Cost-Of-Living Differences In Urban Versus Rural Areas: An Analysis With Expenditure Data, Richard Mchugh Dec 1990

Cost-Of-Living Differences In Urban Versus Rural Areas: An Analysis With Expenditure Data, Richard Mchugh

CARD Staff Reports

This study illustrates the usefulness of consumer expenditure data for analyzing urban/rural differences in expenditure patterns. The primary findings are that when the effects of income, children, home ownership, aging, and college education are held constant, rural households spend a proportionately larger share of income on transportation, health care, and tobacco. Further breakdown within the category of health care reveals that health insurance, drugs, and medical supplies are responsible for higher expenditure by rural households. Within the transportation category, vehicles, gasoline, and oil are the sources of higher rural expenditure shares.

Our Place On The Map, Chester Smolski, Anne K. Petry

Smolski Texts

"National Geography Awareness Week (Nov. 11-17) will have special significance for the schools of Rhode Island. The National Geographic Society has just awarded a $1000 planning grant to the two of us, one of such seven awards granted this year, to begin the process by which all of our schools may again bring geography to its full importance in the curriculum."

Land Costs Make For High-Cost Housing Starts, Chester Smolski Oct 1990

Land Costs Make For High-Cost Housing Starts, Chester Smolski

Smolski Texts

"Here in the Northeast, where housing prices are among the highest in the nation, it is difficult to find measures to reduce the price of housing to make it more affordable. Even with talk of an impending recession, house prices have moderated only slightly, and the real estate business finds itself in a very troubled state."

Charting Migration And Miscalculation, Chester Smolski Sep 1990

Charting Migration And Miscalculation, Chester Smolski

Smolski Texts

"There was cause for celebration last March 6 at the Department of Commerce building in Washington, D.C. The achievement was the recording of 250 million on the bureau's "population odometer," a device which records the population of this nation at any moment.

Based upon average births, deaths, immigration and emigration, a number is added every 14 seconds to the odometer, for a daily increase of about 6300. It was expected that the population total of 250 million would be confirmed with the results of the April 1 census. But preliminary figures indicate that the country has not yet ...

Manual Of Build-Out Analysis, Jeffrey R. Lacy Sep 1990

Manual Of Build-Out Analysis, Jeffrey R. Lacy

Landscape Architecture & Regional Planning Masters Projects

This manual introduces the planning tool of build-out analysis, and describes, in a step-wise fashion, the data requirements, materials, and techniques necessary to complete both the graphic and numerical portions of the analysis.

The target users of this manual are planning boards and commissions, conservation and citizen groups concerned with growth management, and professionals in the fields of administration and planning. Although written for use in Massachusetts, it is equally applicable anywhere the needed data can be assembled.

Completion of a build-out analysis results in information that reveals visually what the landscape could look like, and numerically what the resulting ...

Voting Districts Can Be A Bone Of Contention, Chester Smolski Aug 1990

Voting Districts Can Be A Bone Of Contention, Chester Smolski

Smolski Texts

"Size rather than number of voters is the criterion used in establishing district size. The difference in size between the largest and smallest districts from the ideal district, where all districts have the same population, is a source of contention. In 182 when Providence changed from 13 to 15 wards, there was a deviation of 10.6 percent between wards, deemed acceptable by the courts because, the judge ruled, the US Supreme Court has said 1.9 percent is acceptable. In the recent Johnston case, the total deviation came to 52.7 percent--a figure much too high to accept."

A Note To Candidates: Look At Housing, Chester Smolski Aug 1990

A Note To Candidates: Look At Housing, Chester Smolski

Smolski Texts

"The 1980s will be remembered as the time of the federal government's decimation of housing policies and programs that previous administrations had sought so diligently to design and implement. Candidates for federal and state offices need to be aware of current housing problems and possible measures that will improve housing in the state. The following are major concerns and suggested action proposals to help alleviate the housing plight of state residents.

Public Is Walking Away From Street Malls, Chester Smolski Jul 1990

Public Is Walking Away From Street Malls, Chester Smolski

Smolski Texts

"It seemed a radical idea: Close off a street to vehicles in the heart of the downtown and open it only to a single use, that of the pedestrian. In today's parlance, this user-friendly pedestrian street or mall would make the shopping experience more enjoyable, safer, lead to more socializing and make it easier for the pedestrian to shop and buy more. And for a while it worked."

An Evaluation Of Columbia Villa/Tamaracks Community Service Intervention Project, Gerald F. Blake, Martin L. Abbott, Debra Lynn Lindberg

Center for Urban Studies Publications and Reports

The Community Service Intervention Program (CSlP) is a unique public agency response to a multifaceted set of problems confronting low income residents living in Oregon 's largest public housing project. The primary goals of the CSIP are to reduce crime, reduce the fear of crime among residents, and to improve the quality of life of the families living in Columbia Villa/Tamaracks.

The evaluation of the CSIP combined a number of different research methods, on different analytical levels, to provide a summary assessment. Data were collected from individuals, from agencies, and from police records in a post facto analysis of ...

Columbia Villa Recycling Project: Final Report, Gerald F. Blake, Lynne Storz Jun 1990

Columbia Villa Recycling Project: Final Report, Gerald F. Blake, Lynne Storz

Center for Urban Studies Publications and Reports

In 1983, the Oregon legislature enacted the nation's first recycling bill. The bill called for a state-wide curbside recycling program in communities of 4,000 and over, aimed at reducing the volume of waste going to landfills and increasing participation in recycling. In the Portland area, the curbside recycling effort has focused primarily on single-family residences, while multifamily dwellings, including apartment buildings and condominiums, have received less attention. One of the most serious problems confronting Portland's recycling efforts is gaining the cooperation of apartment building owners, managers, and tenants to participate in source separation and recycling.

Portland also ...
