 million short tons of CO2 into the atmosphere. The economic vitality of the state will be affected by its ability to develop and apply a portfolio of technologies that will mitigate input of CO2 into the atmosphere. Multimetric indices, such as the Index of Biological Integrity (IBI), are increasingly used bymanagement agencies to determine whether surface water quality is impaired. However, important questions about the variability of these indices have not been thoroughly addressed in the scientific literature. In this study, we used a bootstrap approach to quantify variability associated with fish IBIs developed for streams in two Minnesota river basins. We further placed this variability into a management context by comparing it to impairment thresholds currently used in water quality determinations for Minnesota streams. The strengthening of spatial database infrastructures, further promoted by the INSPIRE Directive adopted in 2007, has led to an increased use of spatial data in planning and decision-making. Given that land-use plans are intrinsically spatial, such evidence and approaches can significantly benefit plan-making. A spatial framework could especially support the specific Strategic Environmental Assessment (SEA) aspects of the plan-making process. Continuous measurements of CO2 and water vapor exchanges made in three cropping systems (irrigated continuous maize, irrigated maize–soybean rotation, and rainfed maize–soybean rotation) in eastern Nebraska, USA during 6 years are discussed. Close coupling between seasonal distributions of gross primary production (GPP) and evapotranspiration (ET) were observed in each growing season. Mean growing season totals of GPP in irrigated maize and soybean were 1738 ± 114 and 996 ± 69 g C m−2, respectively (±standard deviation). The index of biotic integrity (IBI) is a commonly used bioassessment tool that integrates abundance and richness measures to assess water quality. The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain good quality water and encourage or execute activities to improve poor water quality. Monitoring is done on the over 18,000 miles of flowing rivers and streams, our greater than 280,000 acres of surface water in lakes and reservoirs, and the vast storage of groundwater in Nebraska’s aquifers.
