These articles examine the outmigration of people from urban Ontario to rural Ontario during the Covid-19 pandemic. These articles use census data from Statistics Canada to explore population growth rates across CMAs and CAs. In addition, data from Statistics Canada is used to demonstrate the impact of intraprovincial migration on small towns and rural Ontario. Moreover, these articles touch upon semi-structured interviews with local elected officials, local administrative officials, and community leaders to showcase the impact of urban outmigration on rural Ontario. In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. Development in the urban and metropolitan context continues to be a vibrant area of scholarship and debate in the social sciences. This study continues and augments this research by examining two overarching issues: first, how development at the local level is impacted by fragmented political structures and inter-municipal relations, and second, the extent to which local, non-profit organizations and state agencies whose policies involve land-use planning and environmental conservation, are addressing issues of uneven- and parochial-centered development as a by-product of political fragmentation.
