The services provided to entrepreneurs through funding and mentoring between 2004 and 2008 by the Civic Innovation Lab resulted in the following economic impacts for 2008: output impact of $9.4 million; employment impact of 128 jobs; income (household earnings) impact of $4.1 million; and a tax impact of 1.2 million ($454,000 in state and local and $734,000 in federal).

Since 2010, New York State Governor Andrew Cuomo has closed nine state prisons for adults. For the prison towns that dot diversely rural and urban places of New York —each uniquely tied to the maintenance of mass incarceration— the closure of a state prison marks the end of an infusion of state capital constructed and construed quite explicitly as projects of economic development in the 1980's. Working Towards The Sustainability Of New Orleans’ African American Indigenous Cultural Traditions, Ethan K. Ellestad

University of New Orleans Theses and Dissertations

New Orleans indigenous cultural traditions such as Mardi Gras Indians, Social Aid and Pleasure Clubs and second line parades were born out of the disenfranchisement of the African American community. Though the practices have existed for over a century and provide social benefits, they have faced hostility from the police department, indifference from elected officials and city planners, as well as economic exploitation, denying them the ability to thrive. With a restructuring of public policy and outside assistance, these cultural traditions will be able to help revitalize the economically depressed areas where they continue to be practiced.

The Local Economic Growth Impact Of Broadband Infrastructure 1998 To 2008, Karen A. Gurney

This dissertation presents estimates of the relationship between early investment in broadband infrastructure and a number of local economic indicators using a data set of communities (by zip code) across the U.S. Data is matched from the FCC (Form 477) on broadband infrastructure availability with demographic and other socio-economic data from the U.S. Population Censuses and Business Trends Surveys. Spatial econometric techniques are utilized. Even after controlling for community-level factors known to influence broadband availability and economic activity, it was found that between 1998 and 2008, communities in which broadband was available by 1999, compared to those that did not, …

To date it can be seen across all areas of economic development, including factors of competitiveness and competitive advantage, to the attraction and retention of talent. Explaining The Persistence Of The Informal Economy In Central And Eastern Europe: Some Lessons From Moscow, Colin C. Williams

To evaluate critically the competing explanations for the persistence of the informal economy that variously represent this sphere as a residue, by-product, alternative and/or complement to the formal economy, this paper reports a survey of livelihood practices in 313 Moscow households. The finding is that the majority of households primarily depend on informal work to secure their livelihood and that although each and every theorisation is wholly valid with regard to particular types of informal work and/or specific population groups, no one articulation fully captures the diverse nature and multiple meanings of the informal economy in contemporary Moscow. Recently, it has become increasingly recognised that self-servicing is a growing rather than declining phenomenon. To explain this, a range of competing theories have emerged which variously portray those engaged in self-servicing either as rational economic actors, dupes, seekers of self-identity, or simply doing so out of necessity or choice. This paper evaluates critically the validity of these rival explanations. To do this, the extent of, and reasons for, self-servicing in the domestic realm is empirically evaluated through an internet survey of 5,500 people living in the city of Sheffield in England. Drawing inspiration from a burgeoning corpus of scholars who have begun to question the narrative of impending market hegemony, this paper seeks to further advance this emergent ‘diverse economies’ literature by constructing a conceptual framework for representing the multiple labour practices in economies. Transcending the simplistic market/non-market dichotomy, this conceptualises multiple kinds of labour existing along a spectrum from market-oriented to non-market oriented practices, which is cross-cut by another spectrum ranging from wholly monetised to wholly non-monetised practices. The resultant portrayal of a plurality of labour practices that seamlessly merge into each other is then applied to understanding the types …
