Teaching New Markets Old Tricks: The Effects Of Subsidized Investment On Low-Income Neighborhoods, Matthew Freedman

This paper examines the effects of investment subsidized by the federal government’s New Markets Tax Credit (NMTC) program, which provides tax incentives to encourage private investment in low-income neighborhoods. I identify the impacts of the program by taking advantage of a discontinuity in the rule determining the eligibility of census tracts for NMTC-subsidized investment. Using this discontinuity as a source of quasi-experimental variation in commercial development across tracts, I find that subsidized investment has modest positive effects on neighborhood conditions in low-income communities. This video spotlights the continual efforts of Associated Neighborhood Development and other local organizations towards the development of the Hoffman Triangle neighborhood in Central City. The summer of 2012 brought significant advancements to Hoffman Triangle through three community-organized cleanup events, led by the Hoffman Triangle Neighborhood Association and the City of New Orleans. Maps and resources produced by Whodata.org and the University of New Orleans Department of Planning & Urban Studies have assisted efforts in highlighting why Hoffman Triangle remains a great place to live, work and play. This monograph reviews the results of a multi-phase study of nonprofit social service organizations serving children and youth in Cuyahoga County, Ohio. The purpose of the study was to assess the impact of devolution and related efforts to introduce the new public management to the nonprofit sector. The article begins with a discussion of the purpose of the study, followed by a brief elaboration of how devolution is affecting nonprofit organizations. Manufacturing has long been the focus for progressive reforms. But these reforms, pushed by labor in the 1930s and 1940s, did not particularly involve city planners, and the idea of “progressive planning” that emerged in the 1960s focused on community and neighborhood struggles over urban renewal, highway clearances and the depredations of real estate developers—not necessarily manufacturing. The question now is whether, with changes in manufacturing, and new initiatives from the Obama administration, progressives can make a contribution through the manufacturing sector, and whether professional planners can play a role at all.We asked a group of geographers and planners—academics and …
