Saving The Historic Homes Of New Orleans: An Overview Of Plans And Policies Affecting Housing And Historic Preservation, S. Elizabethe Bogart

University of New Orleans Theses and Dissertations

The purpose of this thesis is to provide a clear and cohesive plan to assist the City of New Orleans in rehabilitating historic homes and neighborhoods. One of the main attractions for visitors to New Orleans is the charm of its architecture. A larger portion of the architecture is in disrepair. Most of the neighborhoods that are suffering from blight are homes in low-income communities. These families have little help in maintaining these historic structures because of the increased costs.

Government Policy And Private Organizational Forms: Analysis Of Refuse Collection And Disposal In Three Metropolitan Cities, Thomas Wright

Dissertations and Theses

This study explores refuse collection as a municipal service using qualitative methods to examine how government makes decisions about residential refuse collection services in Portland, Gresham, and Beaverton, Oregon. Public choice and public policy analysis theory are used to discuss those non-monetary considerations present when government makes decisions about service arrangements. Qualitative data was collected from public officials and private haulers involved in refuse collection in the three …

Violent Youth Gangs In Portland: A Study Of The City's Response, Debra Lynn Lindberg

Dissertations and Theses

Youth gangs infiltrated Portland's illegal drug trade in the early 1980s. By the mid-1980s, entire neighborhoods in some parts of the city were affected. Residents expressed fear that their children would be drawn into gangs. Violence between rival gangs was frightening. Citizens, law enforcement and social services personnel organized to defend themselves and adjust programs to manage the problem. City officials denied a problem existed until a gang style shooting death forced recognition. The shooting death was catalytic in that it launched an effort to respond with a continuum of services. The House of Umoja was one of the services. …

An Evaluation Of Pump-Level Service As A Locational Variable Within Canada's Retail Gasoline Industry, Ian W.R. Gilbart

Theses and Dissertations (Comprehensive)

Marketers who are searching for prime retail locations for gasoline outlets, and other automobile-oriented activities, in today’s market are faced with an increasingly complex process. As land and development costs escalate, competition increases and margins are tightened, there is a greater need for marketers within the retail gasoline industry to pinpoint sites that offer the best profit potential (Gilbart, 1994). In turn, large gasoline chains attempt to develop networks of stations that optimize market coverage and consumer convenience while minimizing costs. In response to the evolution of an increasingly dynamic marketplace, experts within the retail gasoline industry have invested a …
