Public transportation is an important part of the U.S. transportation system. After losing popularity in the U.S. during the mid-20th century, public transportation has been making a strong comeback in major metropolitan areas since the 1990s. In an effort to reduce inner-city traffic congestion, promote environmentally sustainable development patterns, rejuvenate decaying central business districts, and take advantage of all the other externalities of public transportation (i.e., reduced air pollution, a smaller urban footprint reducing sprawl, etc.), urban areas have been actively expanding their existing systems or building completely new systems. The City of San Luis Obispo (SLO) has eleven official public open spaces. Managing these places presents a challenge in providing top-tier environmental stewardship, while also accommodating passive recreational use and access, in an era of fiscal limitations and competing priorities. Given that reality and the changing population dynamics in the US, providing equal access to these facilities is of increasing importance, whether by car, bike, on foot or via public transit. Bicycling is a method of tourism transportation that is healthy, non-invasive, environmentally responsible, and economically sustainable. It allows freedom, mobility, and sightseeing potential that is not made possible by other modes of transit. Thousands of bicycle tourists travel from all over the globe annually to explore California on touring bikes via established cycling routes and robust determination. Thousands of additional domestic and international visitors take weekend trips, plan family vacations, travel for business, or tour California from abroad, many of whom are excellent candidates for local and regional bicycle touring at a more gentle intensity level.
