As many parts of Brooklyn buzz with a startling rate of economic resurgence, Brownsville seems like a neighborhood left behind.
Struggling with poverty, poor health statistics, unemployment and high crime rates, and with the highest concentration of public housing in the city, it has not seen the same commercial and real estate revival as Williamsburg, Bushwick, Crown Heights and other areas of Brooklyn.

A Cross-Sectional Exploration Of Household Financial Reactions And Homebuyer Awareness Of Registered Sex Offenders In A Rural, Suburban, And Urban County., John Charles Navarro

As stigmatized persons, registered sex offenders betoken instability in communities. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders. Using a spatial multilevel approach, the current study examines the role registered sex offenders influence sale values of homes sold in 2015 for three U.S. counties (rural, suburban, and urban) located in Illinois and Kentucky within the social disorganization framework. The Levin College of Urban Affairs has been the evaluation and research partner for the Cuyahoga County Foreclosure Prevention Program (CCFPP) since the program was adopted in 2006. This report is an update to the County for 2016. The evaluation tracks progress and provides feedback about the program that can be used to improve and adapt it to meet the rapidly changing state and national context surrounding foreclosures.
Since the program began in 2006, the Cuyahoga County foreclosure prevention program has served a total of 29,135 homeowners at the five participating counseling agencies. In 2016 alone, 901 households were counseled. …

The Center for Community Planning and Development was engaged by the City of Oberlin, Ohio to develop a comprehensive housing needs assessment. A fact-finding study with recommendations, it is intended to support future policy discussion and visioning as part of the City’s planned comprehensive plan process in the coming year. This study was completed with input and guidance from the City and a Housing Study Steering Committee of community stakeholders, a Community Open House, and interviews with residents, workers, business owners, and community leaders. Historically, progressives have opposed restrictive zoning, arguing that by restricting the housing supply to high-end housing, zoning reduces the supply of housing available to lower-income Americans. But recently, some progressives have suggested that new market-rate housing facilitates gentrification and displacement of lower-income renters. This article critically examines that theory.

Sustainable For Whom? Green Urban Development, Environmental Gentrification, And The Atlanta Beltline, Daniel Immergluck, Tharunaya Balan

Large-scale, sustainable urban development projects can transform surrounding neighborhoods. Without precautionary policies, environmental amenities produced by these projects, such as parks, trails, walkability, and higher-density development, tend to result in higher land and housing costs. This will make it harder for a low- and moderate-income households to live near the projects, and neighborhoods are likely to become increasingly affluent. The Atlanta Beltline will ultimately connect 45 Atlanta neighborhoods via a 22-mile loop of trails, parks, and eventually a streetcar, all of which follow abandoned railroad tracks. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. The essay attempts to fill the gaps found in knowledge and practice for conceptualizing local housing marketplaces in public policy administration. Dichotomous conceptualization in terms of homeownership and rental housing led to inefficient local housing marketplaces and affordability issues. The rationally evolving economic concept of local housing marketplaces is to financially leverage every family and stimulate investing in landed properties for decent homes. Hence, the Housing Act of 1949 reasonably envisaged every American family having access to a decent home as the great equalizer.
