Fully recognizing the need for a comprehensive study of an integrated expressway and arterial highway system for the Tampa Metropolitan area, the State Road Department of Florida, jointly with the County of Hillsborough and the City of Tampa, engaged Wilbur Smith and Associates to develop a Master Highway Transportation Plan for the Tampa Area.
