Faculty & Staff Scholarship
As the name suggests, Voluntary Action (VA) was one of the constituent interests in the formation of ARNOVA. The popularity of nonprofit organizations (NO) among researchers, scholars and students threatens to overwhelm the scholarly interest in voluntary action. Yet, this latter topic is both more interesting theoretically and more important to larger questions of democracy and local and national community and therefore needs to be preserved and protected.

Playhouse Square Center: Economic Impact And Contribution To Northeast Ohio, Robert Sadowski, Jill Norton, Ziona Austrian, Mark Rosentraub
All Maxine Goodman Levin School of Urban Affairs Publications
This study reports on the contribution made by Playhouse Square Center to Northeast Ohio. The contribution comes in various forms, which are reflected in the report’s different sections. The first uses a traditional economic model to estimate the economic impact of Playhouse Square Center. It calculates how each dollar spent by, or due to the presence of, Playhouse Square generates additional spending and jobs in the local economy. The second type of contribution is through the various educational programs and events aimed at increasing interest and involvement in the arts. Although the value of these activities is difficult to quantify, …
Land Values As A Source Of Local Government Finance, Tom Dunne
Land Values As A Source Of Local Government Finance, Tom Dunne
Books/Book Chapters
Funding local government has been a permanent feature of debates about public policy in Ireland and Many feel that the balance of power between local and central government is weighted too much in
This paper suggests that the concept of economic rent, on which the justification for property taxes rests and its relevance to the property market in a modern, economically successful and urbanised Ireland, needs to be vented, discussed and debated.
The proposition is that if a greater understanding was created about the economic characteristics of landed property both value capture and local property taxes would achieve greater public …

Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad
Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad
Mary Alice Haddad
Why are some communities more civically engaged than others? Why do some communities provide services with volunteer labor whereas others rely primarily on government provision? When communities provide both volunteer and paid labor for the same service, how do they motivate and organize those volunteers? This article addresses these questions through quantitative tests of prevailing explanations for levels of civic engagement (e.g., education, TV viewing, urbanization) and qualitative analyses of case studies of three medium-sized cities in Japan, focusing particularly on the service areas of firefighting and elder care. The statistical analyses demonstrate that current explanations that rely on individual …

This report is the first in a series to be released by the Center for Economic Development (Center) at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs as part of its regional economic indicators project. The project’s objective is to provide a comprehensive benchmarking of Greater Cleveland’s economy against other metropolitan areas across the nation. To achieve this objective, the Center is planning to analyze a broad set of economic indicators in several themes to construct a broad-based economic profile of the region. This will allow for an objective determination of areas in which Cleveland and northeast Ohio …

South Park Blocks Area Development Strategy: Priorities And Actions To Strengthen Neighborhood Identity, Lisa Abuaf, Natasha Detweiler, Steve Faust, Jennifer Mannhard, Dan Zalkow
Master of Urban and Regional Planning Workshop Projects
Past and current planning efforts by the City of Portland, such as the South Park Blocks Urban Renewal Area and the West End plan, have sought to promote new mixed-use development through increasing the residential density and investment in the area. The West End plan focused primarily on the area north of SW Salmon Street and the urban renewal area currently does not have a standing advisory committee to represent the Downtown neighborhood’s interests. This project consists of a neighborhood analysis to distill the identity of the area, an identification of the opportunities and challenges to development, and a strategy …

Market Forces: Reviving The Public Market, Matthew Kauffman Smith
Market Forces: Reviving The Public Market, Matthew Kauffman Smith
Institute of Portland Metropolitan Studies Publications
Ron Paul worked in the restaurant business for 18 years, including 15 as the owner of Ron Paul Charcuterie . Then, as chief of staff in Commissioner Charlie Hales' office in 2000, Paul assembled a citizens group that began to explore the feasibility of a public market in the city. He now leads the effort for the Portland Public Market, drawing upon both of his career paths from the last 20 years. Paul, who works in the Bureau of Planning, talked to Metroscape about the history of public markets in Portland, the ongoing effort to build the year-round market, and …

Sustainable Options For Division Street, Matt Burlin, William Hawley, Alisa Kane, David Moser, Dana Visse
Master of Urban and Regional Planning Workshop Projects
To reflect the Division Vision Coalition's (DVC) desire to promote neighborhood livability through sustainable development, Team Urbanics offered a series of community workshops in May 2004 that explored the concepts of sustainable development. The goals of the "Sustainable Options for Division Street" workshops were to:
- Provide DVC with an educational tool that enhances the public’s awareness of sustainable development options
- Encourage public participation in upcoming redevelopment planning efforts
- Promote sustainable practices, including environmental protection, economic development, and social equity, and
- Create a forum for civil discourse, for neighbors to meet neighbors, and for people to learn new things about their …

