Housing Market Conditions And Neighborhood Concentrated Disadvantage: Impacts On Crime Victimization In Knoxville, Tennessee, Jiayi Li

Neighborhood concentrated disadvantage is a composite social factor that quantifies the quality of neighborhoods in urban areas. Criminal activity and victimization are more prevalent in disadvantaged neighborhoods. However, whether housing market factors (e.g., eviction, foreclosure, and subprime lending) represent an unrecognized dimension of neighborhood concentrated disadvantage remains unknown. I contribute to the neighborhood disadvantage literature by assessing whether three housing market factors (eviction, foreclosure, and subprime lending) are a neglected part of neighborhood concentrated disadvantaged that explains criminal activity and victimization. Furthermore, I investigate whether housing market factors mediate the relationship between concentrated disadvantage and crime. Last, using spatial analysis …

Screened Out Of Housing: The Impact Of Misleading Tenant Screening Reports And The Potential For Criminal Expungement As A Model For Effectively Sealing Evictions, Katelyn Polk

Having an eviction record “blacklists” tenants from finding future housing. Even renters with mere eviction filings—not eviction orders—on their records face the harsh collateral consequences of eviction. This Note argues that eviction records should be sealed at filing and only released into the public record if a landlord prevails in court. Juvenile record expungement mechanisms in Illinois serve as a model for one way to protect people with eviction records. Recent updates to the Illinois juvenile expungement process provided for the automatic expungement of certain records and strengthened the confidentiality protections of juvenile records. Cleveland’S Slavic Village: Stabilizing A Neighborhood Hit Hard By The Foreclosure Crisis (2006-2017), W Dennis Keating

Cleveland’s Slavic Village (and Broadway) is a neighborhood on the southeast side of Cleveland bordering the industrial valley. It grew with the arrival of European immigrants attracted by the jobs in the factories in the adjacent valley. Centered at Broadway and East 55th Street, the bustling neighborhood had commercial strips and churches serving a growing population. The total population peaked at 60,257 in 1950. As de-industrialization occurred in post-World War II Cleveland, so too did it affect Slavic Village as jobs left. By 2000, its population was about half (30,524) of what it had been half a century earlier. However, …

Foreclosures For Sale: Revisiting Stories Of Worcester's Mortgage Crisis, A Radio Documentary, Hallie Blashfield, Beatrice Misher

This radio documentary uses the personal stories of homeowners fighting to keep their homes in Worcester Massachusetts to explore the state of Foreclosure in Worcester ten years after the Great Recession. It follows the Worcester Anti-Foreclosure Team (WAFT) and its members in their fight against illegal foreclosures and their battles in Worcester Housing Court. Grounded in personal narratives, the documentary highlights systemic issues with the banking and legal system.

Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. In August 2006, Cleveland State University was asked to conduct an initial assessment of the Cuyahoga County Commissioners' Report and Recommendations on Foreclosure that would assist the county in planning for future phases of the project. This report presents the findings of this initial assessment of the first 18 months of the initiative. It documents the process undertaken by the county, assesses the progress made toward reaching goals, identifies successes and concerns, and offers some preliminary recommendations about program operations. It also offers suggestions for a more formal evaluation process going forward

The report, prepared for the Cuyahoga County Board of Commissioners, is an assessment of the County's comprehensive approach to addressing foreclosures on two levels: 1) Making foreclosure proceedings faster and fairer and 2) Creating an early intervention program to help residents prevent foreclosure.

Just as SVD [Slavic Village Development] fought back against predatory lending, mortgage fraud, and speculator flipping, the City of Cleveland and Cuyahoga County also sought to prevent these practices and stem the rising tide of foreclosures. This included legislation, litigation, and homeowner counseling. This article will focus on three examples of the response to the mortgage crisis in Cleveland: the Cleveland Housing Court, the Cuyahoga County Land Reutilization Corporation (land bank), and community development corporations (CDCs) and local intermediaries (namely, the Cleveland Housing Network (CHN) and Neighborhood Progress, Inc. In Or Out Of Mortgage Trouble? A Study Of Bankrupt Homeowners, Melissa B. Jacoby, Daniel T. Mccue, Eric M. Belsky

We examine the determinants of missed payments and foreclosure initiation among a national sample of homeowners who filed for personal bankruptcy in 2007, using a rich dataset from the 2007 Consumer Bankruptcy Project.

Credit access had a significant effect on keeping mortgages current across all of our models: access to, and reliance on, credit cards reduced the chance of missed payments and default, increasing the likelihood that bankruptcy could produce a fresh start. Missed mortgage payments also were associated with a substantial drop in income and with the use of a mortgage broker. The probability of foreclosure initiation was lower …

Residential Foreclosures' Impact On Nearby Single-Family Residential Properties;A New Approach To The Spatial And Temporal Dimensions, Timothy F. Kobie

This dissertation analyzes the impact that foreclosures have on neighboring property values. It focuses on foreclosures' impact based upon face blocks, not straight-line distances and it also incorporates time and the use of spatial statistics. Findings from this study show that properties in the foreclosure process longer have a greater negative impact on nearby property values than properties with more recent foreclosure filings. The first negative impact is not seen until a year after the filing. Therefore, policy responses need to be as swift as possible in preventing any negative impact on neighboring property values and should not focus on …
