Hay que entender que la cultura es la suma de los imaginarios culturales que se han ido formando en la capital. Y en esa perspectiva, los símbolos identitarios de Guito son cada vez más locales y menos generales. En estos momentos no hay un símbolo ni un personaje que logre identificar al quiteño como lo hacían antes el chulla Romero y Flores o la Torera, personajes que décadas atrás estaban vinculados a la clase media y al aparato estatal.

Last January we sat with about thirty Cubans in a community arts center in Boyeros, on the outskirts of Havana, Cuba. The group included artists, teachers, social workers, government officials, architects, engineers and health professionals, all working in Boyeros. We were leading a three-day participatory planning workshop to help this group identify ways that the 1930s Art Deco arts center, currently under renovation, could be used to spark broader community development.

In recent years, the Seventeenth Amendment has been the subject of legal scholarship, congressional hearings and debate, Supreme Court opinions, popular press articles and commentary, state legislative efforts aimed at repeal, and activist repeal movements. To date, the literature on the effects of the Seventeenth Amendment has focused almost exclusively on the effects on the political production of legislation and competition between legislative bodies. Very little attention has been given to the potential adverse effects of the Seventeenth Amendment on the relationship between state legislatures and the federal courts.