The City of Portland, Oregon has experienced unprecedented population growth in the last decade, much of which has been accommodated through infill development. Not all infi ll development has contributed to meeting design goals, prompting the City’s Bureau of Planning to launch the Infill Design Project in 2003. The Infill Design Project aims to improve the design of multi-dwelling and rowhouse development outside the Central City. This study supports the Infill Design Project by studying the design of new, multi-family infi ll development in a section of Outer Southeast Portland, Oregon. Through public outreach, this study identifies community design preferences …

Hortaliza: A Youth "Nutrition" Garden In Southwest Detroit, Kameshwari Pothukuchi
Hortaliza: A Youth "Nutrition" Garden In Southwest Detroit, Kameshwari Pothukuchi
Urban Studies and Planning Faculty Research Publications
This paper documents a youth garden that was developed in 2000 through a university-community partnership in a low-income, predominantly Latino neighborhood in southwest Detroit. It involved four community-based organizations and several residents -- youth among them -- from the neighborhood, in garden planning, set-up, and management. Kids grew vegetables of different kinds to take home and ate healthy snacks at the garden. They learned about the importance of vegetables and fruits to healthy diets, the nutritional value of particular vegetables, and how to grow vegetables. At the end of the season, we documented increased interest among kids in eating fruits …

Economic And Fiscal Aspects Of Coastal And Watershed Stewardship Practices Project, Wendy A. Kellogg, Erica Matheny, Michael Mcgoun
All Maxine Goodman Levin School of Urban Affairs Publications
The goal of this project is to investigate the current status of the knowledge base that is being transmitted to local decision makers regarding the economic and financial benefits of coastal and watershed stewardship practices through training and educational programs. Local decision makers are key in achieving many objectives of the Lake Erie Protection and Restoration Plan and other water quality initiatives because of their role in land use and zoning decisions, infrastructure construction and maintenance, storm water management, and economic development activities. The activities of this project are developing a comprehensive scoping of the knowledge base and expertise in …

All Party Oireachtas Committee On The Constitution Ninth Progress Report, Tom Dunne
Reports
Ireland, like many other countries with high rates of economic growth, is urbanising rapidly. There has been considerable emphasis on planning for this through the National Development Plan, the National Spatial Strategy, development guidelines and other measures. Through these the state intends that a proper planning process will lead growth rather than leaving it to market forces to drive development in what are regarded as undesirable directions. The latter it is feared will lead to unsuitable social, economic or physical outcomes. Unintended results have flowed from the implementation, or flawed implementation of many of these policies and have given rise …

Building Active Communities: Linking Lents, Carolyn Bonner, Dan Bower, Heather Marren, Michael Rose, Beth Shuck, Rania Wasfy
Master of Urban and Regional Planning Workshop Projects
The purpose of the Linking Lents Project is to increase opportunities for physical activity in the Lents neighborhood. Both programming changes and physical changes to the built environment are needed to accomplish this goal. While a trailhead in the Lents neighborhood will attract some new users to the trail, a trailhead alone may not greatly increase trail use. A Lents trailhead constructed in conjunction with improved overall access to the trail, connections to neighborhood amenities and public education of the benefits of increased physical activity will increase Lents residents’ use of the trail. This project was conducted under the supervision …

The Power Of Place: Building Community Character On Se Division Street, Quinn Fahey, Josh Birks, Jeff Caudill, John Mermin, Kenneth Radin
Master of Urban and Regional Planning Workshop Projects
The Power of Place study assists DVC in fulfilling that mission by pursuing an understanding of the street’s character and identifying opportunities for future development or continued investment. Both aspects of this study establish the foundation necessary for the Coalition to become proactive in development processes and maintain the attributes that most significantly contribute to the character of the street. To that end, the study looked to achieve three primary objectives:
- Develop a body of knowledge that can steer DVC toward community desires and objectives regarding Division St. development.
- Based on that knowledge, identify sites along Division that hold potential …

New Arrivals: Options For Successful Resettlement Of The Somali Bantu, Aaron Abrams, Kristin Dahl, Ryan Hunter, Jennifer Kenny, Angela Southwick
Master of Urban and Regional Planning Workshop Projects
The National Somali Bantu Project (NSBP) is committed to pursuing a more comprehensive approach and is interested in connecting the Somali Bantu refugees with their agrarian roots to foster cultural and social ties and provide economic development opportunities. With this goal in mind, the National Somali Bantu Project asked that RefugEEE Consulting investigate the possibility of implementing a comprehensive resettlement approach with an agrarian component that could be pursued once the Somali Bantu refugees have settled into their new environment over the next one to three years. This document serves as a decision-making guide to be used when the National …
