This report presents a series of marketing and economic development strategies for the central business district in Chicopee Center known as the Market Square area. The City of Chicopee, along with the cities of Holyoke and Springfield, is part of the urban center of the Pioneer Valley region. Like many older industrial cities, and like many cities with a small downtown area, Chicopee finds its economic fortunes at an ebb. Although Chicopee is certainly not a city in distress, it is believed that steps should be taken to ensure that the Market Square area does not slip into serious decline. …

The purpose of this report is to provide the Worcester City Manager's Office of Planning and Community Development with an inventory of industrially zoned properties within the City's designated Economic Opportunity Areas (EOA): Southern District, Pullman Street, Greendale, and Northeast. This inventory includes a database consisting of property information for all four EOAs, as well as a more detailed analysis of the Main South Industrial Cluster of the Southern District EOA.

The Ellen Wilson Dwellings are currently vacant and distressed. The development was built in 1941 on the site of the Navy Place Slums, replacing inadequate alley dwellings occupied by the poor. Located in the Capitol Hill Historic Neighborhood, the Ellen Wilson Dwellings over the years have become increasingly isolated from the rest of the neighborhood.

El presente documento busca rastrear algunas hipótesis que permitan entender la relación entre gobiernos locales y descentralización, teniendo como telón de fondo al caso ecuatoriano, pero inscrito en la región latinoamericana.

This study explores refuse collection as a municipal service using qualitative methods to examine how government makes decisions about residential refuse collection services in Portland, Gresham, and Beaverton, Oregon. The study explores the history of refuse collection in these three cities to identify factors that influence bureaucratic behavior and decision making when selecting a municipal service delivery option for refuse collection. Public choice and public policy analysis theory are used to discuss those non-monetary considerations present when government makes decisions about service arrangements. Youth gangs infiltrated Portland's illegal drug trade in the early 1980s. By the mid-1980s, entire neighborhoods in some parts of the city were affected. Residents expressed fear that their children would be drawn into gangs. Violence between rival gangs was frightening. Citizens, law enforcement and social services personnel organized to defend themselves and adjust programs to manage the problem. City officials denied a problem existed until a gang style shooting death forced recognition. The shooting death was catalytic in that it launched an effort to respond with a continuum of services. The House of Umoja was one of the services. …

Marketers who are searching for prime retail locations for gasoline outlets, and other automobile-oriented activities, in today’s market are faced with an increasingly complex process. As land and development costs escalate, competition increases and margins are tightened, there is a greater need for marketers within the retail gasoline industry to pinpoint sites that offer the best profit potential (Gilbart, 1994). Demographic Differences Between Sheltered Homeless Families And Housed Poor Families: Implications For Policy And Practice, Alice K. Johnson, Kay Young Mcchesney, Cynthia J. Rocha, William H. Butterfield

The Journal of Sociology & Social Welfare

This study compares homeless families with a representative sample of low income family households in St. Louis city and county to determine how they differ on key demographic variables. The research addresses methodological problems in prior research by comparing the findings of this study's random sample to the findings of four previous comparison studies. Findings from this study's random comparison sample are presented. Homeless families are significantly younger, never married, female-headed families of color. Housed and homeless families are not significantly different in the number of children or in the educational level of the head of household but housed families …

Intelligent Control Of Vehicles: Preliminary Results On The Application Of Learning Automata Techniques To Automated Highway System, Cem Unsal, John S. Bay, Pushkin Kachroo

Electrical & Computer Engineering Faculty Research

We suggest an intelligent controller for an automated vehicle to plan its own trajectory based on sensor and communication data received. Our intelligent controller is based on an artificial intelligence technique called learning stochastic automata. The automaton can learn the best possible action to avoid collisions using the data received from on-board sensors. The system has the advantage of being able to work in unmodeled stochastic environments. Simulations for the lateral control of a vehicle using this AI method provides encouraging results.

This paper addresses the development of a flexible low-cost automated scale highway (FLASH) laboratory which is intended to serve as a catalyst for accelerating the development of many intelligent vehicle highway system (IVHS) concepts.
