Nebraska is a state that is not often viewed as affected significantly by mobility and migration. As a state, the net migration rate of 1.1 from 2015 to 2016 is fairly low compared to others like Florida (16.0) or Nevada (14.4). However, data from this report suggests that there is, in fact, substantial movement of people moving in and moving out; as well as pockets within the state where there is higher than average influx of both domestic and international migrants.

Young people, particularly low income youth of color, have historically been perceived as ‘problems’ in society, but new models of youth development have begun to shift the narrative surrounding young people. In order to demonstrate outcomes and causation between youth programming and positive outcomes, programs must incorporate systems of evaluation. By involving youth in the evaluation process, programs are able to provide further opportunities for youth to take ownership over programming and the narrative society associates with youth. The author will be using the YouthGROW program of the Regional Environmental Council as a case study.

In our 2011 paper “The bounds of smart decline: a foundational theory for planning shrinking cities,” we outline five propositions for just planning processes in cities losing population: inclusion, deliberation, recognition, transparency, and scale-appropriateness. Each proposition addresses a perceived weakness of planning processes in shrinking cities, and with each we list a set of actions planners can take in “moving the dial” toward more just outcomes. In this paper, we tackle the controversial issue of how it can be differentiated from other forms of OR.
